Nutrition Assistance for Puerto Rico

The Nutrition Assistance for Puerto Rico program provides money to Puerto Rico for nutrition assistance for needy people. In 2005, the program provided $1.4 billion in benefits to 1.05 million low-income people.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • Many people in Puerto Rico need nutrition assistance. According to Puerto Rico's 2005 plan of operation for this program, about 59 percent of the island's population has income below the federal poverty guidelines, unemployment is high and workforce participation is low.
  • The program's performance measures and schedule for program evaluation can be improved. The program has no annual performance targets and its long-term goal for making payments accurately is too weak. Independent evaluations have not been sufficient in scope or regularity to support program improvements and evaluate effectiveness.
  • The program's financial management practices need improvement. The 2002 Single State Audit identified several areas in which the program was not compliant with financial requirements.

  • Working with Puerto Rico to confirm the validity of the program's performance measures, establish long-term and annual performance targets and a plan for annual progress reports.
  • Working with Puerto Rico to develop a plan for regular program review and assessment to support program improvements.
  • Working with Puerto Rico to develop a corrective action plan for any outstanding audit findings.
