President Obama Announces More Key Administration Posts

WASHINGTON – Today, President Barack Obama announced his intent to nominate the following individual to a key Administration post:

  • Freddy Balsera - Member, United States Advisory Commission on Public Diplomacy

The President also announced his intent to appoint the following individual to a key Administration post:

  • Albert Gonzales – Member, National Selective Service Appeal Board

President Obama said, “I am proud to nominate such impressive individuals to these important roles, and I am grateful they have agreed to lend their considerable talents to this Administration.  I look forward to working with them in the months and years ahead.

Freddy Balsera, Nominee for Member, United States Advisory Commission on Public Diplomacy
Freddy Balsera is the Founder and Managing Partner of Balsera Communications, a public relations firm in Coral Gables, Florida.  Prior to founding his company in 1999, Mr. Balsera worked for the Miami Dade County Mayor’s Office handling intergovernmental relations and media relations duties. Mr. Balsera currently serves on the board of the YMCA of Greater Miami and was elected to the Miami Dade College Alumni Hall of Fame in 2010.  In 2008, he worked with the Obama-Biden Transition Team as part of the agency review panel for the Federal Communications Commission.  He attended Barry University in Miami, Florida.

Albert Gonzales, Appointee as Member, National Selective Service Appeal Board
Albert Gonzales is the National Commander of the American GI Forum (AGIF), a Congressionally chartered veterans and civil rights organization.  Prior to being elected as AGIF National Commander, he served as the Forum’s Colorado State Commander and then as National Secretary.  Mr. Gonzales is a retired employee of Quest Communications, where he worked as a facility technician and manager from 1972 to 2004.  From 1975 to 1979, he served in the U.S. Air Force as an Air Traffic Controller.  Mr. Gonzales currently serves on the Board of Directors for the Hispanic Association on Corporate Responsibility.  He attended Eastern New Mexico University and the University of Colorado in Colorado Springs.

National Security Advisor Thomas E. Donilon to travel to China and India

WASHINGTON, DC – On October 21, 2011, National Security Advisor Thomas E. Donilon will travel to Beijing, China for meetings with Chinese leaders and policymakers, including Vice Premier Wang Qishan and State Councilor Dai Bingguo.  Mr. Donilon will discuss a wide range of bilateral, regional and global issues of mutual concern. Mr. Donilon will then travel to India for meetings with Indian leaders including the National Security Advisor Shiv Shankar Menon. Mr. Donilon and Indian leaders will review recent developments in the U.S.-India strategic partnership, and discuss ways to advance key elements of the relationship, including both countries’ participation in the upcoming East Asia Summit.  Mr. Donilon’s visit underscores this Administration’s commitment to growing U.S. leadership in Asia, and our work with emerging powers, such as China and India, as a core component of this commitment.

Vice President Biden to Travel to New Hampshire

Washington, D.C. – On Thursday, October 20th, Vice President Biden will travel to Plymouth, New Hampshire where he will deliver remarks at Plymouth State University on jobs and the economy. The Vice President will continue to call on Congress to pass the American Jobs Act piece-by-piece, beginning with a proposal awaiting Senate action to provide funding to prevent teacher layoffs and keep police officers and firefighters on the job.

Later, the Vice President will travel to Concord, New Hampshire to file campaign paperwork at the New Hampshire State House.

Statement from NSC Spokesman Tommy Vietor on the United Kingdom's Sanctions Announcement

We welcome the decision by the United Kingdom today to impose sanctions against the five individuals identified by the United States as connected to the plot to assassinate Saudi Arabia’s Ambassador to the United States.  This sends yet another message that the international community rejects this flagrant violation of international law.

President Obama to Sign Korea, Panama, Colombia Free Trade Agreements and Trade Adjustment Assistance

WASHINGTON, DC – On Friday, October 21st, President Obama will sign the Korea, Panama and Colombia Free Trade Agreements and the renewal of Trade Adjustment Assistance for workers in the Oval Office before making remarks in the Rose Garden.  In his remarks, President Obama will underscore that these trade agreements will significantly boost American exports, support tens of thousands of American jobs and protect labor rights, the environment and intellectual property.  President Obama will be joined in the Rose Garden by business and labor leaders as well as workers who will benefit from these bills.

President Obama Nominates Paul J. Watford to Serve on the United States Court of Appeals

WASHINGTON- Today, President Obama nominated Paul J. Watford to serve on the United States Court of Appeals for the Ninth Circuit. 

“Paul J. Watford has displayed exceptional dedication to the legal profession through his work and I am honored to nominate him to serve the American people as a judge on the United States Court of Appeals,” President Obama said. "He will be a diligent, judicious and esteemed addition to the Ninth Circuit bench."

