Statement from the President on World Refugee Day

On World Refugee Day, the United States stands with the more than 45 million people around the world who have been forced to flee their homes due to conflict and political violence.

This year, I want especially to thank countries and communities working to meet the needs of those who have fled the ongoing violence in Syria.  In word and deed, countries like Lebanon, Jordan, Turkey, Iraq, and Egypt have taken on extraordinary burdens as they host people displaced by horrific violence.  We are grateful for their generosity, and pleased to support their efforts in addressing this humanitarian crisis.

Today, we reaffirm our commitment to working with the Office of the UN High Commissioner for Refugees and our partners and Allies to protect and assist all those displaced as they work to rebuild their lives in peace and dignity.

Message to Congress -- Continuation of the National Emergency on Russian Fissile Material

 TO THE CONGRESS OF THE UNITED STATES:

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date. In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the emergency declared in Executive Order 13617 of June 25, 2012, with respect to the disposition of Russian highly enriched uranium is to continue in effect beyond June 25, 2013.

The risk of nuclear proliferation created by the accumulation of a large volume of weapons-usable fissile material in the territory of the Russian Federation continues to pose an unusual and extraordinary threat to the national security and foreign policy of the United States. Therefore, I have determined that it is necessary to continue the national emergency declared in Executive Order 13617 with respect to the disposition of Russian highly enriched uranium.

CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT
TO THE DISPOSITION OF RUSSIAN HIGHLY ENRICHED URANIUM

 On June 25, 2012, by Executive Order 13617, I declared a national emergency pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706) to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States constituted by the risk of nuclear proliferation created by the accumulation of a large volume of weapons-usable fissile material in the territory of the Russian Federation.

Full implementation of the Agreement Between the Government of the United States of America and the Government of the Russian Federation Concerning the Disposition of Highly Enriched Uranium Extracted from Nuclear Weapons, dated February 18, 1993, and related contracts and agreements (collectively, the "HEU Agreements") is essential to the attainment of U.S. national security and foreign policy goals. Assets of the Government of the Russian Federation directly related to the implementation of the HEU Agreements may be subject to attachment, judgment, decree, lien, execution, garnishment, or other judicial process, thereby jeopardizing the full implementation of the HEU Agreements to the detriment of U.S. national security and foreign policy. In order to ensure the preservation and proper and complete transfer to the Government of the Russian Federation of all payments due to it under the HEU Agreements, in Executive Order 13617 I ordered the blocking of all property and interests in property of the Government of the Russian Federation directly related to the implementation of the HEU Agreements and declared any attachment, judgment, decree, lien, execution, garnishment, or other judicial process with respect to such blocked property to be null and void, unless licensed or authorized pursuant to Executive Order 13617 or Executive Order 13159 of June 21, 2000.

The risk of nuclear proliferation created by the accumulation of a large volume of weapons-usable fissile material in the territory of the Russian Federation continues to pose an unusual and extraordinary threat to the national security and foreign policy of the United States. For this reason, the national emergency declared in Executive Order 13617 of June 25, 2012, and the measures adopted on that date to deal with that emergency, must continue in effect beyond June 25, 2013. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared with respect to the disposition of Russian highly enriched uranium declared in Executive Order 13617.

This notice shall be published in the Federal Register and transmitted to the Congress.

Readout of Vice President Biden’s Call with President Michel Martelly of Haiti

Vice President Biden spoke yesterday with Haitian President Michel Martelly, continuing their dialogue at the recent meeting of Caribbean leaders in Trinidad and Tobago and furthering the enduring relationship between the United States and Haiti. The Vice President reiterated the United States’ continued long-term support for Haiti’s reconstruction and development as well as its democratic progress. The Vice President commended President Martelly for his leadership in addressing Haiti’s many challenges and encouraged his continued efforts to pursue economic and social development through a Haitian-led approach.  They discussed progress and challenges in key areas of mutual interest, including infrastructure development, police and security issues, strengthening the capacity of Haitian Government institutions, and promoting transparency and human rights. Vice President Biden commended Haiti on the successful and peaceful election that brought President Martelly to power and encouraged President Martelly to hold senatorial and local elections this year.  The Vice President underscored the importance of elections in solidifying Haiti’s democratic foundation.  Vice President Biden reaffirmed that the United States is a committed friend and partner of Haiti and noted that he looks forward to deepening our cooperation to help Haiti build a more prosperous and secure country for its people.

