International Narcotics Control and Law Enforcement Programs, Africa/Asia

This program curbs the impact of international drug traffickers and other crime groups in Asia and Africa on the United States and our allies. The program disrupts the overseas production and trafficking of illicit drugs; coordinates international law enforcement activities; and facilitates stable criminal justice systems.

  • The program lacks a long-term and annual measure for criminal justice. A more accurate account of criminal justice funding would determine if funding levels have an impact in recipient countries.
  • The program's annual budget request does not explain the impact of funding decisions on expected performance. Greater clarity on how funding levels impact performance would allow funding decisions to be based on performance, and enable managers to be held accountable for program performance.
  • The program is implementing a new financial management system to rectify its current financial management weaknesses. The new system should allow the program to produce accurate and timely information to support resource requests and allocations.