Paul J. Watford is an appellate litigation partner at the law firm of Munger, Tolles & Olson LLP in Los Angeles, California, where he has worked since 2001.  Watford was born and raised in Orange County, California.  He received his B.A. in 1989 from the University of California at Berkeley and his J.D. in 1994 from the UCLA School of Law, where he graduated Order of the Coif and served as an editor of the UCLA Law Review

After graduating from law school, Watford served as a law clerk to the Honorable Alex Kozinski of the United States Court of Appeals for the Ninth Circuit.  The following year, from 1995 to 1996, he served as a law clerk to the Honorable Ruth Bader Ginsburg of the Supreme Court of the United States.  After first joining Munger, Tolles & Olson LLP as an associate in 1996, working on a mix of trial and appellate matters, Watford became an Assistant United States Attorney in the Central District of California in 1997.  Serving in the Criminal Division, he prosecuted a wide range of federal criminal cases, including complex white-collar criminal cases as a member of the Major Frauds Section.  While serving in the United States Attorney’s Office, Watford tried seven cases to verdict before a jury.  He joined the law firm of Sidley & Austin LLP in Los Angeles as an associate in 2000, returned to Munger, Tolles & Olson LLP the following year, and became a partner in 2003. 

At his current law firm, Watford’s practice has focused on appellate litigation in state and federal courts on a wide range of legal issues, including administrative, antitrust, consumer class action, state and federal constitutional, and securities law issues.  He appears in court regularly to make appellate arguments in his cases, and has authored or edited briefs in nearly 20 cases before the Supreme Court of the United States.  Watford also served as a lecturer in law from 2007 to 2009 at the University of Southern California’s Gould School of Law, teaching an upper-level course in judicial opinion writing

  • Robert E. Whitehead – Ambassador to the Togolese Republic, Department of State

The President also announced his intent to appoint the following individuals to key Administration posts:

  • Robert L. Blazs – United States Commissioner, Canadian River Commission
  • Jayne D. Greenberg – Member, President’s Council on Fitness, Sports, and Nutrition

Gina Abercrombie-Winstanley, Nominee for Ambassador to the Republic of Malta, Department of State
Gina Abercrombie-Winstanley, a career member of the Senior Foreign Service with the rank of Minister-Counselor, currently serves as Deputy Coordinator for Policy, Programs, and Budget in the Office of the Coordinator for Counter-Terrorism. Prior to this role, she was Director of the Office of Egypt and the Levant in the Bureau of Near Eastern Affairs.  Her previous positions include: Chairwoman for Middle East Area Studies at the Foreign Service Institute, Consul General in Jeddah, Saudi Arabia, Senior Advisor for Middle Eastern Affairs at the U.S. Mission to the United Nations, Director for Near East South Asian Affairs, and Director for Legislative Affairs at the National Security Council.  Her earlier posts include: Political Officer at the Embassy in Tel Aviv with responsibility for the Gaza Strip, Consul in Baghdad, and postings in Jakarta and Cairo.  She joined the Foreign Service in 1985 after serving as a Presidential Management Fellow at the United States Information Agency.  Ms. Abercrombie-Winstanley received a B.A. from George Washington University and an M.A. from Johns Hopkins University. 

Julissa Reynoso, Nominee for Ambassador to the Oriental Republic of Uruguay, Department of State
Julissa Reynoso is Deputy Assistant Secretary of State for Central America and the Caribbean in the Bureau of Western Hemisphere Affairs.   Prior to her appointment in November 2009, Ms. Reynoso practiced law with Simpson Thacher & Bartlett in New York, focusing on international arbitration and antitrust law.  During this time, she also served as a Fellow at New York University School of Law and Columbia Law School.  In 2006, Ms. Reynoso worked as Deputy Director of the Office of Accountability at the New York City Department of Education.  Ms. Reynoso holds a B.A. in Government from Harvard University, a Masters in Philosophy from the University of Cambridge in the United Kingdom, and a J.D. from Columbia University School of Law.

Wendy Spencer, Nominee for Chief Executive Officer, Corporation for National and Community Service
Wendy Spencer is the Chief Executive Officer of the Florida Governor's Commission on Volunteerism and Community Service, an organization that administers AmeriCorps grants throughout the state and is responsible for coordinating volunteers and donation management in times of disaster. Ms. Spencer  was appointed to the President's Council on Service and Civic Participation in 2006, and awarded the President's Call to Service Award in 2005 due to her dedication to finding innovative solutions to Florida’s community challenges.  She previously served as Director of the Florida Park Service, where she oversaw natural resource management for Florida’s 158 state parks.  Prior to her work with the Florida Park Service, Ms. Spencer was Campaign Director of the United Way of the Big Bend.  Ms. Spencer has also worked as Director of Marketing for the Macon County, Georgia, Chamber of Commerce and as a District Representative for Congressman Charles Hatcher of Georgia.  She is the current Chair of the American Association of State Service Commissions. Ms. Spencer holds a B.A. in Fine Arts and Speech Communications from Valdosta State University.

