Statement by NSC Spokesperson Caitlin Hayden on National Security Advisor Susan E. Rice’s Travel to Israel

National Security Advisor Susan E. Rice will lead the U.S. delegation to the U.S.-Israel Consultative Group meetings May 7-8.  The U.S. delegation includes senior representatives from the Departments of State, Defense, Treasury, and the Intelligence Community.  The U.S.-Israel Consultative Group meets regularly for strategic interagency consultations with senior members of the U.S. and Israeli Governments to discuss a wide range of bilateral and regional security issues.   Ambassador Rice looks forward to her first visit to Israel as National Security Advisor, and will attend bilateral meetings with President Peres and Prime Minister Netanyahu in addition to the Consultative Group meetings.

FACT SHEET: What Climate Change Means for Regions across America and Major Sectors of the Economy

Today, delivering on a major commitment in the President’s Climate Action Plan, the Obama Administration is unveiling the third U.S. National Climate Assessment—the most comprehensive scientific assessment ever generated of climate change and its impacts across every region of America and major sectors of the U.S. economy.

The findings in this National Climate Assessment underscore the need for urgent action to combat the threats from climate change, protect American citizens and communities today, and build a sustainable future for our kids and grandkids.

Developed over four years by hundreds of the Nation’s top climate scientists and technical experts—and informed by thousands of inputs from the public and outside organizations gathered through town hall meetings, public-comment opportunities, and technical workshops across the country, the third National Climate Assessment represents the most authoritative and comprehensive knowledge base about how climate change is affecting America now, and what’s likely to come over the next century.

And, for the first time, to ensure that American citizens, communities, businesses, and decision makers have easy access to scientific information about climate change impacts that are most relevant to them, the U.S. National Climate Assessment is being released in an interactive, mobile-device-friendly, digital format on www.globalchange.gov.

Today’s announcement is a key deliverable of the Climate Action Plan launched by President Obama last June—which lays out concrete steps to cut carbon pollution, prepare America’s communities for climate-change impacts, and lead international efforts to address this global challenge. The Plan acknowledges that even as we act to reduce the greenhouse-gas pollution that is driving climate change, we must also empower the Nation’s communities, businesses, and individual citizens with the information they need to cope with the changes in climate that are already underway.

Climate-Change Impacts in Regions across America:

Northeast – Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Delaware, Pennsylvania, Maryland, and District of Columbia: Sixty-four million people are concentrated in the Northeast. The high-density urban coastal corridor from Washington, DC, north to Boston is one of the most developed environments in the world, containing a massive, complex, and long-standing network of supporting infrastructure. Southeast and Caribbean –Virginia, W. Virginia, Kentucky, Tennessee, Georgia, Alabama, Arkansas, S. Carolina, N. Great Plains – Wyoming, N. Dakota, S. Dakota, Montana, Nebraska, Kansas, Oklahoma, and Texas: The Great Plains region “experiences multiple climate and weather hazards, including floods, droughts, severe storms, tornadoes, hurricanes, and winter storms. In much of the Great Plains, too little precipitation falls to replace that needed by humans, plants, and animals. These variable conditions already stress communities and cause billions of dollars in damage. Southwest – California, Nevada, Arizona, New Mexico, Utah, and Colorado: “The Southwest is the hottest and driest region in the United States. Climate changes pose challenges for an already parched region that is expected to get hotter and, in its southern half, significantly drier. Northwest – Idaho, Oregon, and Washington: “The Northwest’s economy, infrastructure, natural systems, public health, and agriculture sectors all face important climate change related risks. Hawaii and Pacific Islands: The U.S. Pacific Islands region “includes more than 2,000 islands spanning millions of square miles of ocean. Climate-Change Impacts on Key Sectors of Society and the U.S. Economy

