  • An Authorization and Waiver for John Brennan

    We are posting our written authorization and waiver under the ethics rules to John Brennan to participate in the reviews of the attempted bombing of Northwest flight 253. John is the Assistant to the President for Homeland Security and Counterterrorism. By virtue of his long experience in government and the private sector, John brings a unique mixture of know-how and understanding to this assignment.

    The applicable ethics rules recognize that under the circumstances set forth in the attached memo, counsel should review the matter and authorize the official to proceed with the assignment where the public interest so requires.  That is particularly true where, as here, national security concerns are implicated. We have done that analysis and have determined that, as set out in the authorization and waiver, it is in the public interest for John to proceed.

  • More than 25,000 Additional White House Visitor Records Posted Online

    President Obama ordered earlier this year that in December the White House would -- for the first time in history -- begin posting White House visitor records as provided in our new voluntary disclosure policy. Today we are delivering on that commitment by posting more than 25,000 records created between Sept 16 and Sept 30. The volume is enormous because we are not just answering specific requests for records -- we are disclosing thousands of folks who come and go here daily. We will do this on a monthly basis, with the records for the full month of October being posted in 30 days.

    This release represents a milestone in the President's commitment to change Washington. The President believes that this and our many other transparency initiatives promote accountability and keep American democracy vital. 

    We are excited about the visitor records policy not only because we are breaking new ground for this Administration but also because we are establishing a new standard for all future administrations. We know of no comparable initiative in the history of the White House. Indeed, previous Administrations fought for years to protect just a handful of records -- far less than we are putting out for any single day of the month.

    Today’s release also includes visitor information for the Vice President and his staff at the White House Complex.  Consistent with the voluntary disclosure policy, the Office of the Vice President is releasing the names and dates of visitors to the Vice President’s Residence for official events between Sept 16 and Sept 30, and the visitors to the Residence who appear on the daily schedules of the Vice President and Dr. Biden.  At this time, it is not possible to release visitor information for the Vice President’s Residence in an identical format to the White House Complex because the Residence is not equipped with the WAVES system that is in place at the White House Complex.  The Vice President’s staff is working with the Secret Service to upgrade the visitor records system at the Residence.  When the electronic update is complete, visitor information for the White House Complex and the Residence will be released in a common format. 

    In addition, we are also today releasing close to 2,000 pre-Sept 16 records in response to specific requests. As part of our new initiative, we offered to look back at the records created before the announcement of the policy and answer specific requests for visitor records created earlier in the year.   Today’s production of records is in response to nearly 700 requests from the public during the month of November. Those requests have yielded close to 2000 responsive records that span the time period between January 20, 2009 and September 15, 2009. All of these have been added to the online database of published visitor records in an accessible, searchable format for anyone to browse or download. 

    Today’s release builds upon the previous series of visitor record disclosures.  In October the White House released close to 500 records in response to 110 requests that were received throughout September.  In November, the White House released 1,600 records in response to nearly 300 individual requests received from the public in October. You can view them all here.

    As you review this month’s release you will notice that the records presentation is slightly different.  Thanks to many of your suggestions, we have made some improvements that will hopefully make this information easier to use.  However, the raw data remains the same and you can access that information by downloading the csv file in full.

    Today’s release is only one example of the many steps the President has taken to increase government transparency over the past year. This Administration’s concrete commitments to openness include issuing the Open Government Directive, putting up more government information than ever before on data.gov and recovery.gov, reforming the government’s FOIA processes, providing on-line access to White House staff financial reports and salaries, adopting a tough new state secrets policy, reversing an executive order that previously limited access to presidential records, and webcasting White House meetings and conferences. The release also compliments our new lobbying rules, which in addition to closing the revolving door for lobbyists who work in government have also emphasized expanding disclosure of lobbyist contacts with the government.

    As before, some of the most frequent White House visitors in today's release are Administration officials who come to the White House as part of their daily work. For example, Matthew Yale and Doug O’Brien both visit the White House frequently as part of their agency responsibilities.

    Also, as we have previously noted, sometimes rather than providing clear information, transparency can have confusing or amusing results. Given the significant number of visitors to the White House, many visitors share the same name. Today's release includes the names of some notable figures (for example, yet another William Ayers record appears in this disclosure). The well-known individual with that name has not visited the White House, but we have included the record of the individual that did.

    Lastly, we are still processing a small set of the September records to ensure that their release will not compromise national security.  We expect to conclude this review shortly and will release any additional records with next month’s posting.

  • Restoring Emails and Restoring Openness

    From day one of his Administration, a top priority for President Obama has been changing the way Washington works by making government more open, accountable and accessible to all Americans.  Today, the President took another important step toward bringing that change to Washington—and toward fulfilling his promise to have the most transparent government in history—by successfully resolving a longstanding dispute about missing White House emails dating from the previous Administration.

    First a little background.  The missing email problem was first identified in 2005, when the Office of Administration conducted an internal analysis suggesting that millions of emails from the Executive Office of the President ("EOP"), created between March 2003 and October 2005, might be missing.  Approximately two years later, in September 2007, the National Security Archive ("NSA") and Citizens for Responsibility and Ethics ("CREW") filed lawsuits against the EOP and the National Archives seeking to recover any missing emails.  The litigation continued for over a year, and involved numerous motions and other courtroom fights.

    Shortly after taking office, President Obama made it a priority to resolve this dispute (which concerns the previous Administration's emails only).  The White House quickly began discussions with NSA and CREW, and the parties agreed to stay the litigation on March 31, 2009—a temporary pause, in the hopes of working things out. 

