Human Health Risk Assessment Program

The purpose of EPA's Human Health Risk Assessment Program is to provide timely, peer-reviewed health assessments of priority environmental contaminants to support science-based decision-making in EPA's regulatory and cleanup programs.

PERFORMING
Moderately Effective

In general, a program rated Moderately Effective has set ambitious goals and is well-managed. Moderately Effective programs likely need to improve their efficiency or address other problems in the programs' design or management in order to achieve better results.
  • The program has new long-term and annual performance measures with ambitious targets. The limited data set of results indicates that the program is on track to meet its goals. The program has an efficiency measure, but it currently is based on cost effectiveness for only one of the three types of key health assessments.
  • The program exhibits strong financial management and budget-performance integration by regularly reviewing project status and adjusting resources to keep focused on the high priority activities.
  • As a result of strategic planning efforts, the program has recently reorganized its structure to focus on risk assessment support functions and technical assistance. The program effectiveness under this new structure has not yet been evaluated.

We are taking the following actions to improve the performance of the program:

  • Expanding efficiency measures to include all major work products and investigating alternative approaches for measuring progress related to providing timely, high quality scientific assessments.
  • Implementing new external review process for IRIS (Integrated Risk Information System) health assessments.
  • Implementing regular, independent evaluations that assess the program's effectiveness; specifically its influence on key risk management decisions made by the Agency's environmental media offices.