Health: “Climate change threatens human health and well-being in many ways, including through impacts from increased extreme weather events, wildfire, decreased air quality, threats to mental health, and illnesses transmitted by food, water, and disease carriers such as mosquitoes and ticks. Some of these health impacts are already underway in the United States. Climate change will, absent other changes, amplify some of the existing health threats the Nation now faces. Certain people and communities are especially vulnerable, including children, the elderly, the sick, the poor, and some communities of color. Public health actions, especially preparedness and prevention, can do much to protect people from some of the impacts of climate change. Transportation: “The impacts from sea level rise and storm surge, extreme weather events, higher temperatures and heat waves, precipitation changes, Arctic warming, and other climatic conditions are affecting the reliability and capacity of the U.S. transportation system in many ways. Sea level rise, coupled with storm surge, will continue to increase the risk of major coastal impacts on transportation infrastructure, including both temporary and permanent flooding of airports, ports and harbors, roads, rail lines, tunnels, and bridges. Extreme weather events currently disrupt transportation networks in all areas of the country; projections indicate that such disruptions will increase. Energy: “Extreme weather events are affecting energy production and delivery facilities, causing supply disruptions of varying lengths and magnitudes and affecting other infrastructure that depends on energy supply. The frequency and intensity of certain types of extreme weather events are expected to change. Higher summer temperatures will increase electricity use, causing higher summer peak loads, while warmer winters will decrease energy demands for heating. Net electricity use is projected to increase. Changes in water availability, both episodic and long-lasting, will constrain different forms of energy production. In the longer term, sea level rise, extreme storm surge events, and high tides will affect coastal facilities and infrastructure on which many energy systems, markets, and consumers depend. As new investments in energy technologies occur, future energy systems will differ from today’s in uncertain ways. Water: “Climate change affects water demand and the ways water is used within and across regions and economic sectors. The Southwest, Great Plains, and Southeast are particularly vulnerable to changes in water supply and demand. Changes in precipitation and runoff, combined with changes in consumption and withdrawal, have reduced surface and groundwater supplies in many areas. These trends are expected to continue, increasing the likelihood of water shortages for many uses. Increasing flooding risk affects human safety and health, property, infrastructure, economies, and ecology in many basins across the United States… Increasing resilience and enhancing adaptive capacity provide opportunities to strengthen water resources management and plan for climate-change impacts.” (NCA Highlights: Water)

Agriculture: “Climate disruptions to agriculture have been increasing and are projected to become more severe over this century. Some areas are already experiencing climate-related disruptions, particularly due to extreme weather events. While some U.S. regions and some types of agricultural production will be relatively resilient to climate change over the next 25 years or so, others will increasingly suffer from stresses due to extreme heat, drought, disease, and heavy downpours. From mid-century on, climate change is projected to have more negative impacts on crops and livestock across the country – a trend that could diminish the security of our food supply… Climate change effects on agriculture will have consequences for food security, both in the U.S. and globally, through changes in crop yields and food prices and effects on food processing, storage, transportation, and retailing. Adaptation measures can help delay and reduce some of these impacts.” (NCA Highlights: Agriculture)

Ecosystems: “Ecosystems and the benefits they provide to society are being affected by climate change. The capacity of ecosystems to buffer the impacts of extreme events like fires, floods, and severe storms is being overwhelmed. Climate change impacts on biodiversity are already being observed in alteration of the timing of critical biological events such as spring bud burst, and substantial range shifts of many species. In the longer term, there is an increased risk of species extinction. Events such as droughts, floods, wildfires, and pest outbreaks associated with climate change (for example, bark beetles in the West) are already disrupting ecosystems. These changes limit the capacity of ecosystems, such as forests, barrier beaches, and wetlands, to continue to play important roles in reducing the impacts of extreme events on infrastructure, human communities, and other valued resources… Whole-system management is often more effective than focusing on one species at a time, and can help reduce the harm to wildlife, natural assets, and human well-being that climate disruption might cause.” (NCA Highlights: Ecosystems)

Oceans: “Ocean waters are becoming warmer and more acidic, broadly affecting ocean circulation, chemistry, ecosystems, and marine life. More acidic waters inhibit the formation of shells, skeletons, and coral reefs. Warmer waters harm coral reefs and alter the distribution, abundance, and productivity of many marine species. The rising temperature and changing chemistry of ocean water combine with other stresses, such as overfishing and coastal and marine pollution, to alter marine-based food production and harm fishing communities… In response to observed and projected climate impacts, some existing ocean policies, practices, and management efforts are incorporating climate change impacts. These initiatives can serve as models for other efforts and ultimately enable people and communities to adapt to changing ocean conditions.” (NCA Highlights: Oceans)

