President Obama Signs Massachusetts Disaster Declaration

The President today declared a major disaster exists in the Commonwealth of Massachusetts and ordered federal aid to supplement state, tribal, and local recovery efforts in the area affected by a severe winter storm, snowstorm, and flooding during the period of January 26-28, 2015.

Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, snowstorm, and flooding in the counties of Barnstable, Bristol, Dukes, Essex, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk, and Worcester.

In addition, federal funding is available to the commonwealth and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48 hour period during or proximate to the incident period in Barnstable, Bristol, Dukes, Essex, Middlesex, Norfolk, Plymouth, Suffolk, and Worcester Counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties within the commonwealth.

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Mark H. Landry as the Federal Coordinating Officer for federal recovery operations in the affected area. 

FEMA said additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments.

A PROCLAMATION

In the United States, the promise of opportunity is built on the idea that everyone who works hard should have the chance to get ahead.  This creed is at the core of our democracy, and it is central to our belief that America does best when all people are able to share in our Nation's prosperity and contribute to our success.  Yet every day, countless women perform the same work as their male colleagues only to earn less than their fair share.  On National Equal Pay Day, we mark how far into the new year women would have to work just to earn the same as men did in the previous year, and we renew our efforts to end this injustice.

On average, full-time working women earn 78 cents for every dollar earned by men, and women of color face an even greater disparity.  This wage gap puts women at a career-long disadvantage, and it harms families, communities, and our entire economy.  Today, in more than half of all households, women are breadwinners -- 49 million children depend on women's salaries.  But our economy and our policies have not caught up to this reality.  When women experience pay discrimination it limits their future, and it also hurts the people they provide for.  It means less for their families' everyday needs, for investments in their children's futures, and for their own retirements.  These effects reduce our shared prosperity and restrict our Nation's economic growth.  Wage inequality affects us all, and we each must do more to make certain that women are full and equal participants in our economy.

When we take action to help women succeed, we help America succeed, and my Administration is committed to ensuring women have every opportunity to reach their fullest potential.  The first bill I signed as President was the Lilly Ledbetter Fair Pay Act, and the following year -- to crack down on violations of equal pay laws -- I created the National Equal Pay Task Force, which to date has helped women recover millions of dollars in lost wages.  If workers do not know they are underpaid, they cannot challenge the inequality; that is why we are going to require Federal contractors to submit data on employee compensation, including data by sex and race, and why last year I signed an Executive Order prohibiting Federal contractors from retaliating against employees who choose to discuss their pay.  And I continue to call on the Congress to pass the Paycheck Fairness Act to protect all people's fundamental right to a fair wage.

In the last half-century, our economy has changed in many ways for the better because of the increased participation of women.  But our values are not yet fully reflected in how we pay women.  We tell our daughters that in America there are no limits to what they can achieve -- yet their mothers face persistent barriers to equality and success.  We have to do better because our daughters deserve better.  If we come together, we can change the policies and attitudes that hold women back, and we can fix this.  On this day, we recommit to making equal pay a reality, and we continue our work to build a world where all our children are limited only by the size of their dreams and the power of their imaginations.

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim April 14, 2015, as National Equal Pay Day.  I call upon all Americans to recognize the full value of women's skills and their significant contributions to the labor force, acknowledge the injustice of wage inequality, and join efforts to achieve equal pay.

President Obama Announces More Key Administration Posts

WASHINGTON, DC – Today, President Barack Obama announced his intent to nominate the following individuals to key Administration posts:

  • Glyn Townsend Davies – Ambassador to the Kingdom of Thailand, Department of State
  • Carol Waller Pope – Member, Federal Labor Relations Authority, and upon appointment to be designated Chairman 

President Obama also announced his intent to appoint the following individual to a key Administration post:

  • Amanda Hesser – Member, President’s Commission on White House Fellowships

Glyn Townsend Davies, Nominee for Ambassador to the Kingdom of Thailand, Department of State
Glyn Townsend Davies, a career member of the Foreign Service, Class of Minister-Counselor, is currently a Senior Advisor in the Bureau of East Asian and Pacific Affairs at the Department of State, a position he has held since 2014.  Prior to that, he was Special Representative for North Korea Policy from 2012 to 2014.  From 2009 to 2012, he served as the United States Representative to the Vienna Office of the United Nations and the International Atomic Energy Agency.  Mr. Davies served as Principal Deputy Assistant Secretary of State and Deputy Assistant Secretary of State in the Bureau of East Asian and Pacific Affairs from 2006 to 2009.  Mr. Davies was a Senior Advisor at the Foreign Service Institute’s Leadership and Management School from 2005 to 2006, Acting Assistant Secretary in the Bureau of Democracy, Human Rights and Labor in 2005, Deputy Assistant Secretary for European Affairs from 2004 to 2005, and Political Director for the U.S. Presidency of the G-8 from 2003 to 2004.  From 1999 to 2003, he served as Deputy Chief of Mission at the U.S. Embassy in London, United Kingdom.  Mr. Davies was Executive Secretary of the National Security Council staff from 1997 to 1999, State Department Deputy Spokesman and Deputy Assistant Secretary for Public Affairs from 1995 to 1997, and Director of the State Department Operations Center from 1992 to 1994.  His earlier assignments include posts in Australia, France, and Zaire.  Mr. Davies received a B.S.F.S. from Georgetown University and an M.S. from the National Defense University.
 
