Protection and Advocacy for Individuals with Mental Illness

Protection and Advocacy for Individuals with Mental Illness protects individuals with mental illness from abuse, neglect, and violations of their civil rights. The program provides grants to independent protection and advocacy agencies which investigate and use legal and other remedies to correct verified incidents.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program serves a clear need. There is an existing and ongoing need to protect the estimated 17 million individuals with mental illness from abuse, serious injury, and neglect, as well as inadequate/inappropriate treatment, nutrition, clothing, health care, and discharge planning. In 2002, protection and advocacy agencies investigated 972 deaths.
  • The program's effectiveness is limited by uneven cooperation from the States. The program could more effectively use its resources if States had greater understanding of and acknowledged the program's rights to access facilites, consumers, and information involved incidents they investigate.
  • The program is collecting data that demonstrates improved outcomes. The program increased the total number of complaints it successfully resolved from 75% in 1999 to 89% in 2004. Data collection efforts are being further improved by strengthening data guidelines for grantees, including providing a definition of "number of individuals impacted by the program.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Continuing to provide technical assistance to PAIMI Programs in regard to the right to access facilities, consumers, and information through the National Disability Rights Network (NDRN)
  • Increase the representation of minorities in PAIMI Programs to include persons served, staff, and PAIIMI Advisory Council, through outreach activities directed to the minority communities.
