Family Violence Prevention and Services Program

This program assists states in providing shelter and related assistance for victims of family violence and their dependents. The program also operates a national toll-free 24-hour, 365-day hotline to provide information and assistance to victims of domestic violence.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • The program addresses a specific problem. It is estimated that the shelters house more than 300,000 women and children during a program year; and the hotline receives an average of 13,000 calls each month.
  • The program lacks partner-supported performance measures with baselines and ambitious targets. Grantees report on individual goals and measures, but the program has faced challenges in setting appropriate outcome measures for shelters.
  • National evaluations are not a part of the program design. Evaluations of shelter programs are completed locally by State partners and are often met with reluctance from previous shelter clients and privacy advocates.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Implementing pilot programs to test the information collection activities related to shelter-specific outcome measures.
  • Coordinating efforts with other federal agencies to improve violent-crime reducing services.
  • Designing and implementing local, state, and national evaluation models in consultation with stakeholders and experts to ascertain the effectiveness and efficiency of program activities.
