Readout of the Vice President's Call with Ukrainian Prime Minister Arseniy Yatsenyuk

Vice President Joe Biden spoke today with Ukrainian Prime Minister Arseniy Yatsenyuk to congratulate the people of Ukraine on holding successful, orderly, democratic elections despite continuing disruptions of law and order by Russian proxies in the eastern part of the country and Russia’s refusal to allow voting in Crimea. The two leaders also discussed the latest negotiations over the supply of gas to Ukraine following Russia’s unilateral decision to halt supplies in June, as well as an expanded international financial support program for Ukraine as the new government pursues urgently needed reforms. Finally, the Vice President noted he is looking forward to discussing how the United States can further assist Ukraine during his visit to Kyiv next month.

Statement by the Vice President on the Passing of Tom Menino

Jill and I were saddened to hear of the passing of our good friend, Boston Mayor Thomas Menino. Tommy was our friend for a long, long time, and he was without a doubt one of the finest Mayors this nation has ever seen. His heart was always as big as the city he loved. And he was, to his core, the very definition of Boston Strong. Unyielding. Absolutely committed.

The poet R. G. Ingersoll could have been describing Tommy when he wrote:

“When the will defies fear;
When duty throws the gauntlet down to fate;
When honor scorns compromise with death - - this is heroism!”
 

In the days following the Boston Marathon bombing Tommy was heroic. He was calm in the face of uncertainty, and resolute as the whole world watched.

Even as he should have been in bed, Tommy stood tall, marching through the streets of Boston with a Louisville Slugger for a walking stick. He was determined to protect the people of his city, whether from high profile tragedies like the bombing or the everyday tragedies of gun violence as a leading member of Mayors Against Illegal Guns.

It was an honor to work with Tommy on the investments that improved Boston’s neighborhoods, schools, housing and infrastructure. The “Menino Way” is evident in every park, every school, and every corner of Boston that emerged safer, cleaner, and stronger than before.

His legacy will live on in the city he loved, and in the example he set for public servants everywhere.

Boston’s first Italian-American Mayor earned what my mother always said was the highest compliment we Irish can give: He was a good man.

Statement by the President on the Passing of Tom Menino

Michelle and I were saddened to hear of the passing of Tom Menino. Bold, big-hearted, and Boston strong, Tom was the embodiment of the city he loved and led for more than two decades.  As Boston's longest-serving mayor, Tom helped make his hometown the vibrant, welcoming, world-class place it is today.  His legacy lives on in every neighborhood he helped revitalize, every school he helped turn around, and every community he helped make a safer, better place to live.  I had a chance to speak with Tom’s wife, Angela, yesterday, and today our thoughts and prayers are with her, with the entire Menino family, and with the people of Boston who Tom loved so much, and who loved him in return.

First Lady Michelle Obama Announces Reach Higher Commencement Challenges

Today, First Lady Michelle Obama announced two commencement challenges via video as part of her Reach Higher initiative.  Schools choosing to participate in the challenges will create video submissions to capture their efforts to make attending and completing college a reality for all students.  Finalists could have the opportunity to hear from the First Lady at their commencement ceremonies in the spring of 2015. 

The Reach Higher initiative is the First Lady's effort to inspire every student in America to take charge of their future by completing their education past high school, whether at a professional training program, a community college, or a four-year college or university. In today’s economy, a high school diploma just isn’t enough. Students have to “reach higher,” which is why the First Lady is working to rally the country around the President's “North Star” goal — that by 2020, America will once again have the highest proportion of college graduates in the world.

The FAFSA Completion Challenge

The First Lady’s “FAFSA Completion Challenge” video urges high schools to increase Free Application for Federal Student Aid (FAFSA) completion rates among their seniors.

As the First Lady says in her video:

“Through FAFSA, the Department of Education provides more than $150 billion each year in loans, grants, and work-study programs that can help you and your family pay for college. That’s why I’m calling on every high school senior in America to complete their FAFSA form starting on January 1st.  And I want students, teachers, school counselors, and administrators to show me how your school is taking action to get more students to fill out their forms this year.  So fill out your FAFSA, make a video, and share it online.” 

Near-Peer Mentoring College Challenge

The First Lady’s “Near-Peer Mentoring College Challenge,” directed at college communities and institutes of higher education, urges them to increase and enhance near-peer mentoring and college immersion experiences on campus for high school students. Research has shown that students connecting with other students, or “near-peers,” can make a significant difference in motivating them to make higher education a reality.

