Resource Conservation and Development
The Resources Conservation and Development program (RC&D) provides local citizens with the capacity to plan and implement programs and projects that address natural resource concerns and rural development issues. Activities focus on land and water management, rural economic development, and natural resource conservation.

What This Rating Means |
PERFORMING Adequate
This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The Natural Resources Conservation Service (NRCS) has improved its management of RC&D. NRCS: (1) has coordinated a nationwide program review and has taken actions to implement its recommendations; (2) revised the RC&D manual to reflect increased emphasis on program performance and linkages to national performance goals; and (3) increased performance and reduced Federal fund expenditures.
- The program has developed long-term outcome-oriented performance measures for the program and has developed a new reporting system to track program performance. NRCS has established two new long-term, outcome-oriented performance measures for RC&D. However, at this time, the program lacks the ability to report trends and performance for its long-term and annual natural resource measures.
- RC&D needs to focus on national priorities to maximize program benefits.

We are taking the following actions to improve the performance of the program:
- Improving the agency's ability to track and report program performance.
- Developing and implementing a five-year comprehensive budget and performance management strategy aligned with NRCS's strategic plan.
- Establishing national RC&D program priorities to maximize program benefits.
