The Legislative Reference Division (LRD) offers a hands-on detail opportunity for Federal employees to gain unique insight into OMB’s role in ensuring that Presidential policies are reflected correctly on legislative matters before the Congress.  These employees, on detail from their sponsoring agencies or on a PMF rotation, work with permanent LRD staff on a non-reimbursable detail assignment for three to six months.  Employees with backgrounds in law, legislative clearance, public policy, public administration, economics, or other fields relevant to public policy and analysis are particularly encouraged to apply for this exciting and rewarding detail, and employees with legislative clearance experience, or who are in an SES Candidate Programs or PMF rotation are especially welcome to apply. 

Detailees will expand their knowledge and potentially enhance their career through this important and challenging detail.  Detailees will be responsible for carrying out OMB's legislative coordination and clearance function covering a broad range of Government programs and activities.  Working in a dynamic and team-oriented environment with contacts throughout Executive agencies and within the Executive Office of the President, detailees will be a fully participating member of the LRD team and: 

  • Perform analytical staff work involved in the coordination, review, and clearance of legislative proposals, bill reports, and testimony for transmittal to Congress;
  • Assist in the development of Executive Branch legislative proposals;
  • Monitor the status and contents of legislation pending in Congress;
  • Develop and coordinate Administration position statements on active legislation; and
  • Analyze and formulate recommendations on bills that have been presented for Presidential action. 

Major topic areas include virtually every policy area including defense, international affairs, trade, environment, natural resources, agriculture, rural development, energy, labor, education, immigration, health, welfare, housing, finance, criminal justice, information technology, and other related domestic policy issues.
