Readout of the President’s Meeting with the National Security Council on ISIL

This afternoon at the Department of State, the President met with his National Security Council to discuss the status of the comprehensive campaign to counter ISIL.  He received an update on the political and security situation in Iraq and Syria.  The President reviewed ongoing coalition efforts to help train, advise, and equip Iraqi ground forces to reinforce their capacity to effectively counter ISIL.  He also discussed ways to continue to support and strengthen the moderate Syrian opposition in coordination with regional partners.

President Obama Announces Presidential Delegation to Attend the Opening Ceremony of POLIN, the Museum of the History of Polish Jews

President Barack Obama today announced the designation of a Presidential Delegation to Warsaw, Poland to attend the opening ceremony of POLIN, the Museum of the History of Polish Jews on October 28, 2014.

Letter - Continuation of the National Emergency with Respect to Sudan

Dear Mr. Speaker: (Dear Mr. President:)

Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), provides for the automatic termination of a national emergency unless, within 90 days prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date.  In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency with respect to Sudan is to continue in effect beyond November 3, 2014.

The crisis constituted by the actions and policies of the Government of Sudan that led to the declaration of a national emergency in Executive Order 13067 of November 3, 1997, and the expansion of that emergency in Executive Order 13400 of April 26, 2006, and with respect to which additional steps were taken in Executive Order 13412 of October 13, 2006, has not been resolved.  These actions and policies continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  Therefore, I have determined that it is necessary to continue the national emergency declared in Executive Order 13067 with respect to Sudan.

CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT TO SUDAN
 

On November 3, 1997, by Executive Order (E.O.) 13067, the President declared a national emergency with respect to Sudan and, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706), took related steps to deal with the unusual and extraordinary threat to the national security and foreign policy of the United States posed by the actions and policies of the Government of Sudan.  On April 26, 2006, in E.O. 13400, the President determined that the conflict in Sudan's Darfur region posed an unusual and extraordinary threat to the national security and foreign policy of the United States, expanded the scope of the national emergency to deal with that threat, and ordered the blocking of property of certain persons connected to the conflict.  On October 13, 2006, the President issued E.O. 13412 to take additional steps with respect to the national emergency and to implement the Darfur Peace and Accountability Act of 2006 (Public Law 109-344).
 
The actions and policies of the Government of Sudan continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  For this reason, the national emergency declared in E.O. 13067 of November 3, 1997, expanded on April 26, 2006, and with respect to which additional steps were taken on October 13, 2006, must continue in effect beyond November 3, 2014.  Therefore, consistent with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency with respect to Sudan declared in E.O. 13067.
 
This notice shall be published in the Federal Register and transmitted to the Congress.

Readout of the President’s Calls with New York Officials

The President spoke by telephone Thursday night with New York Governor Andrew Cuomo and, separately, with New York City Mayor Bill de Blasio regarding the diagnosis of an Ebola case in New York City. The President noted the extensive preparations that New York City and, in particular, Bellevue Hospital Center, where the patient is being treated, have undertaken to prepare for this contingency. They discussed the deployment of officials from the Centers for Disease Control and Prevention (CDC), some of whom were already on the ground in New York City, and the President noted that an additional CDC response team would be in New York City by late Thursday night. The President offered the Governor and Mayor any additional federal support necessary to provide the highest standard of patient care, maintain the strictest safety protocols for healthcare workers, and to identify and, as necessary, monitor any contacts of the patient potentially at risk of exposure. The President expressed that his thoughts and prayers are with the patient and concluded the call by asking the Governor and Mayor to remain in close contact with his team, including Health and Human Services Secretary Sylvia Burwell, Ebola Response Coordinator Ron Klain, and CDC Director Tom Frieden.

