Indian Health Service Sanitation Facilities Construction Program

The purpose of the program is to reduce morbidity and mortality from lack of safe drinking water and adequate sewage disposal in American Indian and Alaska Native homes and communities. This program constructs potable water and waste disposal facilities.

  • The program has a clear and unique purpose and mission. It is the only program that constructs drinking water and wastewater facilities with the aim of improving the health of American Indians and Alaska Natives.
  • A program evaluation found the program has numerous strengths and some areas for improvement. The evaluation identified strategic planning and staff development as areas for continued improvement. The program continues to address areas of needed improvement.
  • The program has demonstrated progress in achieving its long-term performance goals. Most notably, the percentage of American Indian and Alaska Native homes with sanitation facilities increased from 20 percent in 1959 to 89 percent in 2007.

We are taking the following actions to improve the performance of the program:

  • Refining performance measures to improve annual and efficiency performance measures.
  • Implementing a strategic planning process, as recommended by the independent evaluation.
  • Developing a plan to support and perform a new, comprehensive independent evaluation in 2010 to assess the effectiveness of the program.
