Japan State Dinner Press Preview and Spousal Program

The White House * 11:00 AM – On Monday, April 27 in the State Dining Room, the Office of the First Lady will host a press preview of Tuesday night’s Japan State Dinner and unveil the Obama State China Service.

As is tradition, First Lady Michelle Obama participated in the design and selection of the State China.  The purchase of this China Service was funded by a special donation from the White House Endowment Trust of the White House Historical Association, a private nonprofit organization. 

In addition to the Obama State China Service, sample place settings for the State Dinner will be on display for photos and b-roll.  Officials and Executive Residence staff will deliver brief remarks and answer questions on background.

Tuesday evening’s dinner marks the eighth State or Official Visit of the Obama Administration; previous visits include: India in November 2009, Mexico in May 2010, China in January 2011, Germany in June 2011, Korea in October 2011, the United Kingdom and Northern Ireland in March 2012, and France in February 2014.

Great Falls, VA * 10:35AM ET – As part of the Official Visit, First Lady Michelle Obama and Mrs. Akie Abe, the wife of the Prime Minister of Japan, Shinzo Abe will visit  Great Falls Elementary School in Great Falls, VA. 

During their visit, the First Lady and Mrs. Abe will tour a Japanese Immersion classroom, which is part of Fairfax Country Public School’s World Languages Immersion Program where elementary students learn math, science, and health through a foreign language.  Following the classroom tour, the First Lady and Mrs. Abe will deliver brief remarks at a school-wide assembly and watch a performance of Taiko drummers and student vocalists. Following the visit, Great Falls Elementary will plant a Kwanzan cherry tree in their Japanese Garden in commemoration.

Great Falls Elementary has had a strong connection with the Abes that spans almost a decade. Over the years, the Abes have visited Great Falls Elementary in celebration of the Japanese Immersion Program and have personally welcomed their students during their annual 6th grade trip to Japan.

Statement by the President on the Confirmation of Loretta Lynch as Attorney General

Today, the Senate finally confirmed Loretta Lynch to be America’s next Attorney General – and America will be better off for it.  Loretta has spent her life fighting for the fair and equal justice that is the foundation of our democracy.  As head of the Justice Department, she will oversee a vast portfolio of cases, including counterterrorism and voting rights; public corruption and white-collar crime; judicial recommendations and policy reviews – all of which matter to the lives of every American, and shape the story of our country.  She will bring to bear her experience as a tough, independent, and well-respected prosecutor on key, bipartisan priorities like criminal justice reform.  And she will build on our progress in combatting newer threats like cybercrime.  Loretta’s confirmation ensures that we are better positioned to keep our communities safe, keep our nation secure, and ensure that every American experiences justice under the law.

It is with tremendous sorrow that we recently concluded that a U.S. Government counterterrorism operation in January killed two innocent hostages held by al-Qa’ida.  Our hearts go out to the families of Dr. Warren Weinstein, an American held by al-Qa’ida since 2011, and Giovanni Lo Porto, an Italian national who had been an al-Qa’ida hostage since 2012.  Analysis of all available information has led the Intelligence Community to judge with high confidence that the operation accidentally killed both hostages.  The operation targeted an al-Qa’ida-associated compound, where we had no reason to believe either hostage was present, located in the border region of Afghanistan and Pakistan.  No words can fully express our regret over this terrible tragedy.

We also believe two other Americans were recently killed in U.S. Government counterterrorism operations in the same region.  We have concluded that Ahmed Farouq, an American who was an al-Qa’ida leader, was killed in the same operation that resulted in the deaths of Dr. Weinstein and Mr. Lo Porto.  We have also concluded that Adam Gadahn, an American who became a prominent member of al-Qa’ida, was killed in January, likely in a separate U.S. Government counterterrorism operation.  While both Farouq and Gadahn were al-Qa’ida members, neither was specifically targeted, and we did not have information indicating their presence at the sites of these operations. 

The President directed that the information being shared today, which was properly classified until now, be declassified and shared with the American people.  He takes full responsibility for these operations and believes it is important to provide the American people with as much information as possible about our counterterrorism operations, particularly when they take the lives of fellow citizens.  The uniquely tragic nature of the operation that resulted in the deaths of two innocent hostages is something we will do our utmost to ensure is not repeated.  To this end, although the operation was lawful and conducted consistent with our counterterrorism policies, we are conducting a thorough independent review to understand fully what happened and how we can prevent this type of tragic incident in the future. 

