Presidential Proclamation -- National Preparedness Month, 2014

NATIONAL PREPAREDNESS MONTH, 2014

- - - - - - -

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA

A PROCLAMATION

In times of emergency, our Nation pulls together --neighbors support each other, communities react with compassion, and afterward, our country emerges stronger and more resilient. But before emergencies occur, we must make sure we are ready to respond, and it is every American's responsibility to be prepared. There are simple but important steps we can all take to ensure we know what to do and have what we need in the event of a crisis. National Preparedness Month is an opportunity to talk with our families, friends, and colleagues about the risks in our communities and to practice our responses in all the places we regularly visit.

Emergencies -- from hurricanes and wildfires to cyber and terrorist attacks -- can strike anywhere at any time. Americans should be familiar with local threats and hazards and take steps to reduce their devastating impacts. Families should assemble a disaster supplies kit well in advance and have a plan to reconnect after a tragedy. To make sure you are ready in the event of a crisis and to learn more about the types of disasters common in your area, visit www.Ready.gov or www.Listo.gov.

In regions affected by disaster, my Administration invested billions of dollars during the immediate aftermath to support a rapid response. We bolstered coordination with our local, State, tribal, and territorial partners to cut through red tape and kept our commitment to rebuild stronger and fully recover together. We are harnessing our Nation's innovative spirit to develop new tools and technologies that will empower survivors and better inform Americans before, during, and after an emergency. My Administration also launched America's PrepareAthon! to assist with increasing local readiness. Through this initiative, communities across our country will participate in the second national day of action on September 30, providing Americans of all ages with resources and opportunities to increase their preparedness.

Our Nation also faces longer wildfire seasons, more severe droughts, heavier rainfall, and more frequent flooding in a changing climate. That is why, as part of my Climate Action Plan, we are committed to building smarter, more resilient infrastructure that can withstand more frequent and more devastating natural disasters and to supporting our communities as they prepare for these impacts.

When and where emergencies occur are beyond our control -- but how we prepare and how we respond are up to us. This month, we honor the heroes who put the needs and lives of others before their own and rush to help in times of tragedy: our emergency responders and other extraordinary Americans who are prepared to act in critical moments. Let us resolve to be ready for any crisis and work to inspire a new generation of Americans, vested with the knowledge and experience to protect themselves, their families, and their communities in the face of any challenge.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim September 2014 as National Preparedness Month. I encourage all Americans to recognize the importance of preparedness and work together to enhance our national security, resilience, and readiness.

IN WITNESS WHEREOF, I have hereunto set my hand this twenty-ninth day of August, in the year of our Lord two thousand fourteen, and of the Independence of the United States of America the two hundred and thirty-ninth.

BARACK OBAMA

Readout of the Vice President’s Call with Ukrainian President Petro Poroshenko

Vice President Joe Biden spoke with Ukrainian President Petro Poroshenko about the situation in eastern Ukraine.  President Poroshenko informed the Vice President that most of the Russian military trucks that had unlawfully entered Ukraine the previous day had returned to Russia, and the Vice President commended Ukraine’s restraint in the face of Russia’s blatant provocation and disregard of Ukraine’s sovereignty.  President Poroshenko expressed concern about continued Russian military activity, including the firing of artillery directly into the Ukrainian town of Novoazovsk.  The Vice President noted Russia’s continued isolation in the UN Security Council, and pledged that the United States would continue working with its G-7 partners to respond to Russia’s destabilizing actions in Ukraine.  Finally, the Vice President wished President Poroshenko a happy Ukrainian Independence Day.

Statement by the Vice President on the Passing of Former Taoiseach Albert Reynolds

I was deeply saddened to learn of the passing today of former Taoiseach Albert Reynolds. His instrumental role in the 1993 Downing Street Declaration in London with former British Prime Minister John Major and his efforts to enact subsequent ceasefires paved the way for every major peace agreement for the last twenty years, and his deep conviction that there was nothing to fear from peace still resounds across Ireland and Northern Ireland today.

Taoiseach Reynolds knew that keeping of peace requires continuing commitment and constant attention. I urge today’s leaders to continue advancing the peace process in Northern Ireland, so that all of its citizens can live in the peaceful, prosperous, and shared community that Reynolds envisioned. I send my deepest condolences to the Taoiseach’s wife, Kathleen, to the rest of his family, and to his friends and colleagues.

Statement by the Vice President and Dr. Jill Biden on the Passing of Former Senator Jim Jeffords of Vermont

Jim Jeffords was a personal friend, a great senator, and a good man. He was not only beloved by the people of Vermont, but by anyone who ever worked with him. For the nearly four decades I served in the United States Senate, nearly half were spent with Jim as a colleague. Jim knew that with a country as diverse as ours, there is a need for consensus to move the country forward. He was a man who dealt with his colleagues without pretext and with complete honesty. And he always knew what he was talking about—and his colleagues and constituents always knew where he stood on an issue. Jim was a reflection of Vermont—independent and non-ideological and always about solving problems. Jill and I are saddened by his passing and join his family, friends, and his former staff in remembering all that he stood for: basic fairness and principled independence.

Readout of the Vice President's Call with Ukrainian President Petro Poroshenko

Vice President Joe Biden spoke today with Ukrainian President Petro Poroshenko about the situation in Ukraine. President Poroshenko noted that Ukrainian humanitarian assistance had already been delivered to the International Committee for the Red Cross, but that safe passage had still not been secured from the separatists for the delivery of Russian aid. The two leaders agreed that Russia’s sending military columns across the border into Ukraine and its continued provision of advanced weapons to the separatists was inconsistent with any desire to improve the humanitarian situation in eastern Ukraine. Both leaders reaffirmed their support for a diplomatic resolution to the crisis and called on Russia to enter into good faith negotiations.

Readout of the Vice President's Call with Romanian President Traian Basescu

Vice President Joe Biden spoke today with Romanian President Traian Basescu to discuss bilateral relations, the NATO Summit in Wales, and the situation in Ukraine. Both leaders expressed their satisfaction with the strong bilateral relationship between the United States and Romania, and discussed the valuable contributions that Romania is making to international security. Vice President Biden and President Basescu agreed that NATO’s collective defense planning needs to be comprehensive and responsive to threats that may emanate from NATO’s east, south or southeast, and the two leaders exchanged views on their support and vision for NATO’s Readiness Action Plan that will be agreed to at the Summit in Wales. The two leaders also discussed the situation in Ukraine, and expressed concern that any attempt by Russia to intervene in Ukraine under the guise of delivering humanitarian aid would be considered a breach of international law and violation of Ukraine’s sovereignty and territorial integrity.
