Statement by NSC Spokesperson Caitlin Hayden on UN Human Rights Council Vote on Sri Lanka

The United States welcomes today’s passage of the UN Human Rights Council resolution on “Promoting reconciliation and accountability in Sri Lanka.” This resolution, which the United States co-sponsored as part of a cross-regional group, calls on the Government of Sri Lanka to fulfill its commitments to promote meaningful reconciliation for all Sri Lankans. The resolution also encourages the Government to credibly investigate allegations of violations of international human rights and humanitarian law as Sri Lanka continues to heal from more than two decades of conflict. Today’s vote sends a clear message that the international community is committed to working with the Government of Sri Lanka to promote greater peace, stability, and prosperity for all of the people of Sri Lanka.

President Obama Signs Connecticut Disaster Declaration

The President today declared a major disaster exists in the State of Connecticut and ordered Federal aid to supplement state and local recovery efforts in the area affected by a severe winter storm and snowstorm during the period of February 8-11, 2013.

Federal funding is available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm and snowstorm in Fairfield, Hartford, Litchfield, Middlesex, New Haven, New London, Tolland, and Windham Counties and the Mashantucket Pequot and Mohegan Tribal Nations located within New London County.

In addition, Federal funding is available to state and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48-hour period during or proximate to the incident period in Fairfield, Litchfield, Middlesex, New London, Tolland, and Windham Counties and the Mashantucket Pequot and Mohegan Tribal Nations located within New London County.  This assistance will be provided for a 72-hour period in Hartford and New Haven Counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties and Tribes within the state.

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Albert Lewis as the Federal Coordinating Officer for federal recovery operations in the affected area. 

FEMA said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Obama to Honor MLS Cup Champion Los Angeles Galaxy and Stanley Cup Champion Los Angeles Kings at The White House

Teams to Host a Let’s Move! Clinic on the South Lawn Following the Ceremony for children from Atlanta, Boston, Cleveland, Columbus, Detroit, Philadelphia and Washington, D.C.

WASHINGTON – On Tuesday, March 26, President Obama will welcome the Stanley Cup champion Los Angeles Kings and the Major League Soccer champion LA Galaxy to the White House to honor their 2012 championship seasons in a ceremony at the White House.  This visit will also continue the tradition begun by President Obama of honoring sports teams for their efforts to give back to communities as part of their trip to Washington.

After the ceremony, the teams will host a Let’s Move! clinic on the South Lawn of the White House for youth sport participants from across the country.  The clinic is supported by MLS WORKS, MLS’s community outreach initiative that promotes the importance of living a healthy lifestyle, and the Kings Care Foundation, the club’s community outreach initiative that is focused on providing and enhancing educational, recreational, and health-related programs for the youth of Los Angeles. The children participating in the clinic come from the U.S. Soccer Foundation’s Soccer for Success program in Philadelphia, America SCORES programs in Atlanta, Boston, Cleveland and Washington, D.C. and NHL’s Hockey is for Everyone programs in Washington, D.C., Columbus, Detroit and Philadelphia.

Soccer for Success ensures that children in under-resourced communities have easy and affordable access to a  high quality out-of-school program that supports their physical and personal development. The children participating in the event are from a Better Tomorrows community in Philadelphia, where the U.S. Soccer Foundation partners with the JT Dorsey Foundation to implement the program.

America SCORES
America SCORES provides innovative afterschool and summer programming which combine soccer, poetry and spoken word, and service-learning every day for over 24 weeks each year. America SCORES participants receive ten times more exercise than the national average and lower their BMI by 2% by the end of each season. Using soccer as a tool to encourage fitness, sportsmanship, and leadership, America SCORES inspires the life-long appreciation of sports and health-enhancing behaviors like choosing to eat more fruit and vegetables, participating in organized sports and spending less time watching television and playing video games. Each year, America SCORES serves 8,000 students at 150 schools through fourteen affiliates located in major urban centers across the United States.

Statement by NSC Spokesperson Caitlin Hayden on the Visit of Yoani Sanchez

After many years of being prohibited from travel outside of Cuba, Yoani Sanchez, a respected advocate for the freedom of information and winner of the State Department’s International Women of Courage Award, is visiting the United States. Today we welcomed her to the White House to meet with White House staff, including Special Assistant to the President and Senior Director for Western Hemisphere Affairs Ricardo Zuniga, to discuss her efforts to promote increased respect for freedom of expression in Cuba.  The United States looks forward to the day when all Cubans will have the opportunity to express themselves in public without fear and we will continue to support policies that encourage the free flow of information to, from, and within Cuba.

President Obama Nominates Two to Serve on the Superior Court of the District of Columbia

WASHINGTON, DC - Today, President Obama nominated Michael Kenny O’Keefe and Robert Okun to serve on the Superior Court of the District of Columbia. 

“Throughout their careers, these nominees have displayed unwavering commitment to justice and integrity,” said President Obama.  “Their records are distinguished and impressive and I am confident that they will serve the American people well from the bench of the Superior Court of the District of Columbia.  I am honored to nominate them today.”