Climate Trends in America

Temperature: “U.S. average temperature has increased by 1.3°F to 1.9°F since record keeping began in 1895; most of this increase has occurred since about 1970. The most recent decade was the Nation’s warmest on record. Temperatures in the United States are expected to continue to rise. Because human-induced warming is superimposed on a naturally varying climate, the temperature rise has not been, and will not be, uniform or smooth across the country or over time.” (NCA Highlights: Climate Trends)

Extreme Weather: There have been changes in some types of extreme weather events over the last several decades. Heat waves have become more frequent and intense, especially in the West. Cold waves have become less frequent and intense across the Nation. There have been regional trends in floods and droughts. Droughts in the Southwest and heat waves everywhere are projected to become more intense, and cold waves less intense everywhere.” (NCA Highlights: Climate Trends)

Hurricanes: “The intensity, frequency, and duration of North Atlantic hurricanes, as well as the frequency of the strongest (Category 4 and 5) hurricanes, have all increased since the early 1980s. The relative contributions of human and natural causes to these increases are still uncertain. Hurricane-associated storm intensity and rainfall rates are projected to increase as the climate continues to warm.” (NCA Highlights: Climate Trends)

Severe Storms: “Winter storms have increased in frequency and intensity since the 1950s, and their tracks have shifted northward over the United States. Other trends in severe storms, including the intensity and frequency of tornadoes, hail, and damaging thunderstorm winds, are uncertain and are being studied intensively.” (NCA Highlights: Climate Trends)

Precipitation: “Average U.S. precipitation has increased since 1900, but some areas have had increases greater than the national average, and some areas have had decreases. Heavy Downpours: “Heavy downpours are increasing nationally, especially over the last three to five decades. Largest increases are in the Midwest and Northeast. Frost-free Season: “The length of the frost-free season (and the corresponding growing season) has been increasing nationally since the 1980s, with the largest increases occurring in the western United States, affecting ecosystems and agriculture. Statement by the President on the Passing of Billy Frank, Jr.

I was saddened to learn of the passing of Billy Frank, Jr. – Chairman of the Northwest Indian Fisheries Commission and a member of the Nisqually Indian Tribe.  Billy fought for treaty rights to fish the waters of the Pacific Northwest, a battle he finally won in 1974 after being arrested many times during tribal “fish-ins”.  Today, thanks to his courage and determined effort, our resources are better protected, and more tribes are able to enjoy the rights preserved for them more than a century ago.  Billy never stopped fighting to make sure future generations would be able to enjoy the outdoors as he did, and his passion on the issue of climate change should serve as an inspiration to us all.  I extend my deepest sympathies to the Nisqually Indian Tribe, and to Billy’s family, and to his many friends who so greatly admired him.

President Obama Announces Presidential Delegation to the Republic of Costa Rica to Attend the Inauguration of His Excellency Luis Guillermo Solís

President Barack Obama today announced the designation of a Presidential Delegation to attend the Inauguration of His Excellency Luis Guillermo Solís, President-elect of the Republic of Costa Rica on May 8, 2014.

The Honorable Gina McCarthy, Administrator, Environmental Protection Agency, will lead the delegation.

FACT SHEET: Marking the Administration's Progress on Mental Health

On Monday, May 5, Vice President Biden is delivering remarks to the American Psychiatric Association’s Annual Meeting in order to highlight the actions the Administration has taken to break down the barriers preventing people from getting help for mental illnesses.

Nearly one in five American adults experience a mental illness in any given year.  Less than half received mental health services. And only about half of children with mental problems receive treatment. The top three reasons given for not receiving help are cost, belief they could handle the problem without treatment, and that they did not know where to go for services.

We must do everything we can to increase access to mental health services and expand our understanding of the human brain so that we may develop more effective treatments. Most recently, the U.S. Department of Health and Human Services (HHS) released the applications for the new and expanded mental health initiatives first proposed in the President and Vice President’s comprehensive gun violence reduction package. $115 million was secured in the Fiscal Year 2014 omnibus appropriations bill for these initiatives, which will train more mental health professionals to serve in our communities, help educators recognize the early signs of mental health problems and refer young people to appropriate help when needed, and support innovative state-based approaches to making sure young people ages 16 to 25 who are at high risk for mental illness don’t fall through the cracks of our mental health system. All of the applications for these grants are now available at grants.gov.

