Compassion Capital Fund

The program provides competitive grants to faith-based and community organizations to increase their effectiveness and enhance their ability to provide social services. Grants are used to provide capacity building training, technical assistance and financial assistance to grassroots faith-based and community organizations.

A rating of Results Not Demonstrated (RND) indicates that a program has not been able to develop acceptable performance goals or collect data to determine whether it is performing.
  • Faith-based and community organizations are uniquely situated to partner with the Government in serving poor and low-income individuals and families. Specifically, the program helps these organizations increase their effectiveness, enhance their ability to provide services, diversify their funding sources, and create collaborations to better serve those in need.
  • The program's design enables it to have national scope in reaching faith based and community organizations to build organizational capacity. Ultimately, this design is an efficient means of aiding the special target population, which includes the homeless, prisoners reentering the community, children of prisoners, at-risk youth, and addicts.
  • The program lacks performance data and as such, it is not possible to determine whether the performance targets are ambitious. The program is in the process of instituting new reporting requirements to collect data for the newly developed performance measures.

About Improvement Plans

We are taking the following actions to improve the performance of the program:

  • Instituting new data reporting guidelines and mechanisms to establish baseline data and to support performance measures.
  • Conducting a rigorous, experimental program evaluation to assess program's overall impact.
  • Monitoring and evaluating technical assistance and capacity building grants to faith-based and community-based organizations focused on gang prevention activities.
