Statement by the Press Secretary on the Visit of Crown Prince Mohammed bin Zayed Al Nahyan of the United Arab Emirates

On Monday, April 20, President Obama will meet at the White House with Deputy Supreme Commander of the Armed Forces and Crown Prince of Abu Dhabi Sheikh Mohammed bin Zayed Al Nahyan to consult on a wide range of regional and bilateral issues.  The United States and the United Arab Emirates share strong ties and the two leaders will explore how to further strengthen this partnership in areas ranging from defense cooperation to climate change.  They will also discuss joint efforts to counter ISIL and address violent extremism; the recent framework between the P5+1 and Iran to prevent Iran from obtaining a nuclear weapon; our cooperation with respect to Yemen; and how best to resolve the conflicts in Libya and Syria.

Readout of the Vice President’s Call with Deputy President Cyril Ramaphosa of the Republic of South Africa

Vice President Biden spoke with Deputy President Cyril Ramaphosa of the Republic of South Africa today to discuss the African Growth and Opportunity Act (AGOA). The Vice President and Deputy President Ramaphosa discussed the critical role that AGOA has played in expanding U.S.-Africa trade. The Vice President reiterated the U.S. interest in renewing AGOA as soon as possible, for as long as possible, in order to continue to encourage sustainable investment and robust economic growth in sub-Saharan Africa. The Vice President expressed concern about barriers to market access in South Africa for certain U.S. products, and urged South Africa to address these issues as soon as possible. The two leaders agreed to continue to work together to address these concerns.

President Obama Signs Massachusetts Disaster Declaration

The President today declared a major disaster exists in the Commonwealth of Massachusetts and ordered federal aid to supplement state, tribal, and local recovery efforts in the area affected by a severe winter storm, snowstorm, and flooding during the period of January 26-28, 2015.

Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm, snowstorm, and flooding in the counties of Barnstable, Bristol, Dukes, Essex, Middlesex, Nantucket, Norfolk, Plymouth, Suffolk, and Worcester.

In addition, federal funding is available to the commonwealth and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48 hour period during or proximate to the incident period in Barnstable, Bristol, Dukes, Essex, Middlesex, Norfolk, Plymouth, Suffolk, and Worcester Counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for all counties within the commonwealth.

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Mark H. Landry as the Federal Coordinating Officer for federal recovery operations in the affected area. 

FEMA said additional designations may be made at a later date if requested by the commonwealth and warranted by the results of further damage assessments.

President Obama Announces More Key Administration Posts

WASHINGTON, DC – Today, President Barack Obama announced his intent to nominate the following individuals to key Administration posts:

  • Glyn Townsend Davies – Ambassador to the Kingdom of Thailand, Department of State
  • Carol Waller Pope – Member, Federal Labor Relations Authority, and upon appointment to be designated Chairman

Glyn Townsend Davies, Nominee for Ambassador to the Kingdom of Thailand, Department of State
Glyn Townsend Davies, a career member of the Foreign Service, Class of Minister-Counselor, is currently a Senior Advisor in the Bureau of East Asian and Pacific Affairs at the Department of State, a position he has held since 2014.  Prior to that, he was Special Representative for North Korea Policy from 2012 to 2014.  From 2009 to 2012, he served as the United States Representative to the Vienna Office of the United Nations and the International Atomic Energy Agency.  Mr. Davies served as Principal Deputy Assistant Secretary of State and Deputy Assistant Secretary of State in the Bureau of East Asian and Pacific Affairs from 2006 to 2009.  Mr. Davies was a Senior Advisor at the Foreign Service Institute’s Leadership and Management School from 2005 to 2006, Acting Assistant Secretary in the Bureau of Democracy, Human Rights and Labor in 2005, Deputy Assistant Secretary for European Affairs from 2004 to 2005, and Political Director for the U.S. Presidency of the G-8 from 2003 to 2004.  From 1999 to 2003, he served as Deputy Chief of Mission at the U.S. Embassy in London, United Kingdom.  Mr. Davies was Executive Secretary of the National Security Council staff from 1997 to 1999, State Department Deputy Spokesman and Deputy Assistant Secretary for Public Affairs from 1995 to 1997, and Director of the State Department Operations Center from 1992 to 1994.  His earlier assignments include posts in Australia, France, and Zaire.  Mr. Davies received a B.S.F.S. from Georgetown University and an M.S. from the National Defense University.
 