ADDITIONAL ADMINISTRATION ACTIONS TO INCREASE ACCESS TO MENTAL HEALTH SERVICES

Reducing the Barrier of Cost by Expanding Insurance Coverage for Mental Health Services: In February 2013, HHS released a final Affordable Care Act rule requiring coverage of mental health and substance use disorder services as one of ten essential health benefits categories in the individual and small group markets. It also extends parity requirements to these markets, meaning insurance companies must cover mental health and substance use disorder services in a comparable way to medical and surgical benefits. Together, these provisions expand mental health and substance use disorder benefits and federal parity protections for an estimated 60 million Americans. Additionally, in November 2013, the Departments of HHS, Labor and the Treasury issued a final rule implementing the Mental Health Parity and Addiction Equity Act of 2008. The regulation includes important consumer protections, including making clear the information that insurance companies must provide to help ensure transparency and compliance with the law. HHS also released a letter to state health officials making clear how Medicaid plans must comply with requirements that mental  health care is covered the same as other medical services.

Helping More People Have A Place to Go for Mental Health Services and Know Where to Go: In addition to the $115 million in new HHS funding for Fiscal Year 2014, in December 2013 the Vice President announced $100 million in funding to increase access to mental health services, including $50 million to help in approximately 200 Community Health Centers establish or expand behavioral health services for people living with mental illness and substance use disorders and $50 million to finance the construction, expansion, or improvement of mental health facilities in rural areas over the next three years.  Community Health Centers can use these new funds, made available through the Affordable Care Act, to hire new behavioral health professionals, add mental health and substance use disorder services, and employ team-based care models.  The rural funding, made available through the USDA’s Community Facilities direct loan program, can be used to improve or construct mental health service facilities or put in place innovative tools such as telemedicine to expand access to mental health services at rural schools, community centers, hospitals, and other community-based settings. Earlier in 2013, the Administration also launched mentalhealth.gov, a new website featuring easy-to-understand information about basic signs of mental health problems, how to talk about mental health, and how to find help.

Reducing Negative Attitudes and Perceptions About Mental Illness So People Are Willing to Seek Help: In June 2013, the President and Vice President hosted the White House National Conference on Mental Health, where health professionals, young people, and community leaders discussed how we can all work together to encourage people experiencing mental health problems to reach out for help, and encourage friends and family members to support their loved ones and connect them with help. The White House applauded the dozens of voluntary commitments – made by organizations representing media, educators, health care providers, faith communities, and foundations – to increase understanding and awareness of mental health.

Investing in Research to Find New, More Effective Treatments: In April 2013, the President announced the BRAIN (Brain Research through Advancing Innovative Neurotechnologies) Initiative, which aims to revolutionize our understanding of the human brain and help researchers find new ways to treat, cure, and even prevent brain disorders, including behavioral health disorders. Launched with approximately $100 million in the President’s Fiscal Year 2014 Budget, the BRAIN Initiative aims to accelerate the development and application of new technologies that will enable researchers to produce dynamic pictures of the brain that show how individual brain cells and complex neural circuits interact. In addition, HHS dedicated up to $24.8 million in Fiscal Year 2014 funding to states for the development of evidence-based programs to provide treatment for people with early serious mental illness, including psychosis.  The programs are supported through a new 5 percent- set aside in Mental Health Block Grants.  HHS also launched the Early Psychosis Prediction and Prevention initiative to accelerate research on detecting risk states for psychotic disorders, preventing the onset of psychosis in high risk individuals, and reducing the duration of untreated psychosis in people who have experienced a first episode of psychosis. Approximately $25 million has been announced for this initiative for Fiscal Year 2014.

Joint Statement by the Leaders of the United States and the Republic of Djibouti

Today at the White House, President Obama and Djiboutian President Ismail Omar Guelleh pledged to work closely together to advance their shared vision for a secure, stable, and prosperous Horn of Africa and to strengthen and deepen the strategic partnership between our two countries.

Economic, Trade, and Energy Cooperation
President Obama and President Guelleh discussed their shared vision for addressing human capital and economic development challenges in Djibouti.  President Obama noted his strong support for the Djiboutian government’s efforts to achieve its ambitious reform goals and to respond to the needs of Djiboutian citizens.  President Guelleh highlighted the positive impact of U.S. investments in Djiboutian communities, particularly in the areas of health and education, and President Obama commended President Guelleh for his commitment to lowering unemployment, reducing poverty, and improving reliable access to energy, potable water, and health care.

