Defense Advanced Technology Development Program

Program develops technologies for components and prototypes of defense systems prior to full development of systems. The focus of these technology efforts is on ensuring that the warfighters of today and tomorrow have superior and affordable technology to defeat any adversary on any battlefield.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program lacks quantifiable outputs and outcomes to allow monitoring of the program and how well it serves the warfighter. For example, it does not have measures that allow managers to determine if the program is more or less effective than it was 10 years ago. The overall rating reflects this absence.
  • The program needs an independent review process to assure that the funding allocation system and project evaluation process serve the Department and the taxpayers as effectively as possible.
  • The purpose of the program is clear, the program addresses a specific need and it is not redundant of any other effort. The program appears to focus on relevant technologies for development and the projects yield important results for the Department.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Establishing quantitative measures that allow program progress to be tracked effectively. Measures will highlight warfighter needs and technology readiness levels of emerging technologies.
  • Providing metrics of the capabilities & performance of the Department's organizations that select the projects and guide them as they are executed (most projects are performed by contractors).
  • Establishing an independent review process for the program.
