As Governor of the State of Washington, Locke introduced many innovative management tools that helped drive better performance and competition among his employees. At Commerce, he engaged his entire staff from senior managers to front line employees to work towards a shared goal, set measures and define success. By focusing on key objectives that everyone could rally around, they could bring down the traditional bureaucratic silos that so often blocked progress.