Michael Kenny O’Keefe:  Nominee for the Superior Court of the District of Columbia

Michael Kenny O’Keefe is a sole practitioner with a focus on criminal defense and family law.  He has represented individuals in over 2,000 cases in the Superior Court of the District of Columbia, and litigated over 200 trials.  He served as an adjunct professor of law at the University of Baltimore School of Law in 2010.  Prior to starting his private practice, O’Keefe was a consultant to the District of Columbia law firm O’Connor & Hannan, where he also served as a law clerk.  O’Keefe earned his B.A. from the University of Notre Dame and his J.D. from American University’s Washington College of Law, where he was an Associate Editor of the Law Review.  Prior to law school, he served as a Legislative Aide to United States Senator Christopher J. Dodd.

Robert D. Okun:  Nominee for the Superior Court of the District of Columbia

Robert D. Okun is Chief of the Special Proceedings Division of the U.S. Attorney’s Office for the District of Columbia, which handles all post-conviction motions filed in D.C. Superior Court and the U.S. District Court for the District of Columbia.  He also has served as Executive Assistant U.S. Attorney for Operations, and as Special Counsel to the U.S. Attorney for Professional Development and Legal Policy, and he advises and trains Assistant U.S. Attorneys on issues involving ethics and the Rules of Professional Conduct.  Prior to his service at the U.S. Attorney’s Office, Okun served as a trial attorney in the Department of Justice’s Office of Consumer Litigation and in the Fraud Section of the Civil Division, as well as in the Office of Policy and Evaluation at the Federal Trade Commission.  Okun earned his B.A. magna cum laude from the University of Pennsylvania and his J.D. cum laude from Harvard Law School.  Following law school, he served as a law clerk for the Honorable Frank E. Schwelb, then-Associate Judge of the Superior Court of the District of Columbia.

President Obama Nominates Two to Serve on the U.S. Court of Federal Claims

WASHINGTON, DC - Today, President Obama nominated Patricia E. Campbell-Smith and Elaine D. Kaplan to serve on the United States Court of Federal Claims.

"These nominees have dedicated their careers to serving the public good," said President Obama. "And in so doing, they have displayed an unyielding commitment to justice and integrity. I am confident that they will serve the American people well from the Court of Federal Claims, and I am honored to nominate them today."

Patricia E. Campbell-Smith:  Nominee for the United States Court of Federal Claims

Patricia E. Campbell-Smith has served as a Special Master with the United States Court of Federal Claims since 2005 and as Chief Special Master since 2011.  In that role, she presides over litigation pursuant to the National Vaccine Injury Compensation Program.  Previously, Campbell-Smith served as a career law clerk for the Honorable Emily C. Hewitt of the United States Court of Federal Claims for seven years.  From 1993 to 1996 and again from 1997 to 1998, she worked at the law firm of Liskow & Lewis in New Orleans, where she focused on environmental regulatory law, patent infringement litigation, and toxic tort litigation.  From 1996 to 1997, she served as a law clerk for the Honorable Sarah S. Vance, and from 1992 to 1993 she served as a law clerk for the Honorable Martin L.C. Feldman, both of the United States District Court for the Eastern District of Louisiana.  Campbell-Smith received her J.D. with honors in 1992 from Tulane Law School and her B.S. with honors in 1987 from Duke University. 

Elaine D. Kaplan:  Nominee for the United States Court of Federal Claims

Elaine D. Kaplan serves as General Counsel of the United States Office of Personnel Management, a position she has held since 2009.  Previously, she was Senior Deputy General Counsel at the National Treasury Employees Union (NTEU) from 2004 to 2009 and Of Counsel at the law firm of Bernabei and Katz from 2003 to 2004.  In 1998, Kaplan was unanimously confirmed by the Senate to serve as the head of the United States Office of Special Counsel and successfully completed a five-year term in that position.  From 1984 to 1998, Kaplan worked at NTEU with increasing levels of responsibility.  She began her legal career as a staff attorney in the Solicitor’s Office of the United States Department of Labor.  Kaplan received her J.D. cum laude in 1979 from the Georgetown University Law Center and her B.A. in 1976 from the State University of New York at Binghamton.

• Cathy Russell - Ambassador at Large for Global Women’s Issues, Department of State

“Cathy is a longtime advocate for justice and fairness and has worked on preventing violence against women here in America and around the world,” said President Obama. “She served as Chief of Staff to Dr. Jill Biden for my entire first term, and has worked tirelessly alongside Michelle and Jill to make sure our military families get the honor and support they’ve earned.  I’m certain that Cathy will continue to be a powerful advocate for women and girls in her new role.”

President Obama announced his intent to nominate the following individual to a key Administration post:

Cathy Russell is the Chief of Staff to Dr. Jill Biden.  Previously, she served in the U.S. Senate on the Senate Foreign Relations Committee as the Senior Advisor on International Women’s Issues from 2007 to 2008.  She served as an Associate Deputy Attorney General in the Justice Department from 1995 to 1996.  From 1993 to 1995, she served as the Staff Director of the Senate Judiciary Committee and from 1989 to 1993, she was Senior Counsel to Senator Patrick Leahy for the Senate Judiciary Committee, Technology Subcommittee.  She was also a member of the Communications Advisory Council of Women for Women International from 2006 to 2008.  Ms. Russell received a B.A. from Boston College and a J.D. from George Washington University.

In addition, federal funding is available to the state and eligible local governments on a cost-sharing basis for snow assistance for a continuous  48-hour period during or proximate to the incident period in Belknap, Cheshire, Hillsborough, Merrimack, Rockingham, Strafford, and Sullivan Counties and a 72-hour period in Carroll County.
