Independent Living Program

The Independent Living Program, also known as the Chafee Foster Care Independence Program, assists youth who are likely to remain in foster care until age 18. Flexible funding is provided through States to help youth transition to self-sufficiency, primarily through education, training and employment assistance.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program addresses a specific need by preparing older youths in foster care for adulthood. The program's services target this group to reduce rates of homelessness, poverty and criminal behavior.
  • The program was found to lack appropriate performance goals, including an efficiency measure to determine the program's effectiveness.
  • The program was found to lack a data collection system to gather much needed information on the target population. The program is in the process of developing a uniform data collection and reporting system callled the National Youth in Transition Database.

We are taking the following actions to improve the performance of the program:

  • Implementing the National Youth in Transition Database, which will offer data on recipient demographics and how well they transition over time.
  • Developing ambitious performance measures and targets using the new database, including employment and homelessness rates of youth served by the program who have aged out of the foster care system.
  • Utilizing interim efficiency measure to maximize program efficiency and cost-effectiveness.
