Reduction Reports to Congress. In the appropriations bills in which the Congress provides appropriations, Congress may also enact reductions to the appropriations, including reductions to appropriations provided in prior fiscal years. In some cases, the language making the reductions also requires that the Administration report to the Congress on how the reductions were applied. 


Report on Expenditures from the Emergency Response Fund are quarterly reports sent to the Congress on the use of the Emergency Response Fund (ERF) appropriations provided by the 2001 Emergency Supplemental Appropriations Act for Recovery from and Response to Terrorist Attacks on the United States (P.L. 107-38).


OMB Report on Disaster Relief Funding. This report to the Committees on Appropriations and the Budget was prepared pursuant to section 251(b)(2)(D)(ii) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended (BBEDCA). It contains information on the average funding provided for disaster relief over the previous ten years (excluding the highest and lowest years). In addition, this report includes a preview estimate of the adjustment for disaster funding for fiscal year 2012 that will typically be included annually, pursuant to section 254(e) of BBEDCA, as amended by section 103(2) of the Budget Control Act of 2011, in OMB’s Sequestration Update Reports.
