President Obama Announces More Key Administration Posts
WASHINGTON, DC – Today, President Barack Obama announced his intent to appoint the following individuals to key Administration posts:
- L. Wayne Brasure – Director for Domestic Nuclear Detection, Department of Homeland Security
- Peter Van Dyck Emerson – Member, President’s Commission on White House Fellowships
- Robert D. Alverson – United States Commissioner, International Pacific Halibut Commission
- Victor R. McCrary – Member, National Science Board, National Science Foundation
- Emilio F. Moran – Member, National Science Board, National Science Foundation
- Philip Anderson – United States Commissioner, Pacific Salmon Commission
- Susan Levine – Member, United States Holocaust Memorial Council
- Elliot J. Schrage – Member, United States Holocaust Memorial Council

President Obama announced his intent to appoint the following individuals to key Administration posts:
Dr. L. Wayne Brasure, Appointee for Director for Domestic Nuclear Detection, Department of Homeland Security
Dr. L. Wayne Brasure is the Deputy Director of the Domestic Nuclear Detection Office (DNDO) at the Department of Homeland Security (DHS), a position he has held since 2014. Since May 2016, Dr. Brasure has served concurrently as the Acting Director of DNDO. Prior to joining DHS, Dr. Brasure was the Director of the Air Force Office of Scientific Research in 2014. He was the Executive Director of the Air Force Nuclear Weapons Center at Kirtland Air Force Base from 2010 to 2014 and a Stockpile Sustainment Manager at the Department of Energy’s National Nuclear Security Administration from 2008 to 2010. Over the past 30 years, he has served in a variety of leadership and management positions in the Air Force, including as Chief of the Stockpile Systems Division of the Air Force Nuclear Weapons and Counterproliferation Agency, Director of the Air Force High Power Microwave Program at Kirtland Air Force Base, and Chief of the Atmospheric Sciences Division and the Nuclear Assessment Branch at the Air Force Technical Applications Center at Patrick Air Force Base. Dr. Brasure received a B.S. from the University of Michigan, an M.S. from the University of Southern California, an M.S. from the Air Force Institute of Technology, and a Ph.D. from the University of New Mexico.
Peter Van Dyck Emerson, Appointee for Member, President’s Commission on White House Fellowships
Peter Van Dyck Emerson is Founding Partner of KAPE International, LLC, a position he has held since 2012. Mr. Emerson is also an Associate-Public Policy, Division on Addiction at Cambridge Health Alliance, a position he has held since 2004. Mr. Emerson worked at The White House from 1977 to 1981 as Senior Advisor on Media Relations for Inflation and Director of Media Relations for the White House Conference on Small Business. He previously served on the Board of Visitors for the University of North Carolina Wilmington, the National Security Initiative Advisory Board, and the National Advisory Committee on Oceans and Atmosphere. Mr. Emerson received a B.A. from New York University and an M.P.A. from the John F. Kennedy School of Government.
Robert D. Alverson, Appointee for United States Commissioner, International Pacific Halibut Commission
Robert D. Alverson is a United States Commissioner to the International Pacific Halibut Commission, a position he has held since 2014. He has also served as the Manager and Executive Secretary of the Fishing Vessel Owners' Association since 1976. Mr. Alverson has been a member of the Pacific Fishery Management Council Groundfish Advisory Panel since 2007 and a member of the Council's Vessel Monitoring System subcommittee. He has also served on the North Pacific Fishery Management Council's ITQ Advisory Committee for Halibut and Sablefish since 2005. Mr. Alverson is a recipient of the Norwegian Commercial Club's "King Neptune" award, for 30 years of service to the fishing industry. Mr. Alverson received a B.A. from the University of Washington.
Dr. Victor R. McCrary, Appointee for Member, National Science Board, National Science Foundation
Dr. Victor R. McCrary is the Vice President for Research and Economic Development at Morgan State University, a position he has held since 2012. Prior to that, he was the Emerging Technology & Innovation Manager from 2011 to 2012 and the Business Area Executive for Science & Technology from 2003 to 2011 at the Johns Hopkins University Applied Physics Laboratory. Previously, he served at the National Institute of Standards and Technology from 1995 to 2003 and AT&T Bell Laboratories from 1985 to 1995. In 2000, Dr. McCrary was awarded the U.S. Department of Commerce’s Gold Medal for his work on the first global industry standards for electronic books. He has served as president of the National Organization of Black Chemists and Chemical Engineers from 2007 to 2013. Dr. McCrary received a B.A. from The Catholic University of America, an M.S. from the University of Pennsylvania, and a Ph.D. from Howard University.
Dr. Emilio F. Moran, Appointee for Member, National Science Board, National Science Foundation
Dr. Emilio F. Moran is the John A. Hannah Distinguished Professor at the Center for Global Change and Earth Observations and at the Geography Department at Michigan State University, positions he has held since 2013. He was elected to the United States National Academy of Sciences in 2010. He also serves as a Research Professor at the Maryland Population Research Center at the University of Maryland and as a Distinguished Professor and Rudy Professor Emeritus of Anthropology at Indiana University. Previously at the University of Indiana, he was the Director of the Anthropological Center for Training and Research on Global Environmental Change from 1992 to 2012, the Co-Director of the Center for the Study of Institutions, Population and Environmental Change from 1996 to 2009, and the Chairman from 1981 to 1987 and Acting Chair from 1980 to 1981 of the Department of Anthropology. Dr. Moran began his career as the Director of Graduate Studies in the Department of Anthropology at Indiana University from 1977 to 1978. Dr. Moran has a B.A. from Spring Hill College and an M.A. and Ph.D. from University of Florida.
