Stratospheric Ozone Protection

EPA's Stratospheric Ozone program protects the earth's ozone layer through the control of ozone depleting substances. The ozone layer shields earth from excessive ultraviolet radiation that causes skin cancer, cataracts, and other adverse effects.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has a clear purpose, addresses a specific need, and is effectively targeted. EPA's Stratospheric Ozone Program is the only governmental or private program in the U.S. designed and authorized to eliminate ozone-depleting substances.
  • The program has demonstrated some progress towards its long-term performance goals by meeting annual phase-out targets. These goals are extremely long-term (25-160 years) and it is not yet possible to determine whether the program is on track to meet them.
  • International cooperation and compliance are essential to achieving long-term goals. Additional phase-outs in other countries are necessary to meet the program's long term outcome goals, so it is important for the program to show that worldwide reduction targets are likely to be achieved.

  • Supporting international cooperation through the Multilateral Fund for the Implementation of the Montreal Protocol.
  • Taking advantage of available skin cancer statistics to define long-term performance in a more tangible way.
  • Monitoring progress to ensure that the program is on track to meet goals.
