State/PKO Global Peace Operations Initiative

This initiative (GPOI) addresses gaps in international peace operations (PKO) by increasing the number of capable peacekeepers, maintaining stability police units, improving capabilitites to train and sustain peacekeepers, assisting countries that deploy peacekeepers and providing logistics for peacekeepers in the field.

Effective

This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
  • The program is guided by a comprehensive strategic plan. The plan outlines anticipated trajectories for reaching goals and projected milestones. The steps and targets are articulated for each of GPOI's seven objectives.
  • The program is meeting its targets of training and equipping peacekeepers worldwide. The program is on the path to reach its goal of 75,000 trained peacekeepers by 2010--already having trained 15,336 troops from 33 countries and regional organizations. Because of GPOI's efforts, over 70% of the individuals trained in Africa actually deploy on United Nations or other peacekeeping operations.
  • Performance data is routinely collected from field and program managers to monitor program's performance. The performance data is used by leadership at the Department of State to formulate policy. Program alterations or course-corrections, such as improving procurement processes, are implemented based on performance.

We are taking the following actions to improve the performance of the program:

  • Pursuing specific legislative authority for section 660 of the Foreign Assistance Act (FAA) to facilitate training for military police and stability of police units
  • Seeking independent evaluations to examine program performance measures for effectiveness.
  • Developing targets for program efficiency measures.