First Lady Michelle Obama and Epicurious Announce Winning Recipes in Nationwide “healthy Lunchtime Challenge”

Washington, DC – First Lady Michelle Obama, Epicurious, the Department of Education and the Department of Agriculture today announced the winners of a nationwide recipe challenge to promote healthy lunches as part of the First Lady’s Let’s Move! initiative.  The Healthy Lunchtime Challenge & Kids’ “State Dinner” will recognize 54 winners, representing all U.S. states, three territories and the District of Columbia, who will attend a Kids’ “State Dinner” at the White House hosted by Mrs. Obama on July 9. The group will join The First Lady for a healthy lunch, featuring a selection of the winning recipes, followed by a visit to the White House kitchen garden.

“Our Kids’ State Dinner is one of my favorite events of the year, and the kid chefs who come from around the country never cease to impress and inspire me with their creativity and ingenuity.  I’m counting down the days until the winners join me at the White House to celebrate these healthy and delicious meals that kids everywhere will love,” said First Lady Michelle Obama.

For the second consecutive year, The Healthy Lunchtime Challenge & Kids’ “State Dinner” invited a parent or guardian to work with their child ages 8-12 to create a lunchtime recipe that is healthy, affordable, original and delicious.  In support of Let’s Move!, launched by the First Lady to help solve the problem of childhood obesity, each recipe adhered to the guidance that supports USDA’s MyPlate (at ChooseMyPlate.gov) to ensure that the criteria of a healthy meal were met. Entries had to represent each of the food groups, either in one dish or as parts of a lunch meal, including fruits, vegetables, whole grains, lean proteins and low-fat dairy foods, with fruits and veggies making up roughly half the plate or recipe.

The second Healthy Lunchtime Challenge, originated by Epicurious to promote healthy eating among America’s youth, received more than 1,300 entries featuring wholesome, tasty ingredients, including salmon, black beans and ground turkey.  The winners and featured recipes include:

Statement from the President on the Confirmation of Michael Froman as United States Trade Representative

I am pleased that the Senate took bipartisan action today to confirm Michael Froman as the United States Trade Representative.  Mike has been my closest advisor on a broad range of international economic issues and will continue to play a key role on my economic team.  He’s trusted and well-respected by our partners around the world, and for the last several years, he’s been a driving force behind our international economic agenda.  In his new position, Mike will stay focused on our primary economic goals – promoting growth, creating jobs and strengthening the middle class.  And he will continue to help open new markets for American businesses, level the playing field for American workers, farmers and ranchers, and fully enforce our trade rights.

Statement by NSC Spokesperson Caitlin Hayden on al-Shabaab’s Attack on the United Nations in Somalia

The United States condemns in the strongest terms al-Shabaab’s despicable attack on the United Nations in Somalia today.  The attack targeted people and organizations working in partnership with the Somali Government to provide health services, clean water, sanitation, education, and economic opportunity – people striving to build a better future for the Somali people.  We commend the brave and swift response by the Somali security forces and the African Union Mission in Somalia, and send our deepest condolences to the families and loved ones of the victims of this heinous act.

Today’s attack highlights the repugnant terrorist tactics al-Shabaab continues to use to stand in the way of efforts to ease the suffering of the Somali people.  Whether by denying food and medical aid during one of the region’s worst droughts, or by repeated attacks against fellow Somalis and soldiers helping to build a lasting peace, al-Shabaab has shown again and again that it stands on the side of death and destruction.

The United States remains a steadfast partner of the Somali people and their government as they work to build a safer, more prosperous future.  We reiterate our strong support for the important work of the United Nations toward reaching that goal.  Those seeking to derail Somalia’s progress will not succeed.

FACT SHEET: Nuclear Weapons Employment Strategy of the United States

Today, the President announced new guidance that aligns U.S. nuclear policies to the 21st century security environment.  This is the latest in a series of concrete steps the President has made to advance his Prague agenda and the long-term goal of achieving the peace and security of a world without nuclear weapons. 

Following the release of the 2010 Nuclear Posture Review (NPR) and ratification of the New START Treaty, the President directed the Department of Defense (DOD), the Department of State, Department of Energy, and the intelligence community, to conduct a detailed analysis of U.S. nuclear deterrence requirements and policy in order to ensure U.S. nuclear posture and plans are aligned to address today’s security environment.  This review was based on the principle that a robust assessment of today’s security environment and resulting Presidential guidance must drive nuclear employment planning, force structure, and posture decisions. 

