National Institutes of Health: Extramural Research Facilities Construction

The purpose of the National Institutes of Health (NIH) Extramural Research Facilities Construction program is to make grants for designing, constructing and/or renovating non-Federal basic and clinical research facilities for biomedical and behavioral research.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • This program was deemed not necessary to meet the nation's non-Federal biomedical research facility needs. Between 1990 and 2001, this program provided approximately three percent of total funding for biomedical research facility construction and renovation at non-Federal institutions. However, a clear Federal role exists for support for biodefense research facilities construction.
  • The program effectively manages construction and renovation projects from the pre-award phase and during construction. Program staff ensure that grantees meet program requirements and/or help them to address any deficiencies.
  • The program has increased the percentage of supported facilities that are used for biomedical or behavioral research for at least twenty years after construction. Staff use self-reported data and a variety of additional means to monitor the use of facilities.

We are taking the following actions to improve the performance of the program:

  • Ensuring that 100 percent of grantees meet all construction requirements.
  • Evaluating the self-certification process for monitoring the use of facilities for biomedical or behavioral research for at least twenty years after construction by the end of 2008.
  • Developing ways to achieve and improve the measurement of efficiency in the management of construction grants.
