Vice President Joe Biden tours Lynn Dumont's basement and views some of the work being done on her home as part of the American Recovery and Reinvestment Act's weatherization program, in Manchester, New Hampshire. The Vice President was announcing that 200,000 homes have been weatherized under the program.