As the First Lady says in her video:

“Last January, I spoke with college presidents from across the country about the importance of reaching out to more of our young people, especially those from underserved communities.  These students have so much potential, but they don’t always get the encouragement and support they need to go to college.  Today, I want to take that discussion to the next level.  That’s why I’m calling on people all across college communities – from student groups to admissions officers to college presidents – to take new steps to open up your campus…”

Statement by NSC Spokesperson Bernadette Meehan on the Situation in Burkina Faso

The United States is deeply concerned about the deteriorating situation in Burkina Faso resulting from efforts to amend the constitution to enable the incumbent head of state to seek another term after 27 years in office. We believe democratic institutions are strengthened when established rules are adhered to with consistency. We call on all parties, including the security forces, to end the violence and return to a peaceful process to create a future for Burkina Faso that will build on Burkina Faso’s hard-won democratic gains.

Statement by the President on the Passing of Zambian President Michael Chilufya Sata

On behalf of the American people, Michelle and I send our condolences to First Lady Dr. Christine Kaseba-Sata and family, as well as the people of Zambia, for the loss of President Michael Chilufya Sata. The United States remains committed to our enduring friendship and partnership with Zambia, and strongly supports a peaceful constitutional transition of power as the country moves forward during this time of sorrow. We will continue to seek opportunities to enhance our bilateral relations, support Zambia’s democratic traditions, increase its development, and bolster its commitment to a free and just society.

Readout of the Vice President’s Call with Northern Ireland First Minister Peter Robinson and Deputy First Minister Martin McGuinness

Vice President Joe Biden spoke separately today with Northern Ireland First Minister Peter Robinson and Deputy First Minister Martin McGuinness to express strong U.S. support for political talks that began October 16th between the parties represented in the Northern Ireland Executive. The Vice President underscored the importance of open dialogue and constructive compromise to resolving differences among the parties and securing more effective governance and a brighter future for the people of Northern Ireland. The Vice President stressed that, as a supporter of the Good Friday and St. Andrews Agreements, the United States stands ready to assist the parties in whatever way possible. In this regard, the Vice President noted that Senator Gary Hart is now in Belfast as the Personal Representative of the Secretary of State, and is ready to play a direct, diplomatic role to facilitate the discussions.

Vice President Joe Biden spoke today with Irish Taoiseach Enda Kenny to discuss bilateral relations and U.S. support for the political talks in Northern Ireland that began October 16th between the parties represented in the Northern Ireland Executive. The Vice President commended the Irish and UK governments for helping to organize the talks as co-guarantors of the Good Friday Agreement, and stressed that the United States also stands ready to assist the parties in whatever way possible. In this regard, the Vice President and Taoiseach discussed the diplomatic role that Senator Gary Hart can play in facilitating the discussions, as the Personal Representative of the Secretary of State.

White House Announces Summit on Early Education

WASHINGTON, DC – On Wednesday, December 10, President Obama will host a White House Summit on Early Education. The Summit will bring together a broad coalition of philanthropic, business, education, advocacy and elected leaders, as well as other stakeholders who are committed to expanding access to high-quality early education. This summit builds on the President’s call in his 2013 State of the Union address to expand access to high-quality early childhood education to every child in America. As part of that effort, the President proposed a series of new investments that will establish a continuum of high-quality early learning for a child—beginning at birth and continuing to age five. This proposal includes extending and expanding evidence-based, voluntary home visiting, growing the supply of effective early learning opportunities for young children through Early Head Start-Child Care Partnerships, and providing Preschool for All. Since the President’s call to action, more than 30 states and cities have established new programs or expanded access to preschool. Studies show that for every dollar we invest in early childhood education, we see a rate of return of $7 or more through a reduced need for spending on other services, such as remedial education, grade repetition, and special education, as well as increased productivity and earnings for these children as adults. 

During the summit, the President will announce the states and communities that will receive $250 million in Preschool Development Grants and $500 million in Early Head Start Child Care Partnership awards to enhance and expand preschool programs and to improve access to high-quality infant and toddler care in high-need communities. In addition to those grant announcements, the President will also highlight new private sector commitments to expand children’s early learning opportunities. Over the last several months, Senior Administration Officials have traveled across the country to hear from local officials, education experts, business leaders, and the philanthropic community about how to best advance the President’s agenda to expand access to high-quality early education for all Americans. Additional details about the summit will be released at a later date.

President Obama Signs New Mexico Disaster Declaration

The President today declared a major disaster exists in the State of New Mexico and ordered federal aid to supplement state, tribal, and local recovery efforts in the area affected by severe storms and flooding during the period of September 15-26, 2014.

Federal funding is available to state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding in the counties of Colfax, Eddy, Lea, Lincoln, Otero, San Miguel, Santa Fe, and Sierra.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

W. Craig Fugate, Administrator, Federal Emergency Management Agency (FEMA), Department of Homeland Security, named Nancy M. Casper as the Federal Coordinating Officer for federal recovery operations in the affected area. 

FEMA said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.