Many within our government spent years attempting to locate and free Dr. Weinstein and Mr. Lo Porto.  The pain of their deaths will remain with us as we rededicate ourselves to adhering to the most exacting standards in doing all we can to protect the American people.

FACT SHEET: Vice President Biden Announces It’s On Us Progress and Marks Sexual Assault Awareness and Prevention Month

In remarks at the University of Illinois at Urbana-Champaign, Vice President Biden will honor Sexual Assault Awareness and Prevention Month with an important update on the Administration’s efforts to help combat instances of sexual assault, including on college and university campuses. 

President Obama and Vice President Biden have made it a national priority to root out sexual violence and assault wherever it exists, especially in our schools. As part of their efforts, they launched a public awareness and education campaign last year called It’s On Us. The campaign seeks to empower college students – and all members of campus communities – not only to respond effectively to sexual assault, but also to prevent it in the first place. That is why It’s On Us was launched in partnership with student body leadership from nearly 200 colleges and universities across the country, collegiate sports organizations such as the NCAA, and private companies that have strong connections with students at colleges and universities, in addition to Generation Progress.

As part of the Administration’s ongoing effort to combat sexual violence, the Vice President is traveling to the University of Illinois at Urbana-Champaign to recognize new It’s On Us commitments and progress, and the critical role that students at the University and across the country play in championing the It’s On Us mission. The Vice President will be joined on campus by actress Jessica Szohr to help amplify this important message. 

New It’s On Us National Milestones

  • 200,000: More than 200,000 people around the country have taken the It’s On Us pledge, a personal commitment to help keep women and men safe from sexual assault.
  • 600: More than 600 It’s On Us events have taken place, including rallies, pledge drives, and campus dialogues.
  • 300: More than 300 campuses have hosted It’s On Us student-led campaigns.
  • 190: More than 190 campuses have created their own public service announcements.

New It’s on Us Commitments

Funny Or Die: Funny or Die, whose network reaches directly into the It's On Us target demographic, will produce creative content and celebrity engagement to create a culture where sexual violence is unacceptable. The site has over 19 million unique users per month, over 60 million video views per month, and has grown into a vertically integrated digital studio that produces content over numerous platforms, including on Twitter and Facebook.

Pandora: Pandora is teaming up with the It’s On Us campaign to spread the word about the importance of bystander intervention. Pandora is running the It’s On Us public service announcement, specifically targeting 10 million men ages 18-22 on college campuses across the country. The most popular online radio platform in the United States, Pandora reaches over 80 million Americans online each month.

USA Network: In a renewed partnership, USA Network and actress Jessica Szohr, star of the new television series new series “Complications,” will be joining Vice President Biden at the It’s On Us rally to help amplify the important message. In addition to providing ongoing digital and social promotion, USA Network will be commemorating National Sexual Assault Awareness and Prevention Month and highlighting the It’s On Us campaign during a special marathon of “Law & Order: SVU” on Sunday, April 26, which focuses on ending campus sexual assault.

Greek Organizations: Several Greek organizations, including Alpha Chi Rho, Alpha Kappa Lambda, Delta Kappa Epsilon, Kappa Kappa Gamma, Pi Kappa Alpha, Pi Kappa Phi, Tau Kappa Epsilon, Sigma Psi Zeta, and Zeta Beta Tau have signed on as partners of the It’s On Us campaign and are working with their local chapters to get the word out about the pledge, host events and trainings, and film public service announcements.

The White House Task Force to Protect Students From Sexual Assault and the Not Alone Campaign

“It’s On Us” is a critical step forward in the Administration’s multipronged approach to combat campus sexual assault through the work of the White House Task Force to Protect Students From Sexual Assault.  The Task Force was established by President Obama on January 22, 2014, and is co-led by the Office of the Vice President and the White House Council on Women and Girls.  Since its inception, this collaborative interagency effort has worked to explore the scope of the problem, foster the development of best practices, and improve the federal government’s efforts to prevent and respond to sexual assault on our nation’s campuses. 

