BULLETIN NO. 01-05, Supplement No. 1

TO THE HEADS AND ACTING HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES

SUBJECT:  Government Hiring Controls

Departments and agencies where the head has not been appointed and confirmed, as referenced in Bulletin 01-05, may now proceed with hiring decisions for the following categories of actions without seeking OMB approval:

  • non-supervisory/managerial positions below GS-13 or equivalent,
  • Presidential Management Intern Program,
  • Student Summer Hire Program, and
  • Workforce Recruitment Program for College Students with Disabilities.

Agencies are urged to exercise caution and discretion when making hiring decisions under this Bulletin. Each decision must be consistent not only with the agency's current resource levels, but also with the future policy and program priorities laid out in the President's FY 2002 Budget.

All other requests for exemptions from the hiring controls as outlined in Bulletin 01-05, must be submitted to the agency’s Resource Management Office (RMO) in OMB.