Carol Waller Pope, Nominee for Member, Federal Labor Relations Authority, and upon appointment to be designated Chairman
Carol Waller Pope is currently Chairman of the Federal Labor Relations Authority (FLRA), a position she has held since November 2013 and previously from February 2009 to January 2013.  She was first appointed as a Member of the FLRA in 2000.  Ms. Pope has also served as a Member of the National Council on Federal Labor-Management Relations since December 2013 and previously from 2010 to January 2013.  Prior to her appointment to the FLRA, Ms. Pope worked in the Office of the General Counsel of the FLRA from 1980 to 2000, first as an attorney in the Boston Regional Office, then as Executive Assistant to the General Counsel, and finally as Assistant General Counsel.  Earlier in her career, she served as an Attorney Advisor in the Employee Benefits Division of the Office of the Solicitor at the Department of Labor.  She has been recognized by numerous professional organizations for her work, including the American Bar Association’s Federal Labor and Employment Law Section and Simmons College.  Ms. Pope received a B.A. from Simmons College and a J.D. from Northeastern University School of Law.

Amanda Hesser, Appointee for Member, President's Commission on White House Fellowships
Amanda Hesser is CEO of Food52, a website she co-founded in 2009.  She played herself in the 2009 film Julie & Julia and created the Twitter app Plodt in 2008From 1997 to 2008, she was a Reporter and Food Editor at The New York Times.  Ms. Hesser is also the author of Cooking for Mr. Latte: A Food Lover’s Courtship, with Recipes and The Cook and the Gardener and is the co-author of two Food52 cookbooks.  Her most recent book, The Essential New York Times Cookbook, was a New York Times Bestseller.  Ms. Hesser was named one of the 50 most influential women in food by Gourmet in 2011Food52 was named Publication of the Year by the James Beard Foundation in 2012 and Best Culinary Website by the International Association of Culinary Professionals for the past three years.  Ms. Hesser received a B.S. from Bentley University.

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, I hereby delegate the reporting functions conferred upon the President by section 1637(a) of the National Defense Authorization Act for Fiscal Year 2015 (Public Law 113-291) to the Director of National Intelligence.

You are authorized and directed to publish this memorandum in the Federal Register.

Message to Congress -- Protocol Amending the Convention between the Government of the United States of America and the Government of Japan

TO THE SENATE OF THE UNITED STATES:

I transmit herewith, for the advice and consent of the Senate to its ratification, the Protocol Amending the Convention between the Government of the United States of America and the Government of Japan for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and a related agreement entered into by an exchange of notes (together the "proposed Protocol"), both signed on January 24, 2013, at Washington, together with correcting notes exchanged March 9 and March 29, 2013.  I also transmit for the information of the Senate the report of the Department of State, which includes an overview of the proposed Protocol.

The proposed Protocol was negotiated to bring U.S.-Japan tax treaty relations into closer conformity with current U.S. tax treaty policy.  For example, the proposed Protocol provides for an exemption from source-country withholding tax on all cross-border payments of interest, and updates the provisions of the existing Convention with respect to the mutual agreement procedure by incorporating mandatory arbitration of certain cases that the competent authorities of the United States and Japan have been unable to resolve after a reasonable period of time. 

I recommend that the Senate give early and favorableconsideration to the proposed Protocol and give its advice and consent to its ratification.

Behind the Lens: Somewhere Under the Rainbow

When people ask me how I do what I do, I often recite the words of Bob Dylan: “I was just doing what I could with what I had where I was.” That kind of sums up my approach to my job as the President's photographer.

Every once in a while, you also just get very lucky. Such was the case last week, when a rainbow came along just as the President’s helicopter was arriving at the airport in Kingston, Jamaica, where he would board Air Force One for the flight to Panama. Fortunately, I was manifested aboard the second helicopter–which always arrives before Marine One–giving me a few minutes to prepare for photographing the rainbow.

In the first photograph, I framed the rainbow above Marine One as the President disembarked the helicopter.

The Seventh Summit of the Americas: The President's Trip and a Historic Meeting

This past week, President Obama participated in the seventh Summit of the Americas, in Panama City, Panama. The Summit of the Americas is a tradition that brings together the leaders of North and South America to discuss issues that impact the Americas. President Obama's participation in the Summit highlights the continuing commitment of the U.S. to upholding the role that independent civil society and the private sector play in a shared democratic agenda.
