Selection Process and Calendar
Learn the process and important deadlines to apply for the WHLD program.
Program Parameters
This program is restricted to career GS-15 and equivalent employees.
Agencies may nominate up to 4 candidates to the WHLD Program. Agency nominees will be considered for inclusion in the program (not guaranteed) after participating in a competitive selection process.
Program duration is one (1) year, beginning at the start of each fiscal year.
The rotation is full-time (outside of the home agency) and includes weekly leadership development programming.
All candidates are expected to be high-performing employees (with annual ratings of exceeds expectations, or the equivalent, or higher) with demonstrated commitment to public service. Candidates must also have an interest in stepping outside their current lanes to develop an enterprise viewpoint of government and a willingness to take on a variety of roles and work to further the mission of the cross-agency initiatives that serve as rotation assignments.
Nominations and Selection Process
Interested agencies may nominate up to four candidates. Candidates must be nominated by the Deputy Secretary or equivalent of the Federal agency. The agency should transmit the nominations to the WHLD Program.
A small, diverse group of individuals will be selected from this pool of nominees to participate in the program.
Candidates will be reviewed and selected through a WHLD Program selection process established to evaluate and identify the top candidates based on targeted knowledge, skills, and abilities.

Agencies interested in participating in the WHLD Program should contact the WHLD Program Director Jenny Mattingley to receive formal nominations guidance.
IMPORTANT DEADLINES
The following are target dates and are subject to revision as needed.
May 2017 – Agency nominations due to the WHLDP
June 2017 – WHLDP selection process begins
July 2017 – Candidates notified of status with program
October 2017 – Formal onboarding/program begins