On April 29, 2014, the Task Force released its first reportNot Alone – which included recommendations, action steps, and policy templates to help colleges and universities better address the problem.  Since then, the Task Force has continued to provide additional resources through its website – NotAlone.gov – including sample policy language, memoranda of understanding, and toolkits for schools to adapt as they seek to strengthen collaborations, enhance prevention efforts, and address the needs and choices of survivors of sexual assault.  Recognizing that sexual violence in all its forms is a significant public health problem, the Task Force is also engaged in identifying how its recommendations apply to students attending our elementary and secondary schools.  

Going forward, the Task Force and the It’s On Us campaign look to build upon these efforts and to sustain the momentum on this important issue.  It’s on us – all of us – to step up, take action, and protect our nation’s students.

Statement by NSC Spokesperson Bernadette Meehan on National Security Advisor Susan E. Rice’s Meeting with Greek Foreign Minister Nikolaos Kotzias

National Security Advisor Susan E. Rice met today with Foreign Minister Nikolaos Kotzias of Greece.  Ambassador Rice and the Foreign Minister discussed a range of security issues in Europe and the Middle East, including Russia’s actions in Ukraine.  They agreed that full implementation of the three Minsk agreements is essential to resolving the crisis in eastern Ukraine.  On the economy, Ambassador Rice encouraged the Minister to work closely with European and IMF partners to agree on a concrete set of reforms that will set Greece on a sustainable path to growth within the Eurozone.

Statement by NSC Spokesperson Bernadette Meehan on the Conclusion of Operation Decisive Storm

The United States welcomes the decision by the Government of Saudi Arabia and its coalition partners to conclude Operation Decisive Storm in Yemen.  With this announcement, we look forward to a shift from military operations to the rapid, unconditional resumption of all-party negotiations that allow Yemen to resume an inclusive political transition process as envisioned in the GCC Initiative, the National Dialogue outcomes, and relevant UN Security Council resolutions.  We also welcome the United Nations continuing to play a vital role in facilitating the political talks and look forward to the United Nations announcing a location for the talks in the very near future.
 
We strongly urge all Yemeni parties, in particular the Houthis and their supporters, to take this opportunity to return to these negotiations as part of the political dialogue.  Having bravely and resolutely sought a democratic political transition, the Yemeni people deserve the opportunity to hold a peaceful debate about their new constitution, to participate in a credible and safe constitutional referendum, and to vote in free and fair national elections.
 
We commend the commitment of King Salman of Saudi Arabia to provide $274 million in emergency humanitarian relief to Yemen.  We also strongly support the commitment of the Government of Saudi Arabia and its coalition partners to facilitate the provision of humanitarian and medical aid to those displaced and injured by the fighting.  We look forward to this transition from Operation Decisive Storm significantly increasing the opportunities for international and Yemeni humanitarian organizations to access and deliver assistance to the Yemeni people.
 
The United States reiterates the obligation of all nations to abide by the provisions of UN Security Council Resolution 2216 that prohibit the supply of arms or other related materiel to key Houthi leaders, as well as former president Ali Abdallah Saleh, his son, and those acting at their direction.  The United States will continue to support efforts to build international cooperation to seek to prevent violations of this resolution, including through enhanced maritime monitoring and inspection by international partners.
 
At the same time, we will continue to closely monitor terrorist threats posed by al-Qa’ida in the Arabian Peninsula and to take action as necessary to disrupt continuing, imminent threats to the United States and our citizens. AQAP and other terrorists have sought to benefit from the deterioration of the political and security situation in Yemen, and we strongly believe it is in the interests of the Yemeni people to unite to confront the shared terrorist threat to their country.

FACT SHEET: Celebrating Earth Day with New Steps to Protect People, Places and Local Economies from Climate Change

Today, in celebration of Earth Day, President Obama will visit the Florida Everglades, where rising seas and other climate change impacts are endangering one of the nation’s most iconic landscapes – and increasing risks to the State’s $82 billion tourism economy. To coincide with the President’s trip, the Administration is highlighting the value of special and vulnerable places like the Everglades and announcing new steps to protect the people and places climate change puts at risk.

