Workplace, Inc. Youthbuild
This is one of the projects that the Recovery Act funded through YouthBuild to focus on the energy-efficient building construction and retrofit industries. In Bridgeport, Youthbuild participants will have the opportunity to earn the Pre-Apprenticeship Certificate Training (PACT) of the Home Builder's Institute (HBI). Participants who earn a PACT certificate have the entry-level skills to secure entry-level employment in their chosen trade (carpentry, electrical, plumbing, landscaping, masonry, and facilities maintenance. Completion of the YouthBuild program will qualify participants to enter an apprenticeship in the Carpenter's Union Local 210 as a second year apprentice.

Military family housing
Not only will this project improve the living situation of dozens of military families, but the improvements will increase energy efficiency on Eilson Air Force Base. This project will replace 72 1962-vintage military family housing units at Eielson Air Force Base, AK, with 76 modern homes that are more energy efficient. This project was awarded for $50 million in August 2009 to Lakeshore Engineering Services, a small business concern, and started construction in September 2009.

Abengoa Solar, Inc.
Abengoa Solar, Inc. the US subsidiary of Abengoa SA, a Spanish conglomerate, was awarded a $1.4 million Recovery Act loan guarantee through the Department of Energy to construct a parabolic trough concentrating a solar thermal power plant known as Solana. If Solana were operating today, it would be the largest solar power plant in the world, providing more solar electricity per customer than any utility in the United States. The project will have total capacity of 280 MW gross/250 MW net and will be located on an approximately 3,000 acre site near Gila Bend, Arizona, about 70 miles west of Phoenix. Solana is anticipated to provide electricity to power 70,000 homes while avoiding over 475,000 tons of greenhouse gases annually that would otherwise contribute to global warming and climate change. The project will be funded by the proposed DOE loan guarantee of $1,446 million and equity of $530 million.The construction of Solana will create about 1,600 construction jobs, and the plant will employ 61 skilled full-time workers once completed. Abengoa estimates that Solana will bring about $1 billion of investment to the state of Arizona, particularly the Gila Bend area.

The City of Batesville
The city of Batesville received $10 million of ARRA funds, $6.3 million of which were principal forgiveness, to replace the existing wastewater mains (to the treatment facility) with a 3,100 linear foot gravity sewer. 1,700 linear feet is constructed as a 54 inch tunnel under the local golf course. Batesville previously transported all sanitary wastewater via a pumping station and two force mains, the larger of which is often submerged in the White River. The project saves 62 percent of energy, or about 700,000 kW hours/year over the minimum 40 year life of the tunnel.

Caldecott Tunnel
The California Department of Transportation is using $198 million in Recovery Act funds to expand the Caldecott Tunnel, which connects the Contra Costa suburbs to the city of Oakland through the Oakland Hills. The additional two-lane bore will bring the total number of east/west lanes to eight and is expected to alleviate congestion on Highway 24 for approximately 160,000 daily commuters.

The Western Governors' Association - Interconnection Transmission Planning and Analysis
The Western Governors' Association in Denver received $12 million for Interconnection Transmission Planning and Analysis. The funds support transmission planning for the country’s three interconnection transmission networks, promoting collaborative long-term analysis and planning for the Eastern, Western and Texas electricity interconnections. This helps States, utilities, grid operators, and others prepare for future growth in energy demand, renewable energy sources, and Smart Grid technologies. This project represents the first-ever effort to take a collaborative, comprehensive look across each of the three transmission interconnections.

White Optics, LLC
A grant of $1.5 million from the Department of Energy was provided to White Optics, LLC, a lighting technology company in Newark. White Optics, working in conjunction with Crowell Corporation of Newport, DE will use this grant to develop and manufacture coatings that will make existing LED and fluorescent lights more energy efficient, resulting in operational cost savings. Officials believe the production of coatings made possible by this grant could eventually lead to the creation of 100 Delaware jobs. Eric Teather, White Optics' president, said the use of new materials developed by White Optics could cut the operating cost of a single, standard fluorescent office light fixture by $40 annually, while also saving electricity and reducing waste heat that can drive up air conditioning costs.

DHS Consolidation and Development of St. Elizabeths Campus
GSA’s largest-ever construction project, and the largest project in the DC area since the construction of the Pentagon, is the development of a consolidated headquarters for the Department of Homeland Security at the St. Elizabeths campus in southeast DC. Construction is underway for a new headquarters building for the U.S. Coast Guard. GSA is also making sure the project benefits the local community by setting up an on-site Opportunities Trailer where local workers and businesses can find opportunities for jobs or subcontracts on the project.