Jay N. Lerner, Nominee for Inspector General, Federal Deposit Insurance Corporation

Jay N. Lerner currently serves as Chief of Staff and Senior Counsel in the Office of the Inspector General at the Department of Justice (DOJ), a position he has held since 2011.  He served as Assistant Chief in the Fraud Section of the Criminal Division at DOJ from 2008 to 2011.  Before rejoining DOJ, Mr. Lerner held various positions at the Department of Homeland Security from 2004 to 2008, including Deputy Chief Counsel in the Transportation Security Administration, Chief Counsel for Security in the Office of the General Counsel, and Associate General Counsel for Strategic Oversight and Review.  From 1992 to 2002, Mr. Lerner held several positions within the Criminal Division at DOJ.  From 2001 to 2002, he was Counsel for Multilateral Affairs in the Office of International Affairs, and from 1997 to 2001 he served as a Special Assistant to the Assistant Attorney General.  From 1994 to 1997, Mr. Lerner was a Trial Attorney in the Narcotic and Dangerous Drug Section, and from 1992 to 1994, he was a Trial Attorney in the Money Laundering Section.  Mr. Lerner taught criminal law and law enforcement courses at The George Washington University between 1995 and 2002.  He received a B.S. from the University of Illinois at Urbana-Champaign and a J.D. from the University of Pennsylvania Law School.

Azita Raji, Nominee for Ambassador to the Kingdom of Sweden, Department of State

Azita Raji is a Member of the President’s Commission on White House Fellowships, a position she has held since 2013.  Ms. Raji is engaged in various leadership roles with several civic and non-profit institutions in New York and the District of Columbia.  She has served as a Commissioner of the Smithsonian National Portrait Gallery since 2014.  Since 2013, Ms. Raji has served as a Director of the National Partnership for Women and Families, a Member of the Bretton Woods Committee, and an Advisory Board Member of the Economic Advisory Council at the Center for American Progress.  In addition, she has been an Advisory Board Member of the Columbia Business School Social Enterprise Program since 2011, and a Trustee and Executive Committee Member of Barnard College at Columbia University since 2010.  Ms. Raji was also a Founding Co-chair and Advisory Board Member of Athena Center for Leadership Studies at Barnard College from 2009 to 2013.  A former investment banker and a Member of the Institute for Chartered Financial Analysts since 1991, she held senior positions at several firms, including J.P. Morgan Securities.  She was National Finance Vice-Chair for Obama for America in 2012.  Ms. Raji received a B.A. from Barnard College, Columbia University and an M.B.A. from Columbia Business School.

Dr. Michael Feuer, Appointee for Member, Board of Directors of the National Board for Education Sciences

Dr. Michael Feuer is currently the Dean of the Graduate School of Education and Human Development and Professor of Education Policy at The George Washington University, positions he has held since 2010.  From 1993 to 2010, Dr. Feuer held a number of positions at the National Research Council of the National Academy of Sciences, including Executive Director of the Division of Behavioral and Social Sciences and Education from 2002 to 2010, Director of the Center for Education from 1999 to 2002, and the Director of the Board on Testing and Assessment from 1993 to 1999.   Dr. Feuer was a Senior Analyst and Project Director at the U.S. Congress Office of Technology Assessment from 1986 to 1993.  He was a faculty member at Drexel University from 1981 to 1988, and a senior researcher at the University of Pennsylvania’s Higher Education Finance Research Institute from 1980 to 1981.  Since 2013, he has served as the President of the National Academy of Education. Dr. Feuer received a B.A. from Queens College, and an M.A. and Ph.D. from the University of Pennsylvania. 

Herbert Block, Appointee for Member, Commission for the Preservation of America’s Heritage Abroad

Herbert Block is Assistant Executive Vice-President of the American Jewish Joint Distribution Committee, a position he has held since 1999.  He was first appointed to the Commission for the Preservation of America’s Heritage Abroad in 2011.  Previously, he served as Assistant Director for Intergovernmental and Public Affairs for the New York City Independent Budget Office from 1996 to 1999, and was Deputy Director for Intergovernmental Relations at the Corporation for National and Community Service from 1994 to 1995.  Mr. Block was Assistant to the Mayor of the City of New York from 1990 to 1993 and a Special Assistant to the Manhattan Borough President from 1986 to 1989.  He is a member of the Board of Directors of the World Jewish Restitution Organization.  Mr. Block received a B.A. from Columbia University and a J.D. from Brooklyn Law School.

