National Park Service - Land and Water Conservation Fund State Grants

This program provides matching grants for States and local governments to acquire and develop lands and facilities for public outdoor recreation. The National Park Service (NPS) issues these grants to each State through an established formula.

What This Rating Means

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program lacks adequate performance measures. Performance measures developed by NPS with its State partners are not acceptable to OMB. Additional new measures focusing on the health benefits of the program are under consideration.
  • The program has not demonstrated results. NPS provides a list of projects funded each year along with park acreage summary information including new parks created, parks with new development, and park acres protected. It does not annually report on any potential outcomes that might be accomplished through these Federal grants.
  • NPS has not taken meaningful steps to address management deficiencies, such as reporting on measurable results. Program efficiencies have been installed which decrease processing time. Program managers continue to work with partners regarding funding for and the scope of an independent evaluation to examine national goals and objectives.