Carol Waller Pope, Nominee for Member, Federal Labor Relations Authority, and upon appointment to be designated Chairman
Carol Waller Pope is currently Chairman of the Federal Labor Relations Authority (FLRA), a position she has held since November 2013 and previously from February 2009 to January 2013.  She was first appointed as a Member of the FLRA in 2000.  Ms. Pope has also served as a Member of the National Council on Federal Labor-Management Relations since December 2013 and previously from 2010 to January 2013.  Prior to her appointment to the FLRA, Ms. Pope worked in the Office of the General Counsel of the FLRA from 1980 to 2000, first as an attorney in the Boston Regional Office, then as Executive Assistant to the General Counsel, and finally as Assistant General Counsel.  Earlier in her career, she served as an Attorney Advisor in the Employee Benefits Division of the Office of the Solicitor at the Department of Labor.  She has been recognized by numerous professional organizations for her work, including the American Bar Association’s Federal Labor and Employment Law Section and Simmons College.  Ms. Pope received a B.A. from Simmons College and a J.D. from Northeastern University School of Law.

Amanda Hesser is CEO of Food52, a website she co-founded in 2009.  She played herself in the 2009 film Julie & Julia and created the Twitter app Plodt in 2008From 1997 to 2008, she was a Reporter and Food Editor at The New York Times.  Ms. Hesser is also the author of Cooking for Mr. Latte: A Food Lover’s Courtship, with Recipes and The Cook and the Gardener and is the co-author of two Food52 cookbooks.  Her most recent book, The Essential New York Times Cookbook, was a New York Times Bestseller.  Ms. Hesser was named one of the 50 most influential women in food by Gourmet in 2011Food52 was named Publication of the Year by the James Beard Foundation in 2012 and Best Culinary Website by the International Association of Culinary Professionals for the past three years.  Ms. Hesser received a B.S. from Bentley University.

Message to Congress -- Protocol Amending the Convention between the Government of the United States of America and the Government of Japan

TO THE SENATE OF THE UNITED STATES:

I transmit herewith, for the advice and consent of the Senate to its ratification, the Protocol Amending the Convention between the Government of the United States of America and the Government of Japan for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and a related agreement entered into by an exchange of notes (together the "proposed Protocol"), both signed on January 24, 2013, at Washington, together with correcting notes exchanged March 9 and March 29, 2013.  I also transmit for the information of the Senate the report of the Department of State, which includes an overview of the proposed Protocol.

The proposed Protocol was negotiated to bring U.S.-Japan tax treaty relations into closer conformity with current U.S. tax treaty policy.  For example, the proposed Protocol provides for an exemption from source-country withholding tax on all cross-border payments of interest, and updates the provisions of the existing Convention with respect to the mutual agreement procedure by incorporating mandatory arbitration of certain cases that the competent authorities of the United States and Japan have been unable to resolve after a reasonable period of time. 

I recommend that the Senate give early and favorableconsideration to the proposed Protocol and give its advice and consent to its ratification.

First Lady Michelle Obama And Children From Across The Country To Plant Seventh Annual White House Kitchen Garden

Washington, DC * 3:30 PM – The First Lady will join students from across the country to plant the White House Kitchen Garden for the seventh year in a row. In 2009, Mrs. Obama planted a vegetable garden on the South Lawn to initiate a national conversation around the health and wellbeing of our nation—a conversation that evolved into her Let’s Move! initiative. Since Mrs. Obama launched Let’s Move! in 2010, parents, business leaders, educators, elected officials, military leaders, chefs, physicians, athletes, childcare providers, community and faith leaders, and kids themselves have stepped up to improve the health of our nation’s children.  

Since 2010, ten programs have begun under Let’s Move! (full list below).  Mrs. Obama has invited children from schools and locations that participate in these Let’s Move! programs -- representing the millions of Americans that have been impacted by Let’s Move!—to join her at this year’s garden planting. These programs were launched in collaboration with federal agencies, businesses, and non-profits to mobilize every sector to work in alignment with the overall goals of Let’s Move! and offer solutions, objectives, and technical assistance to help kids and families lead healthier lives.

As part of the fifth anniversary of Let’s Move!, Mrs. Obama will announce a new interactive map that will be available to the public online.  The map will showcase the impact of these Let’s Move! programs across the nation and make it easier to get involved in local efforts. In addition, the First Lady will share a special #GimmeFive garden challenge as part of her Let’s Move! fifth anniversary challenge encouraging Americans to #GimmeFive things they are doing to lead healthier lives.

Statement by the Press Secretary on the Conviction and Sentencing of American Citizen Mohamed Soltan

The United States condemns the life sentence issued today in Egypt against American citizen Mohamed Soltan.  We call for Mr. Soltan's immediate release from prison.  We remain deeply concerned about Mr. Soltan's health, which has suffered during his 20 month-long incarceration.  The President is deeply committed to the welfare of all U.S. citizens abroad and we will ensure that Mr. Soltan continues to receive consular support until he can return safely to the United States, per his wishes.