Dr. Richard H. Weisberg, Appointee for Member, Commission for the Preservation of America’s Heritage Abroad

Dr. Richard H. Weisberg is the Floersheimer Professor of Constitutional Law at the Benjamin N. Cardozo School of Law at Yeshiva University, a position he has held since 1976.  He was first appointed to the Commission for the Preservation of America’s Heritage Abroad in 2011.   Dr. Weisberg began his academic career as Assistant Professor of French and Comparative Literature at The University of Chicago in 1970 and is currently a Visiting Professor of Law.  He is the founding and current president of the Law & Humanities Institute and founding and general editor of a periodical, Law and Literature.  Dr. Weisberg is a recipient of Guggenheim and Rockefeller Foundation fellowships.  In 2009, he was awarded the Legion of Honor by the French government for his work to provide restitution from France to victims of the wartime Vichy regime.  Dr. Weisberg received a B.A from Brandeis University, a J.D. from Columbia Law School, and a Ph.D. from Cornell University.

Dr. Gary P. Zola, Appointee for Member, Commission for the Preservation of America’s Heritage Abroad

Dr. Gary P. Zola is the Executive Director of The Jacob Rader Marcus Center of the American Jewish Archives.  He also serves as Professor of the American Jewish Experience at Hebrew Union College-Jewish Institute of Religion in Cincinnati, Ohio.  Dr. Zola was first appointed to the Commission for the Preservation of America’s Heritage Abroad in 2011.  He is a member of the Organization of American Historians, the American Historical Association, and the Academic Council of the American Jewish Historical Society.  From 2002 to 2005, he was Chair of the Commission for Commemorating 350 Years of American Jewish History and from 2006 to 2010, he was a member of the Advisory Committee of the Abraham Lincoln Bicentennial Commission.  Dr. Zola received a B.A. from University of Michigan, Ann Arbor, an M.A. from Northwestern University, and an M.A., Rabbinic Ordination, M.Phil., and Ph.D. from the Hebrew Union College – Jewish Institute of Religion.

Upcoming Guidance on “A Salute to the Troops: in Performance at the White House”

As part of the “In Performance at the White House” series and the Joining Forces initiative, the President and First Lady will invite music legends, members of the U.S. military, military veterans, and their families to the White House on Thursday, November 6 for a celebration of the men and women who serve the United States.

The program on the South Lawn will have a live audience that will include hundreds of military service members, veterans, and their families. The event will feature performances by Mary J. Blige, Common, John Fogerty, Willie Nelson, Romeo Santos, as well as active duty military members Army SGT. Christiana R. Ball, Marine Corps Capt. Matt Smith and Capt. John Ed Auer, with Don Was as music director. The rock band Daughtry will also perform via satellite from a USO concert at Yokota Air Base in Japan. The President’s remarks will be pooled press and the entire event will be streamed live at WhiteHouse.gov/live starting at 7:25 PM ET. “A Salute to the Troops: In Performance at the White House” will be broadcast Friday, November 7 at 9:00 PM ET on PBS stations nationwide (check local listings), as part of the PBS Arts Fall Festival. 

In addition to the concert at the White House, there will be a live-viewing by active duty members of the military from the USO Warrior and Family Center at Fort Belvoir, Virginia. Footage of their participation will be included in the concert event and the broadcast. The program will also be broadcast on November 11, Veterans Day, via the American Forces Network to American service men and women and civilians at U.S. Department of Defense locations around the world.

As with previous White House music events, the First Lady will host a special daytime workshop for students on November 6. The First Lady will welcome high school students from military communities in the greater Washington, Maryland, and Virginia area to take part in an interactive student workshop: “The Stars and Stripes Forever: A History of Music and the Military.” Robert Santelli, Executive Director of The GRAMMY Museum® in Los Angeles, will give participating students an overview of the origins of music’s place in military life and explore the impact of music in times of war. Featured performers from the evening event will share their experiences as well as answer student questions about the music and entertainment world.

The workshop, “The Stars and Stripes Forever: A History of Music and the Military,” will stream live on WhiteHouse.gov/live.

