Substance Abuse Prevention Projects of Regional and National Significance

The Substance Abuse Prevention Programs of Regional and National Significance awards grants to States and communities to conduct programs to prevent substance use and abuse. The program also provides technical assistance and disseminates information about effective substance abuse prevention strategies.

Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has developed and implemented the Strategic Prevention Framework. This comprehensive planning and implementation model guides and facilitates coordination among all Prevention Programs of Regional and National Significance projects and facilitates coordination with other substance abuse prevention programs.
  • The program is reporting on outcomes. The program collects data on attitudes toward substance abuse and use of evidence-based practices, and has established long-term targets for reducing substance abuse and underage alcohol use. The number of evidence based policies, practices and strategies implemented increased by almost 100% from 997(2002) to 1891 (2006)
  • Previous evaluations of program components suffered from inadequate data collection at the grantee level. The program responded to these concerns by making outcome reporting a requiement for grantees. The program will also make performance data more available to the public by posting grantee data on the internet.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Annual data will be reported in 2007 and 2008 for HIV and SPF SIG.
  • Beginning in CY2007, PART data will be reported separately for SPF SIG and HIV. The OMB approved efficiency data will be reported in the aggregate for PRNS.
  • SPFSIG State-level data available at https://www.epidcc.samhsa.gov/and SAMHSA NOMs website.CSAP is working on making public use data files available for secondary analysis.
