IDEA Special Education Preschool Grants

This program awards formula grants to States to assist them to make available special education and related services for children with disabilities aged three through five. Funds support early childhood programs that provide services needed to prepare young children with disabilities to enter school ready to learn.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The Department did not have long-term performance goals or annual data related to child outcomes at the time of the assessment in 2002. It has since established performance goals and measures related to preschool children with disabilities served by this program, but still lacks performance data. A study should provide some information on outcomes, but the results are several years away.
  • The program collects data on the settings where children with disabilities receive special education and related services, but not the amount of time these children spend in settings with typically developing peers.
  • The program supplements existing funding provided under the IDEA Grants to States program and has no separate program features for preschool children with disabilities. While the original purpose of the program was to provide a financial incentive for States to serve preschool children, this incentive is no longer necessary because all States now provide services for preschoolers.

We are taking the following actions to improve the performance of the program:

  • Implementing strategies to help States develop their systems for collecting outcome data that can be used to measure and assess the program's impact on preschool children with disabilities.
  • Developing ways to collect and analyze data across States related to the program's impact on children served under the program.
  • Developing and implementing a new data collection system that better reflects the extent to which children with disabilities are spending time with typically developing peers.
