Substance Abuse Treatment Programs of Regional and National Significance

Substance Abuse Treatment Programs of Regional and National Significance (PRNS) is composed of a variety of grants and activities intended to improve the quality and availability of drug treatment services.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • It is not clear that all activities best serve the program purpose. Some activities more directly expand access to drug treatment; however, the relationship between those activities and activities to improve the quality of treatment, such as training and communications, is less clear.
  • The program had not regularly used performance information to improve outcomes, and has little data to indicate progress on performance measures. These issues are being addressed by a new automated performance reporting system. Grantees are now reporting on substance use, employment, criminal justice activity, and reduced health/behavioral/social consequences.
  • A previous evaluation of drug treatment services grants indicated that the program has a positive impact. The 1997 National Treatment Improvement Evaluation Study indicates that clients served by program funds significantly reduced their alcohol and other drug use.

  • Implementing an automated system for better and more timely data collection and reporting.
  • Implementing a decisionmaking process that considers performance data when determining grant funding.
  • Implementing a drug treatment voucher program to expand access to treatment.
