WASHINGTON, DC— En el mensaje de esta semana, el Presidente Obama discutió la legislación bipartidista que se está debatiendo en el Senado de los Estados Unidos que tomaría medidas importantes para arreglar nuestro sistema de inmigración que no funciona, al tiempo que fomentaría nuestra economía y reduciría el déficit. El Presidente exhorta al Congreso a que apruebe la reforma migratoria de manera que podamos hacerle honor a nuestras tradiciones como una nación de leyes y además una nación de inmigrantes.

Hola a todos. Ahora mismo, el Senado de los Estados Unidos está debatiendo un proyecto de ley bipartidista de sentido común que sería un paso importante para arreglar nuestro sistema de inmigración que no funciona.

Es un proyecto de ley que continuaría fortaleciendo la seguridad en nuestras fronteras, y que les tomaría cuentas a los empleadores si estos contratan a sabiendas a trabajadores indocumentados, de manera que dichos empleadores no tengan una ventaja injusta sobre los negocios que cumplen las leyes.

Es un proyecto de ley que modernizaría el sistema de inmigración legal de manera que, a medida que capacitamos a los trabajadores estadounidenses para los empleos del mañana, también atraigamos los empresarios e ingenieros sumamente capacitados que fomentan nuestra economía para todos.

Es un proyecto de ley que les proporcionaría un camino a ganarse la ciudadanía a los 11 millones de individuos que están ilegalmente en este país; es un camino que incluye pasar una verificación de antecedentes, aprender inglés, pagar impuestos más un multa, y entonces ir al final de la fila detrás de todo el que esté intentando venir aquí legalmente.

Y, hace solo unos días, un informe dado a conocer por la Oficina de Presupuestos del Congreso indicó definitivamente que este proyecto de ley bipartidista de sentido común ayudará a la clase media a fomentar nuestra economía y a reducir nuestros déficits, cerciorándose de que todo trabajador en los Estados Unidos se rija por el mismo conjunto de reglas y pague impuestos como lo hace todo el mundo.

Según indica este informe independiente, reformar nuestro sistema de inmigración reduciría nuestros déficits en casi un billón de dólares durante las próximas dos décadas. Y aumentará nuestra economía en más de un 5 por ciento, en parte debido a los negocios creados, las inversiones hechas, y las tecnologías inventadas por los inmigrantes.

Esto se dio a conocer a raíz de otro informe emitido por la oficina independiente que supervisa las finanzas del Seguro Social, que indica que este proyecto de ley de inmigración realmente fortalecería la salud y la solvencia a largo plazo del Seguro Social para las generaciones futuras.

Debido a este proyecto de ley, millones más de personas comenzarán a pagar más impuestos para cosas tales como el Seguro Social y la educación. Esto hará que la economía sea más justa para las familias de clase media.

De manera que eso es lo que entraña la reforma migratoria integral. Un cumplimiento mayor. Un sistema de inmigración legal más sensato. Un camino a ganarse la ciudadanía. Una economía creciente y más vibrante que sea más justa para la clase media. Y un futuro fiscal más estable para nuestros hijos.

Ahora bien, el proyecto de ley no es perfecto. Es una concesión. Nadie va a conseguir todo lo que quiere; ni los Demócratas, ni los Republicanos, ni yo. Pero es consistente con los principios que yo y otros hemos planteado para una reforma de sentido común. Por eso es que los Republicanos y los Demócratas, los Directores Ejecutivos y los líderes laborales están opinando que ahora es el momento de aprobar este proyecto de ley. Si ustedes están de acuerdo con nosotros, pónganse en contacto con sus Senadores y Representantes. Díganles que se acabó el tiempo para las excusas; que es hora de arreglar de una vez y para siempre nuestro sistema de inmigración que no funciona.

Podemos lograrlo, porque somos una nación de leyes y una nación de inmigrantes; un lugar enriquecido por las contribuciones de gente de todas partes del mundo, y por eso somos más fuertes. Esa ha sido la historia de los Estados Unidos desde el comienzo. Mantengámosla así. Gracias y que disfruten de un buen fin de semana.

WEEKLY ADDRESS: Time for Congress to Pass Commonsense Immigration Reform

WASHINGTON, DC—In this week’s address, President Obama discussed the bipartisan legislation being debated in the United States Senate that would take important steps towards fixing our broken immigration system, while growing our economy and reducing the deficit.  The President urges Congress to pass immigration reform so that we can live up to our traditions as a nation of laws, and also a nation of immigrants.

Hi everybody.  Right now, the United States Senate is debating a bipartisan, commonsense bill that would be an important step toward fixing our broken immigration system. 

It’s a bill that would continue to strengthen security at our borders, and hold employers more accountable if they knowingly hire undocumented workers, so they won’t have an unfair advantage over businesses that follow the law.

It’s a bill that would modernize the legal immigration system so that, as we train American workers for the jobs of tomorrow, we’re also attracting the highly skilled entrepreneurs and engineers who grow our economy for everyone.

It’s a bill that would provide a pathway to earned citizenship for the 11 million individuals who are in this country illegally – a pathway that includes passing a background check, learning English, paying taxes and a penalty, then going to the back of the line behind everyone trying to come here legally.

And, a few days ago, a report from the Congressional Budget Office definitively showed that this bipartisan, commonsense bill will help the middle class grow our economy and shrink our deficits, by making sure that every worker in America plays by the same set of rules and pays taxes like everyone else.

According to this independent report, reforming our immigration system would reduce our deficits by almost a trillion dollars over the next two decades.  And it will boost our economy by more than 5 percent, in part because of businesses created, investments made, and technologies invented by immigrants. 

This comes on the heels of another report from the independent office that monitors Social Security’s finances, which says that this immigration bill would actually strengthen the long-term health and solvency of Social Security for future generations.

Because with this bill, millions of additional people will start paying more in taxes for things like Social Security and education.  That’ll make the economy fairer for middle-class families. 

So that’s what comprehensive immigration reform looks like.  Stronger enforcement.  A smarter legal immigration system.  A pathway to earned citizenship.  A more vibrant, growing economy that’s fairer on the middle class.  And a more stable fiscal future for our kids. 

Now, the bill isn’t perfect.  It’s a compromise.  Nobody is going to get everything they want – not Democrats, not Republicans, not me.  But it’s consistent with the principles that I and others have laid out for commonsense reform.  That’s why Republicans and Democrats, CEOs and labor leaders, are saying that now is the time to pass this bill.  If you agree with us, reach out to your Senators and Representatives.  Tell them that the time for excuses is over; it’s time to fix our broken immigration system once and for all.

We can do this, because we are a nation of laws and a nation of immigrants; a place enriched by the contributions of people from all over the world, and stronger for it.  That’s been the story of America from the start.  Let’s keep it going.  Thanks, and have a great weekend.