“A Salute to the Troops: In Performance at the White House” will be the thirteenth “In Performance at the White House” program during President Barack Obama’s administration. From February 2009 to the most recent broadcast in April 2014, these latest “In Performance at the White House” events have honored the musical genius of Stevie Wonder, Sir Paul McCartney, Burt Bacharach, Hal David and Carole King; celebrated Hispanic musical heritage during Hispanic Heritage Month; marked Black History Month with events featuring the music of Motown, Memphis Soul, Women of Soul, the Blues, and from the Civil Rights Movement; explored the rich roots of Country music; and spotlighted Broadway and the unique spirit of the American musical. Readout of President Obama’s Call with Texas Presbyterian Hospital Workers

Today, President Obama convened a telephone call with healthcare workers at Texas Presbyterian Hospital in Dallas to thank them for their courage and perseverance in dealing with the first cases of Ebola to appear in the United States. The President conveyed his thoughts and prayers to their two colleagues who were infected with Ebola and wished them a speedy recovery. He emphasized the importance of integrating lessons learned from Dallas into response plans going forward, and reviewed the additional steps that have been taken to strengthen the Nation’s ability to respond quickly and effectively should new Ebola cases emerge. The President concluded by noting the difficult conditions under which doctors, nurses, lab technicians, and caregivers work on a daily basis in hospitals throughout the country, and praised Texas Presbyterian staff for staying focused on the vital mission of caring for others in times of need regardless of the difficult circumstances.

FACT SHEET: The U.S. Government’s Response to Ebola at Home and Abroad

At the President’s direction, the U.S. Government is coordinating and operationalizing a comprehensive strategy to respond to the threat of Ebola here at home, enhance our broader domestic preparedness, and contain the epidemic in West Africa.

The President’s priority is the health and safety of Americans, and he has directed his team to take all necessary steps to stop the chain of transmission and address any shortcomings that come to light. Over the longer-term, we recognize that the only way to prevent additional cases at home will be to contain and end the epidemic at its source in West Africa.

Enhancing Our Domestic Preparedness 

The President has remained focused on strengthening our coordination with and support for state and local officials in Dallas, Texas, as we also enhance our broader nationwide preparedness.

In recent days, the administration has announced:

New screening measures and travel restrictions: Earlier this month, the Department of Homeland Security (DHS), with the Centers for Disease Control and Prevention (CDC), implemented enhanced screening measures at five airports around the country—New York’s JFK, Newark, Dulles, Atlanta, and Chicago. As of today, all passengers arriving in the United States from or through one of the three countries will be required to fly into one of these five airports that have the enhanced screening and additional resources in place. Passengers flying into one of these airports whose travel originated in Liberia, Sierra Leone, and Guinea are subject to secondary screening and added protocols, including having their temperature taken, before they can be admitted into the United States. At present there are no direct, non-stop commercial flights from Liberia, Sierra Leone or Guinea to any airport in the United States. 

New active post-arrival monitoring: CDC today announced that, in addition to exit screening and enhanced entrance screening as an added safeguard, state and local public health authorities will begin active post-arrival monitoring of all passengers whose travel originates in Liberia, Sierra Leone, or Guinea and who arrive in airports conducting enhanced screening. Under this protocol, state and local health officials will maintain daily contact with all travelers from the three affected countries for the entire 21 days following their last possible date of exposure to Ebola virus. Active post-arrival monitoring will begin next week in the six states where approximately 70 percent of incoming travelers are located: New York, Pennsylvania, Maryland, Virginia, New Jersey, and Georgia.  State authorities have agreed that active post-arrival monitoring will begin in the rest of the states in the days following.  

Specifically, state and local authorities will require travelers to report:

  • Their temperature daily;
  • The presence or absence of other Ebola symptoms, such as headache, joint and muscle aches, weakness, diarrhea, vomiting, stomach pain, lack of appetite, or abnormal bleeding; and,
  • Their intent to travel in-state or out-of-state.

Tightening of protocols: The CDC team has made specific improvements in the areas of personal protective equipment and infection control guidance, focusing on no skin exposure, rigorous training, and a trained monitor who watches healthcare workers take on and off personal protective equipment (PPE).

Dedicated Response Team: CDC is creating dedicated CDC response teams – an Ebola “SWAT” team – that could be on the ground within a few hours at any hospital that receives a confirmed patient with Ebola to assist hospitals.

