Administration on Aging
The program provides home and community-based support to the elderly so that they may lead healthier and more independent lives. Services include meals, transportation, disease prevention classes, and caregiver support.

What This Rating Means |
PERFORMING Effective
This is the highest rating a program can achieve. Programs rated Effective set ambitious goals, achieve results, are well-managed and improve efficiency.
- The program has a clear purpose and is well-managed. For example, the program understands its elderly target population suffers higher levels of disease and disability than any other group, and provides appropriate services to meet the needs of the elderly. Also, it is accountable for how the funds are spent by having appropriate financial and program management practices in place.
- The program efficiently provides high quality home and community based services. Between 2002 and 2005 the number of people served, per million dollars, through AoA's home and community-based services and nutrition services increased by 23%. This increase occurred while the quality rating of services remained high.
- The program promotes the well-being and independence of the elderly. Through information and referral and outreach efforts at the community level, AoA educates the elderly and their caregivers about the benefits and services available to them. These efforts by AoA's extensive aging networks help the elderly achieve an enhanced sense of well-being and independence.

About Improvement Plans |
We are taking the following actions to improve the performance of the program:
- Enhancing program evaluation activity through a comprehensive evaluation plan which includes process, impact and cost-benefit analysis.
- Restructuring the FY 2009 Congressional Justification to provide a more integrated budget and performance presentation.