Emerald Forest Products, Inc. Sawmill & Shavings plant

The City of Naperville
The City of Naperville was awarded an $11 million Smart Grid Investment Grant from the Department of Energy. Naperville will deploy more than 57,000 smart meters and install the infrastructure and software necessary to support and integrate various smart grid functions and the two-way flow of information between the utility and customers. The project will complete the automation of the city’s electric grid, which will provide automatic, computerized meter readings in real-time permitting streamlined customer billing and increased billing accuracy. The smart meters will allow residents and businesses to analyze and adjust their energy usage patterns, thus conserving energy and controlling consumption and costs.

Brevini Wind
Located in Muncie, IN, Brevini Wind is a wind gear box manufacturer that received a $12.75 million 48c renewable energy tax credit through the Recovery Act. The company recently signed a $100 million agreement with WinWind, a Finnish manufacturer of wind power plants, for the supply of main drives for WIWIND’S 3 MW Turbines. The main drive units are one of the most important, complex and expensive components in wind turbines – and have largely been produced outside the United States at this point. Brevini is hiring and training manufacturing and quality control managers now.

Appliance Park
Appliance Park, in Louisville, KY, is the site of an investment from General Electric (GE), supplemented through the Department of Energy. GE is investing $600 million to expand their manufacturing of energy-efficient appliances. Their investment is being supported by $24.8 million in Recovery Act funds through the Section 48C Advanced Energy Manufacturing Tax Credit. These energy-efficient water heaters which Appliance Park will manufacture are the first new product line at Appliance Park in the last 50 years.

The North Oaks Health system
A $99 million issuance will be used to finance a 200,000 square foot, five-story hospital tower, expanding North Oaks’ existing facility. The new space will include 14 new operating room suites, 12 outpatient surgery beds, and 67 new inpatient rooms. The North Oaks Health system was originally forced to put this plan on hold in December 2008, due to the financial downturn’s effects on the municipal finance market. However, with the lower costs associated with the Build America Bond program, the hospital was able to renew its plans.

The North Oaks Health system
American Infrastructure won a Recovery Act funds resurfacing project on MD 650 in Silver Spring, MD. The project was the first Recovery Act project to break ground in Maryland and nationwide. American Infrastructure says they were able to rehire 20 people who had been laid off to work on the project, and will employ a total of 60 people over the course of the contract.

The New Bedford Harbor Superfund site
New Bedford Harbor, Superfund Site Cleanup: The New Bedford Harbor Superfund site in New Bedford, Massachusetts received $30 million in Recovery Act funds on April 15, 2009 to accelerate the ongoing cleanup of an urban tidal estuary with sediments that are highly contaminated with polychlorinated biphenyls (PCBs) and heavy metals. The project has already created 82 new jobs, and will help facilitate the City’s plans to develop shoreline public access and wetland restoration in the upper and lower harbor areas. Since initiating ARRA-funded work in June, EPA has dredged approximately 25,000 cubic yards of contaminated sediments.

A123 is using its $249 million award to build battery factories in Livonia, Romulus and Brownstown, Michigan. The company, which received its award on December 3, 2009, has already reported the creation of 90 new jobs, and expects to hire over 3,000 people by 2012. A123 has partnerships with several well known carmakers, and the company's first large scale plant is a great story of American innovation. The company started as a spinoff from MIT's labs in 2001, with help from a $100,000 DOE Small Business Innovation Research grant. Since its inception, A123's small, five-person operation has grown to 1,600 employees worldwide. In 2009, A123 held a successful initial public offering and raised over $300 million.

Mississippi State Port Authority and the KCS Railway Company
In Gulfport, MS, a TIGER grant of $20 million was provided for a public-private partnership between the Mississippi State Port Authority and the KCS Railway Company. Upgrades to the KCS Line include new rail and ties; improved and additional siding; installation of new switches and other modernization devices. These improvements will accommodate double-stacked containers, which cannot be efficiently and effectively moved over the existing rail line. St. Louis Eads Bridge
St. Louis Eads Bridge - ARRA funds will support the Eads Bridge rehabilitation under a design/build concept. Completed in 1874 and spanning the Mississippi River between Missouri and Illinois at St. Louis, the Eads Bridge is 6,442 feet in length and has a clearance of 50 feet above high water. A part of the National Historic Landmarks program, the Eads Bridge was originally constructed of cast iron, wrought iron, steel members and stone masonry. This project is anticipated to create approximately 875 construction-related jobs over its two-year life. The implementation of this rehabilitation project will require the services of engineering firms to develop designs, as well as contractors to perform the work.