Philip Anderson, Appointee for United States Commissioner, Pacific Salmon Commission
Philip Anderson served in various roles during his 21-year employment with the Washington Department of Fish and Wildlife, ending with his retirement from the agency in January 2015. He served as the Department’s Director from 2008 to 2015, the Department’s Deputy Director from 2007 to 2008, and Special Assistant to the Director for Intergovernmental Resource Policy from 1994 to 2007. Mr. Anderson has served as a member of the Pacific Fishery Management Council since 1987 in several different capacities. He also represents the Council on the Joint Management Committee responsible for implementing the U.S.-Canada Pacific Whiting Treaty. Mr. Anderson has been an Alternate United States Commissioner to the U.S. Section of the Pacific Salmon Commission since 2011.
Susan Levine, Appointee for Member, United States Holocaust Memorial Council
Susan Levine is Director Emeritus of Hospice of the Valley, a position she has held since 2016. Ms. Levine was previously Executive Director of Hospice of the Valley from 1994 to 2016. She held various positions at Olsten Kimberly QualityCare from 1974 to 1994 including Regional Director, Branch Manager, Assistant Branch Manager, and Personnel Director. Ms. Levine was a Staff Nurse at Scottsdale Memorial Hospital from 1986 to 1988, Clinic Administrator at General Medical Associates Medical Clinic from 1974 to 1976, and Supervisor Service Coordinator at St. Luke’s Medical Center from 1972 to 1976. She is a member of several boards including the Health Care Policy Advisory Council at Harvard Medical School, the National Association for Home Care & Hospice (NAHC) Home Healthcare Nurses Association Advisory Board, and the Arizona Women’s Foundation. Ms. Levine was inducted into the NAHC Hall of Fame in 2014. Ms. Levine received a B.S. from the Temple University and an A.S. from Scottsdale Community College.
Elliot J. Schrage, Appointee for Member, United States Holocaust Memorial Council
Elliot J. Schrage is Vice President of Communications and Public Policy at Facebook, a position he has held since 2008. Mr. Schrage was Vice President of Global Communications and Public Affairs at Google from 2005 to 2008. He was the Bernard L. Schwarz Senior Fellow in Business and Foreign Policy at the Council on Foreign Relations from 2002 to 2006, Senior Vice President of Global Affairs at Gap, Inc. from 2000 to 2001, and Adjunct Professor at Columbia University and Columbia Law School from 1990 to 2006. Mr. Schrage was first appointed to the United States Holocaust Memorial Council in 2012. Mr. Schrage received an A.B. from Harvard College, an M.P.P. from the John F. Kennedy School of Government, and a J.D. from Harvard Law School.
Irvin Shapell, Appointee for Member, United States Holocaust Memorial Council
Irvin Shapell is a Partner at Cassidy, Cogan, Shapell & Voegelin, L.C., a position he has held since 2013. Mr. Shapell is also Owner and Founder of Woodbine House, Inc., and previously served as its Publisher from 1986 to 2004. He was President of The Jewish Advocacy Center from 1983 to 1987 and served as an Associate Attorney for Morgan, Lewis & Bockius from 1979 to 1983. Mr. Shapell is a member of several boards including the Board of Trustees of the Beth Israel Congregation, the Board of Directors of Shapell Investment Properties, Inc., and serves as President of The Larch Foundation. Mr. Shapell was previously on the Board of Directors of the National Down Syndrome Congress. Mr. Shapell received a B.A. from the University of Washington and a J.D. from Washington University in St. Louis.
Howard Unger, Appointee for Member, United States Holocaust Memorial Council
Howard Unger is Founder and Managing Partner at Saw Mill Capital, positions he has held since 1997. Mr. Unger was Founding Partner at Chase Capital from 1989 to 1996 and Managing Director for Chase Merchant Banking Group from 1989 to 1996. He served as Vice President at the Leveraged Capital Group of Citibank from 1983 to 1989. Mr. Unger was first appointed to the United States Holocaust Memorial Council in 2011. Mr. Unger received a B.S. from Binghamton University and an M.B.A. from the University of Chicago.
Clemantine Wamariya, Appointee for Member, United States Holocaust Memorial Council
Clemantine Wamariya is a human rights advocate and a survivor of the Rwandan genocide. Ms. Wamariya is also an independent student career consultant and a social entrepreneur, positions she has held since 2014 and 2005, respectively. She served as a tutor for the Yale Refugee Project from 2009 to 2013 and was a translator at Integrated Refugee & Immigrant Services from 2009 to 2012. Ms. Wamariya serves on the Global Board of Directors of Women for Women International. She was first appointed to the United States Holocaust Memorial Council in 2011. Ms. Wamariya received a B.A. from Yale University.
