In the morning, the President will deliver remarks marking the fifth anniversary of the Affordable Care Act and highlighting how the health care law is improving health care quality and lowering costs. The President’s remarks will be at a kick-off meeting of the Health Care Payment Learning and Action Network, which aims to bring public and private sector actors together to build on the Affordable Care Act's efforts to move health care toward a system that provides the best care for patients and pays providers based on the quality, rather than the quantity of care they give patients. Later in the morning, the President will host the 2015 White House Science Fair and celebrate the student winners of a broad range of science, technology, engineering, and math (STEM) competitions from across the country, and announce new private-sector commitments to inspire and prepare more girls and boys to excel in the STEM fields. This year’s Science Fair has a specific focus on diversity and includes many students. In the afternoon, the President will host and deliver remarks at the SelectUSA Investment Summit at the Gaylord National Resort and Convention Center. SelectUSA, created in 2011, is the first-ever federal effort to bring job-creating investment to the United States, promoting the United States as the world’s premier business location, and providing easy access to federal-level programs and services related to business investment. The 2015 SelectUSA Investment Summit aims to connect investors from around the world with representatives from nearly every U.S. state and territory. This event is open to pre-credentialed media.

In the morning, the President will sign an Executive Order, titled “Planning for Sustainability in the Next Decade,” which will cut the Federal Government’s greenhouse gas (GHG) emissions 40 percent over the next decade from 2008 levels -- saving taxpayers up to $18 billion in avoided energy costs -- and increase the share of electricity the Federal Government consumes from renewable sources to 30 percent. In the afternoon, the President will host Their Royal Highnesses The Prince of Wales and The Duchess of Cornwall for a meeting in the Oval Office; the Vice President will also attend. The Prince and The Duchess are visiting the United States March 17-20 to engage in activities to promote the United Kingdom’s partnership with the United States in such key areas as combatting climate change, creating opportunities for youth, encouraging corporate social responsibility, and preserving historical and cultural links. There will be a pool spray at the top of this meeting in the Oval Office.

In the morning, the President and the Vice President will meet with Prime Minister (Taoiseach) Enda Kenny of Ireland in the Oval Office to discuss issues of mutual concern. There will be a pool spray at the bottom of this meeting.

Afterward, the President and Irish Prime Minister Enda Kenny will attend a St. Patrick’s Day lunch at the United States Capitol. The Vice President will also attend. There will be in-town travel pool coverage of the entertainment.
