  7. Executive Order 11190 requires that screening of members of the Ready Reserve of the Armed Forced be conducted. The match is not intended to collect debts or to determine eligibility for Federal benefits, but to identify Reserve personnel who hold critical Federal civil service positions so a mobilization of Reserve forces would leave as little impact as possible on the operation of the Government. As the match assists management in identifying such personnel, the cost/benefit analysis was waived.

  15. Title 24 U.S.C. section 414(c) provides that the Armed Forces Retirement Home fees shall be fixed as a percentage of Federal payments made to the resident. Results of the match: Approximately 1465 "hits" were received which disclosed the amount of military retirement (after 1 March COLA), the current VA offset, and amounts being deducted for Spousal Support. This information was consistent with the information the Home had on record. As the match assists the Home in fairly determining individual fees, the cost/benefit analysis was waived.
