National Park Service - National Historic Preservation

Through this program, the National Park Service (NPS) works with State Historic Preservation Officers, Tribes and other groups to promote the preservation of historic sites and structures outside of national parks. NPS helps through technical assistance, grants, tax credits, and national designations.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program design is complicated, but is functioning well. The National Historic Preservation Act authorized an inter-governmental partnership between the Park Service, State Historic Preservation Officers, and Tribes that requires State Historic Preservation Officers to perform tasks under a Federal statute in return for partial Federal funding.
  • The Service collects credible performance information from State Historic Preservation Officers. For example, it tracks the number of properties listed annually in the National Register of Historic Places. Yet, it has made limited use of this information to guide program improvements.
  • An independent evaluation of the program is overdue. The program has never had an independent party examine the program overall.

  • Using performance data to justify budget requests.
  • Using performance information from the State Historic Preservation Officers to improve program cost-effectiveness.
  • Determining a process and schedule for an independent evaluation of the program overall.