To help grow Djibouti’s economy and assist Djibouti in achieving these goals, the United States pledged to increase technical and financial assistance to the Djiboutian people and to invest in Djibouti’s development priorities.  President Obama pledged to expand U.S.-sponsored workforce education and training to help strengthen Djibouti’s workforce and set a foundation for expanded employment and private sector investment.

President Obama also reaffirmed his strong commitment to expanding reliable access to electricity in Africa.  Given Djibouti’s electricity needs and to enhance its role as a regional commercial hub, the United States plans to provide technical assistance to support Djibouti’s energy sector.  The leaders identified areas for future cooperation on energy, including through the East African Geothermal Partnership.  The United States plans to help build the Government of Djibouti's technical and institutional capacity to leverage greater private sector investment across the energy sector, including working together to catalyze private financing to develop renewable energy in Djibouti.

Regional Integration, Youth Empowerment, and Development
President Obama congratulated President Guelleh on Djibouti’s committed participation and leadership in regional bodies, including as host to and co-founder of the Intergovernmental Authority on Development (IGAD).  President Obama noted his strong support for President Guelleh’s leadership in the Horn of Africa and welcomed his plans for infrastructure development and economic integration across an increasingly vital region.  The two leaders shared their assessments of the pivotal role economic development and democratic governance can play in Djibouti’s future, including in advancing economic and development goals.

President Obama recognized President Guelleh for his commitment to empowering women and girls and promoting increased access to education and health services.  President Obama congratulated President Guelleh on the Djiboutian youth who have been selected to represent Djibouti as participants in the Young African Leaders Initiative.  The leaders emphasized the importance of supporting young entrepreneurs, encouraging youth to engage in public service and invest in the next generation of African leaders.

The Presidents also discussed ways that the U.S. presence at Camp Lemonnier can help further expand economic opportunity for the Djiboutian people, including through the Administration’s work with the U.S. Congress on proposed “Djibouti First” legislation that would that would give preference to Djiboutian products and services in Department of Defense procurements in support of U.S. requirements in Djibouti.  In doing so, the United States seeks to promote stability and economic development beneficial to both countries and to demonstrate our long term commitment to Djibouti’s long term economic growth.

The two leaders discussed their shared commitment to increase security and stability in the Horn of Africa and to prevent al-Qa’ida and al-Shabaab from gaining new footholds.  President Obama and President Guelleh discussed ongoing civilian and military cooperation in the areas of countering terrorism and violent extremism, countering piracy, enhancing maritime security, and securing Djibouti’s borders.  They recognized the important role that U.S.-Djibouti cooperation plays in achieving these goals, and reaffirmed that our shared security priorities remain a central component of our relationship.

The Presidents noted Camp Lemonnier’s critical role as an operational headquarters for regional security and the importance the base plays in protecting Americans and Djiboutians alike from violent extremist individuals and organizations.  President Obama thanked President Guelleh for helping ensure the safety and security of U.S. personnel in Djibouti.

President Obama announced the United States’ intention to provide enhanced security assistance and equipment to Djiboutian security forces to advance these shared regional security and counterterrorism goals, including by providing materiel and assistance to Djiboutian forces deploying to the African Union Mission in Somalia (AMISOM).  The leaders also plan to expand liaison relationships as a critical way to deepen our partnership.

Shared Efforts in Somalia
The Presidents noted that transnational challenges in the Horn of Africa cannot be met by any one country alone.  President Obama commended Djibouti’s important contributions to peace and security in Somalia,  including through its participation in AMISOM operations aimed at defeating al-Shabaab and by organizing a number of reconciliation conferences in support of peacemaking efforts.  Djibouti has also strongly and consistently supported multinational efforts to counter piracy off the coast of Somalia.

President Guelleh noted that Djibouti’s efforts as part of AMISOM have helped provide Somalis with their best chance to achieve security, stability and peace in more than two decades.  The two leaders discussed Djibouti’s experience as a troop-contributing country to AMISOM.  The Presidents highlighted the need to support renewed efforts by AMISOM and the Somali National Army to defeat al-Shabaab and to help bring security and stability to Somalia.  This commitment has not been without burden and cost.  President Obama praised the brave service of Djiboutian soldiers in Somalia and recognized the sacrifices members of the Djiboutian Armed Forces and their families have made to help bring peace to Somalia. 