Enhanced training and outreach: CDC is doing enhanced training designed to educate all of the relevant stakeholders, from frontline healthcare workers to hospital executives as well as local officials, on the lessons-learned from Dallas and how to respond to a potential Ebola case. Thousands of officials have taken part in these sessions, which will continue going forward.

Department of Defense (DoD) Medical Support Team: As an added prudential measure to ensure our nation is ready to respond quickly, effectively, and safely in the event of additional Ebola cases, Secretary Hagel has ordered his Northern Command Commander to prepare and train a 30-person expeditionary medical support team that could, if requested by the Department of Health and Human Services, provide short-notice assistance to civilian medical professionals in the United States. The team will consist of 20 critical care nurses, 5 doctors trained in infectious disease, and 5 trainers in infectious disease protocols.

Ensuring Federal, State, and Local Coordination: In order to ensure the Dallas response is able to leverage effective coordination between the federal, state, and local levels in Dallas—as well as with frontline healthcare workers—the administration, working closely with state and local Texas officials, has deployed a White House liaison to Dallas and appointed a FEMA coordinator to ensure all federal assistance is meeting the needs on the ground.

We also have facilitated the coordination and expertise of the Environmental Protection Agency, Occupational Safety and Health Administration, and the Department of Transportation with state and local authorities to ensure the Ebola-contaminated materials are treated, packaged, transported and destroyed safely and efficiently.

Ongoing U.S.-Led International Response to Stop Ebola in West Africa

Just as we fortify our domestic health infrastructure, the Administration has led an international coalition to stamp the virus out at its source in West Africa. The response leverages a civilian-led whole-of-government effort that calls upon the unique capabilities of the U.S. military to help bring the epidemic under control. We have been at this since March, when the first cases were reported, and we have scaled up that effort since:

  • Deployment of key medical and expert personnel: The United States has deployed to West Africa more than 170 civilian medical, healthcare, and disaster response experts from multiple U.S. government departments and agencies, some of whom are part of the U.S. Agency for International Development’s (USAID) Disaster Assistance Response Team.
  • Scaling-up the DoD presence:  DoD announced the planned deployment of 3,200 troops, including 1,100 in the next two weeks. More than 600 U.S. military personnel are now in the region, and the total troop commitment will depend on the requirements on the ground. Personnel from the U.S. Naval Medical Research Center continue to operate three mobile medical labs, which provide 24-hour turnaround results on samples.
  • U.S. financial support: The United States has obligated more than $300 million toward fighting the outbreak in West Africa and announced its intentions to devote more than $1 billion to the whole-of-government Ebola response effort, by far the largest investment by any donor.
  • International financial support: This financial commitment had helped us galvanize support from international partners. Since the President’s speech at the CDC in mid-September, countries and international organizations have pledged more than $800 million to the effort, while also committing significant contributions of personnel, aircraft, and resources on the ground.
  • New hospital for infected workers: DOD is finishing construction of a hospital for infected medical workers, which will be operational and staffed by U.S. Public Health Service officers starting in November.
  • Progress on Ebola Treatment Units: The U.S. military is overseeing the construction of up to 17 100-bed Ebola Treatment Units (ETUs) in Liberia. The construction of three ETUs is underway, and they will be completed in November. The U.S. government also supports the construction of several ETUs by international NGOs in Liberia.
  • Community Outreach and Safe Burials: U.S. support helps to inform, educate and better equip communities to protect themselves and their loved ones against Ebola. Additional U.S. support has helped Liberia increase to 65 the number of safe burial teams working across every county to safely and respectfully dispose of bodies, largely reducing a primary vehicle of transmission of the disease.

Vice President Joe Biden met with German Vice Chancellor Sigmar Gabriel today at the White House to discuss bilateral relations and common challenges such as ISIL, Ebola, and Russia’s continued efforts to destabilize eastern Ukraine. The Vice President and Vice Chancellor agreed on the strategic importance of the Transatlantic Trade and Investment Partnership (T-TIP) for supporting economic opportunities on both sides of the Atlantic, and on the importance of sustaining growth in the Eurozone and the wider global economy. The Vice President thanked the Vice Chancellor for Germany’s leadership and strong support for Ukraine in the face of Russian aggression, for its support in the fight against ISIL, and for its contributions to fighting Ebola in West Africa.
