Pesticide Field Programs

This includes three EPA programs: Endangered Species program to ensure protection of listed, threatened and endangered species; Water Quality program to help protect water resources from pesticide contamination; and Worker Protection/Certification & Training program to promote safe use of pesticides to protect human health.

NOT PERFORMING
Results Not Demonstrated

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Each field program has unique issues but all programs contribute to the same overall mission - to protect human health and the environment from the potential harm associated with pesticides. Other findings include an overlap between the missions of the Water Quality program and the Office of Water's Surface Water Protection program.
  • The Field Programs do not adequately measure performance, making it difficult to determine their effectiveness and efficiency.
  • Grantee performance data is not readily available and is only provided to the public upon request.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Requesting a better deployment of the Water Quality program in FY 2006.
  • Developing and implementing annual goals and efficiency measures and continuing development of baselines and targets for long-term outcome measures for all Field Programs.
  • Developing a method of compiling and disseminating grantee performance data to the public, and making budgeting more transparent and link to adequate and relevant program-specific measures.
