Assistance to Rebuilding Countries

This program, which is jointly managed by the Department of State and the U.S. Agency for International Development, assists Rebuilding countries in emerging from conflict and preventing a return to conflict through grants and technical assistance focused on governance, social services, and institution building.

Moderately Effective

  • The program has effectively focused its resources. Foreign assistance is targeted towards specific problems that Rebuilding Countries must address in order to progress toward the next country category and the goal of graduating from U.S. development assistance. The program design ensures that there is no duplication of effort within the U.S. Government and with international donors.
  • The program has set ambitious targets for its annual and long-term measures. These measures monitor the impact of assistance programs and the overall progress of Rebuilding Countries toward graduating from U.S. Government assistance. Political instability and security constraints in Rebuilding Countries have led to negative results for some of the annual and long-term measures.
  • The program has in place a number of initiatives to improve cost effectiveness, achieve greater efficiencies, and directly align resources to program goals. The program has identified a baseline efficiency measure based on a current average operating ratio, but is not yet able to demonstrate improved efficiencies or cost effectiveness.

  • Identify and track intermediate indicators at the operating unit level that assess whether the program is on track to meet longer-term targets.
  • Ensure that performance on measures is factored into the decision-making process and presentation of future budget requests.
  • Ensure targets for the efficiency measure are directly linked to attaining cost savings or specific efficiency improvements.