    Today, the White House is pleased to announce that the parties have reached an agreement to settle the pending lawsuits.  As part of the agreement, the White House will restore millions of emails from back-up tapes related to at least 33 different days during the Bush Administration.  The millions of restored emails will be transferred to the National Archives.  They eventually will be made available to historians, students, and the general public under laws providing for the release of such documents from prior administrations.

    The President is firmly committed to ensuring that the records of this Administration—as well as those of all previous administrations—are properly retained and preserved. We are pleased to see this matter reach an amicable resolution. We thank the EOP’s Office of the Chief Information Officer, the National Archives and Records Administration, and the Justice Department for helping us resolve this case and ensure the preservation of this Administration’s emails. Also, we especially want to thank CREW and NSA for their hard work with us in bringing the case to a successful conclusion and in promoting openness in government.

  • Why an Open Government Matters

    Each year millions of visitors stream through the rotunda of the National Archives in Washington, DC, to view the Constitution, the Bill of Rights, and the Declaration of Independence.  These foundational documents of our democracy are on public display because of the importance of openness in government.

    Openness promotes accountability by enabling journalists, researchers, government officials, and the public to scrutinize, question, and ultimately improve how government works.  But, as with many aspects of Democracy, openness must evolve. The Progress Report on Open Government to the American People describes how the Administration is doing just that.

    Recently, for example, the Obama Administration began to publish online the names of everyone who visits the White House offices; provide online access to White House staff financial reports and salaries; disclose and limit lobbyist contacts; publish the membership of Federal advisory committees in downloadable form; and create unprecedented ways to track how the government spends taxpayer dollars. Advancing that trend, yesterday the White House released an historic Directive requiring all agencies to adopt aggressive open government policies that will further promote the principles of transparency, participation and collaboration.     This new degree of openness is enabled in part by 21st century technology, which makes it possible for government to open its doors and databases more than ever before.  From online listening tours and chats to web-based brainstorming by government officials with the American public, the White House and federal agencies are opening up the way they work to improve accountability in government and deepen our democracy.

    But creating an open government – one that is committed to transparency and civic engagement – does more than promote accountability. Working in the open fosters collaboration between government, private industry, and the public to improve the lives of Americans in their communities.

    To mark the publication of the Directive and the Report, every Cabinet Department is launching a new open government project.

    For example, Department of Homeland Security (DHS) is unveiling “Virtual USA,” a collaboration among DHS, eight states, and the emergency response community that uses new technology to share emergency response information seamlessly among Federal, state, local, and tribal first responders. The Virtual USA system links these partners’ disparate tools and technologies to share the location and status of power and water lines, flood detectors, helicopter-capable landing sites, emergency vehicle and ambulance locations, weather and traffic conditions, evacuation routes, and school and government building floor plans, and does so without requiring any participating entity to change either the system it now uses or the way it does business.

    During a recent Virginia Nuclear Power Plant exercise, the ability of decision-makers to gather, analyze, and disseminate information via the Virtual USA information-sharing system reduced by 70 percent the time it took to make a decision about evacuation.  In addition, Virtual USA provides mechanisms for Americans in their own communities to contribute information to complement that of police, fire, and other government workers, essentially crowdsourcing a more detailed picture of disaster and recovery capabilities.

    The Department of Agriculture is using open government innovations to address the obesity epidemic, one the Administration's top priorities. This week the Department made available for download on Data.gov nutrition data for standard portion sizes of more than 1,000 most common food items. In addition,  it is launching a national competition that challenges entrepreneurs, software developers, and students to leverage the newly released data to create educational games to help children make healthy eating decisions.  By making reliable government data available to the American people and inviting their collaboration in developing new products and tools for the public good, the Department of Agriculture is taking the values of openness and translating them into practical ways to address a national priority.

    Open government initiatives are also helping fledgling businesses convert government information into entrepreneurial opportunities that can create jobs and strengthen economic growth. Government agencies are home to treasure troves of data and information, but much of it is buried in websites or exists in formats too cumbersome to be of practical use. Now a group of six departments and agencies has worked together to offer easy access to information on publicly-funded technologies that are available for license, opportunities for Federal funding and partnerships, and potential private-sector partnerships.  By making information from multiple agencies available in RSS and XML feeds on Data.gov, the government empowers innovators to find the information they need and receive real-time updates instead of having to probe government websites repeatedly.

    At the same time, the United States Patent and Trademark Office has committed to make all published patents available for download so they can be easily searched by entrepreneurs and innovators.

    These are just a few of the innovative approaches being announced this week to continue the process of lifting the veil from the workings and resources of the Federal Government. By turning its philosophical commitment to openness into real policies and practices, the Obama Administration is empowering all Americans to address the many pressing challenges of our time.

  • How We Have "Already Changed" Washington

    The Congressional Research Service has released a report concluding that President Obama's historic reforms to the culture of lobbying in Washington have "already changed the relationship between lobbyists and covered executive branch officials." We're pleased that CRS recognized a fact that is apparent every day to those of us who work in government:  the President's historic restrictions on lobbying are having a significant impact in making sure that the government serves the public interest and not special interests.  We hear constantly from public servants across the executive branch how appreciative they are that the President's high standards and tough rules allow them to do their jobs. That represents the change that the President promised and that CRS recognizes he has delivered.

    The report details the numerous steps the Obama Administration has taken since Day One to change the way business is done in Washington, including:

    Finally, we'd like to point out one other important initiative that affects lobbyists but was outside the scope of the CRS report: on September 10, 2009 we announced we would post White House visitoir records, including for registered lobbyists, as well as unregistered lobbyists and everyone else who comes here.

    All of these initiatives are intended to change Washington by putting the public interest ahead of the special interests, and we are very pleased the word is getting out.