The President has made clear that no challenge poses a greater threat to future generations than climate change. The effects of climate change can no longer be denied or ignored – last year was the planet’s warmest year recorded, and 14 of the 15 hottest years on record have happened this century. All over the country, Americans are already facing devastating impacts – from severe floods to extreme heat to increased risk of asthma attacks. These impacts pose major economic, public health, and national security threats. Climate change is also affecting some of the most iconic places in our country, from disappearing glaciers in Glacier National Park to dying Joshua Trees in Joshua Tree National Park. These kinds of losses affect the tourism economies of towns and cities across the country that depend on sharing America’s natural splendor with the world.

That’s why President Obama has taken historic action to cut the carbon pollution that drives climate change and protect American communities from the impacts, including setting the first-ever national limits on carbon pollution from the power sector, making a landmark joint announcement with China to curb greenhouse gas emissions, and supporting smart investments in resilient infrastructure. Under the President’s leadership, the Federal Government has also made significant investments to protect and restore the special places that Americans depend on but that are threatened by pollution and climate change, including the Great Lakes, the Gulf Coast, the Chesapeake Bay, and the Everglades.

In the Everglades alone, the Administration has invested $2.2 billion in restoration efforts, with the President’s 2016 Budget proposing nearly $240 million more. In addition to protecting the primary source of drinking water for more than a third of Florida’s population, these efforts are helping ensure that the Florida Everglades – a major driver of the local economy – are resilient to effects of climate change like saltwater intrusion and invasive species.

Highlighting special places and protecting communities from climate change

From diminishing snowpacks to more severe wildfires, climate change is impacting natural landscapes across the country and threatening an outdoor recreation economy that each year generates $646 billion in consumer spending and 6.1 million direct jobs.  In Florida, impacts like sea level rise are threatening some of the State’s top tourist attractions, including the Everglades and Florida Keys, with estimated revenue losses of $9 billion by 2025 and $40 billion by the 2050s.

Recognized worldwide as a unique and treasured landscape, the Everglades is a perfect example of the threat we face from climate change, including rising sea levels that result in shoreline erosion and increased flooding.  As the seas rise, salty ocean water travels inland, threatening the aquifers that supply fresh drinking water to Floridians, destroying natural habitats, and starving Everglades National Park of freshwater that also serves as the primary source of drinking water for more than a third of Florida’s population. Already, the park’s characteristic mangrove trees – the largest protected mangrove forest in the northern hemisphere – are retreating inland. The changing conditions in the ecosystem are also displacing native animals and plants like tropical orchids, some of which are only found in south Florida. 

In addition to their cultural, recreational and historic value, our national parks play a significant role in our economy.  And even as climate change threatens their landscapes, national parks play an important role in preventing the worst impacts of climate change.  In celebration of Earth Day, this week the Administration is announcing new steps to recognize the value of these special places, as well as actions to protect the people and places climate change puts at risk, including:

Calculating the Value of National Parks Tourism to the U.S. Economy. Today, the National Park Service (NPS) is releasing a new report that shows that every $1 invested by American taxpayers in the National Park Service returns $10 to the U.S. economy.  In 2014, a record 293 million National Park visitors spent $15.7 billion in communities around National Parks, providing a $29.7 billion benefit to the U.S. economy and supporting 277,000 jobs.

Calculating the Value of National Parks for Storing Carbon. Today, the NPS and the U.S. Geological Survey are releasing a new report that for the first time calculates the value of National Parks for storing carbon and mitigating climate change.  The report concludes that national park lands in the lower 48 states store 14.8 million metric tons of carbon dioxide each year, and that providing this service is valued at more than $580 million each year.

Investing in National Parks. Today, NPS is announcing $26 million for restoration projects at national parks around the country, including $16 million from non-governmental partners.  These Centennial Challenge Grants are part of a multi-year effort to prepare for the National Park Service Centennial next year, including a Find Your Park Campaign to connect a broader audience to public lands and President Obama’s Every Kid in a Park initiative that will give every fourth grader and their families free access to national parks and all federal lands and waters for a full year, beginning this Fall.     