A Long-Term Strategic Partnership
President Obama and President Guelleh concluded their meeting by reaffirming their shared commitment to the special and longstanding relationship between the United States and the Republic of Djibouti.  The leaders pledged to continue to work to strengthen our strategic partnership and contribute to a more secure world.  To carry this important dialogue forward, they intend to establish a U.S.-Djibouti Binational Forum and to designate senior officials to lead the implementation of the commitments made today in the spirit of building a vibrant 21st Century Strategic Partnership grounded in friendship, mutual trust, and common security.

Readout of the President’s Call with President Karzai

President Obama called President Karzai today to express his condolences for the extensive loss of life in the May 2 landslide in Afghanistan’s rural northeast province of Badakhshan. President Karzai expressed appreciation for international assistance and described to the President the ongoing Afghan government response, to include visits to the region by the Afghan Vice Presidents. President Obama affirmed the support of the American people as the Afghans respond to this tragedy and offered additional U.S. assistance to the ongoing relief efforts.

President Obama also expressed support for the April 5 Afghan elections and reaffirmed that the United States supports a sovereign, stable, unified, and democratic Afghanistan.

Statement by the President on the Passing of Jim Oberstar

Michelle and I were saddened to hear about the passing of Congressman Jim Oberstar. Jim cared deeply about the people of Minnesota, devoting his 36 years of service to improving America's infrastructure, creating opportunity for hardworking Minnesotans, and building a strong economy for future generations of Americans. Jim will be deeply missed and Michelle and I send our condolences to his wife Jean, his children, and grandchildren.

President Obama Signs Alabama Disaster Declaration

Today, the President declared a major disaster in the State of Alabama and ordered Federal aid to supplement state and local recovery efforts in the area affected by severe storms, tornadoes, straight-line winds, and flooding beginning on April 28, 2014, and continuing.

The President's action makes federal funding available to affected individuals in Baldwin, Jefferson, Lee, and Limestone Counties.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Federal funding also is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for debris removal and emergency work for damage from the severe storms, tornadoes, straight-line winds, and flooding in Baldwin, Jefferson, Lee, Limestone, and Mobile Counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide. 

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Albert Lewis as the Federal Coordinating Officer for federal recovery operations in the affected areas. 

FEMA said that damage surveys are continuing in other areas, and more counties and additional forms of assistance may be designated after the assessments are fully completed.

FEMA said that residents and business owners who sustained losses in the designated counties can begin applying for assistance tomorrow by registering online at http://www.DisasterAssistance.gov or by calling 1-800-621-FEMA(3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers will operate from 7:00 a.m. to 11:00 p.m. (local time) seven days a week until further notice.

Readout of the President’s Meeting with AAPI Business and Faith Leaders on Commonsense Immigration Reform

This afternoon, President Obama met with Asian American and Pacific Islander (AAPI) business and faith leaders in the Roosevelt Room to discuss the importance of taking action to pass commonsense immigration reform. The meeting coincides with the start of AAPI Heritage Month, an opportunity to reflect upon and celebrate the many contributions that AAPIs have made to this great nation.  Those present at the meeting represent the success of the AAPI community and the promise of the American dream – a dream that remains out of reach for many new immigrants because of our broken immigration system.

The President repeated his strong desire for the House of Representatives to follow the bipartisan example of the Senate and pass commonsense immigration reform.  He urged the leaders at the table to continue to press the House Leadership to move forward on this important issue.   Both the President and the leaders agreed that commonsense immigration reform would benefit the AAPI community by supporting business leaders and entrepreneurs and keeping families together.

The President also expressed deep concern about the pain too many families feel from the separation that comes from our broken immigration system. He noted that the Secretary of Homeland Security is reviewing its current practices to see how it can conduct enforcement more humanely within the confines of the law.  Earlier this week, Secretary Johnson met with the Congressional Asian Pacific American Caucus to discuss immigration reform and current policies.  The President emphasized that while his Administration may be able to take steps to better enforce and administer immigration laws, nothing can replace the certainty of legislative reform and this permanent solution can only be achieved by Congress.  He encouraged the leaders to continue their hard work on this effort.