FACT SHEET: U.S. Participation in the 7th Summit of the Americas

At the 7th Summit of the Americas in Panama City, Panama, President Obama highlighted the commitment of the United States to upholding the essential role independent civil society and the private sector play in contributing to a shared democratic agenda that benefits all of the people of the Americas.

The 2015 Summit of the Americas demonstrated the global importance of the region and the progress we have made over the last two decades to improve people’s lives.  Our region’s leaders must continue to work together, focusing on pressing issues that need our attention and action, so that we redouble our commitment to a more prosperous, safe, sustainable, equal, and democratic Western Hemisphere.

President Obama worked with his counterparts to build on partnerships introduced at the 2009 Summit in Trinidad and Tobago and the 2012 Summit in Colombia to launch a series of initiatives:

Democracy and Citizen Participation

In his meeting with civil society leaders, the President announced the support of the United States for civil society’s effort to establish a permanent public consultative mechanism and role in the Summits of the Americas.

  • The President further highlighted the importance of updating transparency laws in the region to strengthen access to information and public disclosure regimes in law and practice, and making a priority transparent and accountable public institutions in the post-2015 development agenda.  He supported Mexico’s proposal to establish a network of “Open Government Reformers.”

Economic Growth and Opportunity

Building from the Broadband Partnership of the Americas that President Obama launched in 2012, the United States will work with its partners to increase the adoption of fixed and mobile broadband service the deployment of broadband infrastructure as necessary.

  • The United States joined a shared commitment among the region’s World Trade Organization (WTO) Members to accept the Trade Facilitation Agreement prior to the December 2015 WTO Ministerial by submitting letters of acceptance to the WTO so that the agreement can enter into force.
  • In his meeting with the Americas Business Dialogue at the 2nd CEO Summit of the Americas, President Obama encouraged governments and business to work together to increase economic opportunities for youth, particularly in Central America.  He announced $68 million in new programs to increase training, educational, and job opportunities for at-risk youth in Central America and the Caribbean. 
  • The President emphasized the contribution small businesses make to creating jobs and growth, particularly for women.  President Obama highlighted successes of the Small Business Network of the Americas (SBNA) and Women’s Entrepreneurship in the Americas initiatives since 2012 and announced the United States will work with its partners to expand SBNA so that it can independently help micro, small, and medium-sized enterprises, and entrepreneurs, and increase opportunities for growth.
  • President Obama also encouraged the region’s business leaders to get involved in advancing the 100,000 Strong in the Americas initiative to prepare young people with the linguistic and cultural competencies they will need to succeed in our increasingly interconnected region.  The President applauded those of his counterparts who have adopted their own national plans to increase student exchanges within the hemisphere, and urged those who have not, to do so as well.

Clean and Sustainable Energy Future

In his meeting with leaders, the President sought to ensure that all countries in the hemisphere have open access to climate data and information that enhance their capabilities for resilient development by 2020.  The United States will contribute to achieving the President’s goal by applying for accreditation as a Regional Climate Center by the end of 2015.

  • President Obama addressed the challenge of combating climate change and securing a clean energy future by setting ambitious targets for climate-resilient energy development.  The President and several leaders committed double the collective share of non-hydro renewable energy (including solar, wind, geothermal, and sustainable, non-traditional biomass) in the Americas’ electricity mix by 2030.
  • The President also called on leaders to aggressively phase out inefficient fossil fuel subsidies, and recommended the 2015 meeting of the Energy and Climate Partnership of the Americas consider additional fossil fuel subsidy reforms. 
  • The President welcomed the leadership of other governments that seek to share their expertise in a spirit of partnership to strengthen citizen security, fight transnational organized crime, improve the health of our people, and coordinate on disaster response.

Presidential Determination -- Proposed Agreement for Cooperation Between the Government of the United States of America and the Government of the People's Republic of China Concerning Peaceful Uses of Nuclear Energy

I have considered the proposed Agreement for Cooperation Between the Government of the United States of America and the Government of the People's Republic of China Concerning Peaceful Uses of Nuclear Energy (the "Agreement"), along with the views, recommendations, and statements of the interested departments and agencies.

I have determined that the performance of the Agreement will promote, and will not constitute an unreasonable risk to, the common defense and security.  Pursuant to section 123 b. of the Atomic Energy Act of 1954, as amended (42 U.S.C. 2153(b)), I hereby approve the proposed Agreement and authorize the Secretary of State to arrange for its execution.

The Secretary of State is authorized to publish this determination in the Federal Register.
