Healthy Homes
The program prevents illness and injury from residential environmental health and safety hazards, with a particular focus on protecting the health of children living in low-income households. Program goals are primarily achieved through competitively awarded demonstration and research project grants.

PERFORMING Adequate
This rating describes a program that needs to set more ambitious goals, achieve better results, improve accountability or strengthen its management practices.
- The Healthy Homes program addresses the specific need to develop new and improved methods for identifying and mitigating multiple housing-related health hazards. This need is particularly evident in low-income housing, where asthma triggers and other contaminants such as lead-contaminated dust have been found at comparatively high levels.
- The program coordinates well with other federal programs to achieve its mission. HUD collaborates with the U.S. Centers for Disease Control and Prevention to develop a healthy homes training program and manual. The program also partners with the U.S. Department of Agriculture's Extension Service to provide local educational services and to develop, translate and distribute educational materials.
- The program needs to demonstrate improved efficiencies and/or cost effectiveness in achieving program goals. The Healthy Homes Initiative - a relatively new and unique program - established outcome-based goals in 2005 and is working to link these goals with programmatic measures such as hazard mitigation costs, thereby ensuring greater performance goals and accountability.

We are taking the following actions to improve the performance of the program:
- Developing an efficiency measure to allow the tracking of cost-effectiveness and other efficiencies in achieving program goals.
- Linking current and future budget requests to the accomplishment of the program's annual and long-term performance goals.
- Completing an independent evaluation of the program and update the Healthy Homes program's strategic plan accordingly.