Robert E. Whitehead, Nominee for Ambassador to the Togolese Republic, Department of State
Robert E. Whitehead, a career member of the Senior Foreign Service, has served at the Department of State for 27 years.  From 2009 to 2011, Mr. Whitehead served as the Chargé d'Affaires in Khartoum, Sudan.  Other overseas assignments have included Deputy Chief of Mission in the Central African Republic, Zambia and Zimbabwe.  Additionally, Whitehead served briefly as Chargé d’Affaires ad interim in Rwanda in 1994 and as the first consul general in Juba, Southern Sudan in 2006.   His assignments in Washington have included Director of the Office of African Analysis in the Bureau of Intelligence and Research, Senior Inspector in the Office of the Inspector General, and Desk Officer in the Office of West African Affairs.  Before entering the Foreign Service, he was a Fulbright lecturer at the University of Zaire.  Mr. Whitehead received a B.A. from Taylor University and an M.A. from Southern Illinois University.

Robert L. Blazs, Appointee for United States Commissioner, Canadian River Commission
Robert L. Blazs is a professional engineer who recently retired from the U. S. Geological Survey (USGS).  Prior to his January 2010 retirement, Mr. Blazs spent the last decade of his career as the Assistant Director and Data Operations Chief at the Oklahoma Water Science Center.  He also previously served as the Field Office Chief for Water Sciences in Washington State from 1982 to 1990 and in California from 1976 to 1982.  Mr Blazs began his career with USGS as a Hydrologic Technician.  Prior to joining the USGS in 1970, he spent four years in the United State Marine Corps. He has served as the Chairman of the Arkansas-White-Red River Basins Interagency Committee, and has represented the USGS on multiple river compacts including the Canadian River Commission.  Mr. Blazs received his B.A. from California State University, Long Beach in 1975.

Dr. Jayne D. Greenberg, Appointee for Member, President’s Council on Fitness, Sports, and Nutrition
Dr. Jayne D. Greenberg is the District Director of Physical Education and Health Literacy for Miami-Dade County Public Schools.  Previously, she served as Special Advisor on Youth Fitness to the President’s Council on Physical Fitness and Sports and as President of the Florida Alliance for Health, Physical Education, Recreation, Dance, and Driver Education.  Dr. Greenberg assisted the U.S. Department of Health and Human Services in developing the “I Can Do It, You Can Do It Program,” addressing physical activity for youth with disabilities.  Dr. Greenberg received the March 2009 Point of Light Award by the Governor of Florida and was appointed to the Governor’s Council on Physical Fitness in 2009.  She was named the 2005 National Physical Education Administrator of the Year by the National Association of Sport and Physical Education and received the 2005 Highest Recognition Award by the U.S. Secretary of Health and Human Services. Dr. Greenberg has a B.S. in Physical Education from the University of Massachusetts, Amherst; an M.S. in Sports Psychology from Florida International University; and an Ed.D. in Instructional Leadership in Physical Education from Florida International University.

Statement by the President on the Passing of Elouise Cobell

Michelle and I were saddened to hear about the passing of Elouise Cobell yesterday. Elouise spoke out when she saw that the Interior Department had failed to account for billions of dollars that they were supposed to collect on behalf of more than 300,000 of her fellow Native Americans. Because she did, I was able to sign into law a piece of legislation that finally provided a measure of justice to those who were affected. That law also creates a scholarship fund to give more Native Americans access to higher education, and give tribes more control over their own lands. Elouise helped to strengthen the government to government relationship with Indian Country, and our thoughts and prayers are with her family, and all those who mourn her passing.

Statement by the Press Secretary on the Death of Laura Pollán

The President's thoughts and prayers are with the family, friends, and colleagues of Laura Pollán, the founder of Las Damas de Blanco, who passed away Friday in Havana.  Pollán and the quiet dignity of the Ladies in White have courageously voiced the core desire of the Cuban people and of people everywhere to live in liberty.  Through their brave actions, the Ladies in White draw attention to the plight of those who are unjustly held in Cuba's prisons and pushed Cuban authorities to release those political prisoners wrongly jailed in the Spring of 2003. 

Since the beginning of the Administration we have worked to reach out to the Cuban people in support of their desire to freely determine their future and Cuba's future.  We will continue that work in Pollán's memory.