Designating a New National Historic Landmark Near the Everglades. Today, the Department of the Interior and NPS are designating the Marjory Stoneman Douglas House in Miami, Florida as the Nation’s newest National Historic Landmark.  Marjory Stoneman Douglas’s seminal book, The Everglades: River of Grass (1947), marked a significant turning point in the environmental movement, and the Friends of the Everglades organization she founded had a central role in the conservation and restoration of the Everglades.  National historic landmarks provide opportunities for Americans to make personal connections with our Nation’s cultural and historical heritage and can help drive tourism and boost local economies.

Designating National Park Week. On Monday, President Obama signed a Proclamation designating this week National Park Week and encouraging all Americans to use and enjoy the unparalleled public lands that belong to all of us.

Providing a Flood Mapping Tool to Help Communities Prepare for Storms. On Tuesday, the National Oceanic and Atmospheric Administration announced that a flood exposure risk mapping tool, originally developed for New York, New Jersey, Delaware, and Pennsylvania, has been expanded to cover coastal areas along the entire U.S. East Coast and Gulf of Mexico.  This Coastal Flood Exposure Mapper allows users to select their location and view how local populations, infrastructure and natural areas would be affected under a variety of flood scenarios, with the goal of helping communities reduce their vulnerability to current flood risks. This expanded tool is included in the U.S. Climate Resilience Toolkit called for in the President’s Climate Action Plan.

Making Key Landscapes Resilient to Climate Change. On Tuesday, the Interior Department, U.S. EPA and NOAA announced four landscapes – in southwest Florida, Hawaii, Puget Sound and the Great Lakes—where agencies will focus their efforts with partners to conserve and restore important lands and waters and make them more resilient to a changing climate. These Resilient Lands and Waters projects will build climate resilience in vulnerable regions and enhance carbon storage capacity, focusing on increasing coastal resilience, developing coastal wetlands and marine conservation areas, protecting drinking water for urban areas, providing wildlife habitats, and preventing threats like flooding and invasive species.

Partnering with farmers, ranchers and forest land owners to reduce GHG emissions. On Thursday, the U.S. Department of Agriculture will announce new voluntary actions it will take in partnership with farmers, ranchers and forest land owners to reduce net greenhouse gas emissions and support President Obama’s goal of reducing greenhouse gas emissions 26-28 percent below 2005 levels by 2025.

President Obama Announces Presidential Delegation to the Republic of Armenia to Attend the Centennial Commemoration of the Events of 1915

President Barack Obama today announced the designation of a Presidential Delegation to the Republic of Armenia to attend the Centennial Commemoration of the Events of 1915 on April 24, 2015.

The Honorable Jacob J. Lew, Secretary of the Department of Treasury, will lead the delegation.

Statement by NSC Spokesperson Bernadette Meehan on National Security Advisor Susan E. Rice’s Meeting with Turkish Foreign Minister Mevlut Cavusoglu

National Security Advisor Susan E. Rice met today with Foreign Minister Mevlut Cavusoglu of Turkey.  Ambassador Rice and the Minister discussed concrete ways to strengthen our cooperation against ISIL and foreign fighters and reviewed the train and equip program for vetted members of the moderate Syrian opposition.  Ambassador Rice encouraged the Minister to take concrete steps to improve relations with Armenia and to facilitate an open and frank dialogue in Turkey about the atrocities of 1915.

Statement by NSC Spokesperson Bernadette Meehan on Chief of Staff Denis McDonough and Deputy National Security Advisor for Strategic Communications Ben Rhodes’ Meeting with Armenian-American Leaders

This afternoon Denis McDonough and Ben Rhodes hosted leaders from the Armenian Assembly of America and the Armenian National Committee of America to discuss the upcoming centennial commemoration of the 1915 atrocities against Armenians.  Recalling the deep ties between the Armenian and American peoples, they discussed the significance of this occasion for honoring the 1.5 million lives extinguished during that horrific period, and welcomed the principled advocacy of the Armenian American community on behalf of justice.   They  pledged that the United States will use the occasion to urge a full, frank, and just acknowledgement of the facts that we believe is in the interest of all parties. 

They also noted that the President has asked Treasury Secretary Jacob J. Lew to lead a Presidential Delegation to Yerevan on April 24, to stand in solidarity with the Armenian people as they commemorate this most solemn of anniversaries.
