Drinking Water Research

EPA's Drinking Water Research program aims to provide timely, leading-edge research to support scientifically sound regulatory decisions by the Office of Water. The program also provides research products to state and local water authorities and the drinking water research community.

This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
  • The program has developed annual and long term measures of performance; however, these lack robust targets and adequate results. Over the long-term, the program will measure the utility of its research. Annually, the program will measure achievement of planned research outputs, use of its research, and satisfaction of its clients.
  • The Drinking Water Research program coordinates its work with similar federal, state, local, and private entities. The program achieves this by its employees participating on research planning committees both within the agency and at other similar organizations.
  • The program has good oversight of its competitively awarded grants and requires grantees to work towards the program goals. The program would benefit from similar interaction with its non-grant partners including cooperative agreement signatories and contractors.

We are taking the following actions to improve the performance of the program:

  • Developing targets for all long term and annual performance measures. These will allow the program to set quantitative goals and assess progress through time.
  • Developing a performance measure to track how efficiently the program delivers its services to its primary client, the EPA Office of Water.
  • Improving oversight of non-grant partners and requiring non-grant partners to work towards the annual and long term goals of the program.