The President’s new guidance:

  • affirms that the United States will maintain a credible deterrent, capable of convincing any potential adversary that the adverse consequences of attacking the United States or our allies and partners far outweigh any potential benefit they may seek to gain through an attack.  
  • directs DOD to align U.S. defense guidance and military plans with the policies of the NPR, including that the United States will only consider the use of nuclear weapons in extreme circumstances to defend the vital interests of the United States or its allies and partners.  The guidance narrows U.S. nuclear strategy to focus on only those objectives and missions that are necessary for deterrence in the 21st century.  In so doing, the guidance takes further steps toward reducing the role of nuclear weapons in our security strategy. 
  • directs DOD to strengthen non-nuclear capabilities and reduce the role of nuclear weapons in deterring non-nuclear attacks. 
  • directs DOD to examine and reduce the role of launch under attack in contingency planning, recognizing that the potential for a surprise, disarming nuclear attack is exceedingly remote.  While the United States will retain a launch under attack capability, DOD will focus planning on the more likely 21st century contingencies. 
  • codifies an alternative approach to hedging against technical or geopolitical risk, which will lead to more effective management of the nuclear weapons stockpile.  
  • reaffirms that as long as nuclear weapons exist, the United States will maintain a safe, secure and effective arsenal that guarantees the defense of the U.S. and our allies and partners. The President has supported significant investments to modernize the nuclear enterprise and maintain a safe, secure, and effective arsenal.  The administration will continue seeking congressional funding support for the enterprise. 

After a comprehensive review of our nuclear forces, the President has determined that we can ensure the security of the United States and our allies and partners and maintain a strong and credible strategic deterrent while safely pursuing up to a one-third reduction in deployed strategic nuclear weapons from the level established in the New START Treaty.  The U.S. intent is to seek negotiated cuts with Russia so that we can continue to move beyond Cold War nuclear postures.  

This analysis did not set out to address weapons forward deployed in Europe in support of NATO.  The role of nuclear weapons in NATO was examined as part of the last year’s Deterrence and Defense Posture Review, which affirmed Allies’ support for further U.S.-Russian nuclear reductions, and underscored that any changes in NATO’s nuclear posture must be an Alliance decision. 

As we continue to implement the NPR, we are focused on maintaining and improving strategic stability with both Russia and China.

In sum, this review was essential to advance the policies laid out in the NPR.  The resulting strategy will maintain strategic stability with Russia and China, strengthen regional deterrence, and reassure U.S. allies and partners, while laying the groundwork for negotiations with Russia on how we can mutually and verifiably reduce our strategic and nonstrategic nuclear stockpiles and live up to our commitments under the Nuclear Nonproliferation Treaty. 

The President has directed DOD to use the new guidance to begin the process of updating and aligning its directives and contingency plans in order for this policy to be implemented over the course of the next year.

President Obama Signs Michigan Disaster Declaration

The President today declared a major disaster exists in the State of Michigan and ordered Federal aid to supplement state and local recovery efforts in the area affected by flooding during the period of April 16 to May 14, 2013.

Federal funding is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by flooding in the counties of Allegan, Baraga, Barry, Gogebic, Houghton, Ionia, Kent, Keweenaw, Marquette, Midland, Muskegon, Newaygo, Ontonagon, Osceola, Ottawa, and Saginaw.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide. 

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Mark A. Neveau as the Federal Coordinating Officer for federal recovery operations in the affected area.

FEMA said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Statement by the Press Secretary on the Congressional Budget Office’s Score of Commonsense Immigration Reform

Today, we have more proof that bipartisan commonsense immigration reform will be good for economic growth and deficit reduction: this time, in the form of a nonpartisan Congressional Budget Office estimate.

The independent Congressional Budget Office released today their score of the Senate’s bipartisan immigration reform bill, and found that the bill would reduce the deficit over the next 10 years by $197 billion, and by about $700 billion over the following decade.  This comes on the heels of a recent analysis by the independent Social Security Administration’s Chief Actuary last month, that the Senate bipartisan immigration bill will strengthen the long-term solvency of Social Security for future generations. The Congressional Budget Office also made clear that passage of the immigration bill would not only reduce the deficit, it would increase economic growth for years to come.  By fixing our broken immigration system – and making sure that every worker in America is playing by the same set of rules and paying taxes like everyone else – we can grow the economy, strengthen the middle class, improve our fiscal outlook and create new opportunity for Americans everywhere.