Office of Native American Program Projects - Blackfeet Housing
Office of Native American Program Projects - Blackfeet Housing, in Browning, Montana, received $2,672,486 in Recovery Act funding. The funds are being used to moderately rehabilitate 223 homes. Part of the rehabilitation will be mold remediation. In addition, they are acquiring one duplex and the adjoining lot for student housing. The They are also offering weatherization grants to 45 qualified homeowners to assist them in making their homes more energy efficient. Forty-nine jobs have been created and 86.4 percent of the funds have been expended, as of June 1, 2010.

Community Hospital Association
The Community Hospital Association secured $17 million in ARRA funding to expand McCook’s Community Hospital and better serve the community needs. Funding for the project was provided through a $17 million Rural Development community facility loan, funded under the Recovery Act. An additional $15 million Rural Development community facility guaranteed loan was financed through Thayer County Bank of Hebron, Neb., representing a group of Independent Community Banks in Nebraska. Environmental Cleanup, Kingston
The Environmental Protection Agency provided a grant for the cleanup of a superfund site in Kingston, NH. The 58-acre Ottati and Goss/Great Lakes Container Corp., site is a former steel drum recycling and reconditioning facility. EPA added the site to the National Priorities List in 1983. EPA is using the approximately $2 million in Recovery Act funds allocated to this site to support the ongoing implementation of the ground water remediation strategy, in situ chemical oxidation. The funds were sufficient to fund the second of three planned injection rounds and the site’s ongoing environmental monitoring.

Cleanup of Cornell Dubilier Superfund site
The Cornell Dubilier Electronics site in South Plainfield, New Jersey received $30 million in ARRA funding to accelerate the cleanup of the contaminated soil and debris. The soil is contaminated with semi-volatile organic compounds, metals, and PCBs. Addressing the contaminated soils will allow redevelopment to begin at the industrial park, which is part of a Borough of South Plainfield approved redevelopment plan. Work at the site created nearly 60 jobs in the last quarter and more than 41,000 tons of soil are treated.

Broadband Service in Northern Rio Grande Valley
Through USDA Rural Development’s Broadband Initiatives Program, the Pueblo de San Ildefonso received $632,225 loan and $632,225 Grant for the TewaCom Broadband Initiative (TBI) to expand broadband service in the Northern Rio Grande Valley of New Mexico. This project will be an important part of a regional approach to overcome persistent barriers associated with rural broadband deployment in Northern Rio Grande Valley. San Ildefonso Pueblo is a partner in REDI (Northern New Mexico Regional Economic Development Initiative), which will deploy a regional open network. The network will support the multiple purposes of economic development, education, healthcare, and sustainable energy development funds and will enable the Pueblo to quickly expand its service network to 2,405 households. This project will directly support regional economic development efforts currently being implemented in New Mexico. In addition, jobs will be created by Pueblo de San Ildefonso solar and geothermal energy projects dependent on broadband services.

LIRR Atlantic Avenue Viaduct
LIRR Atlantic Avenue Viaduct Phase IIA - The massive rehabilitation of the 107-year-old Atlantic Avenue Viaduct will restore this much-traveled and critical stretch of railroad infrastructure to a state of good repair. Rehabilitation includes replacing 86 steel spans as well as installing new employee walkways to improve safety. This project is one part of a larger $400 million ARRA transit grant, which created or sustained more than 120 direct jobs in the first quarter of 2010. The ARRA funds will be used to make critical structural replacements along the 1.5 mile elevated structure which carries Long Island Railroad (LIRR) customers between Jamaica and Downtown Brooklyn. With more than 25,000 customers each week, and an additional 16,000 on the weekend, the route is a high-traffic segment along the LIRR.

New Equipment for LED Lighting
Cree is the leading US manufacturer of solid state lighting. Cree Inc was selected to receive a $39 million tax credit to purchase new equipment to add capacity and capability to lower production costs of LED chips and fixtures. Nelsonville Bypass
The Ohio Department of Transportation has received $138 million for the Nelsonville Bypass project which is the largest infusion of Recovery Act funds Ohio has received for a single project. The Ohio DOT has already broken ground on the new 8.5 mile, four-lane highway to divert freight traffic away from town. The project is already on its way to supporting 305 jobs. The Nelsonville Bypass will take trucks off the local roads, which will allow the 620,000 trucks that travel this route every year to pass through more quickly and efficiently. The new bypass, which is the final upgrade of the U.S. 33 corridor in southeast Ohio, will also provide the needed transportation infrastructure to support current and future commerce to Appalachia.

Restoration of the Sallisaw Creek Dam
The Sallisaw Creek dam is one of the largest flood control structures in the region and is currently in dangerous condition, due to aging. Flooding is acutely dangerous in this area, due to the close proximity of residences to the creek, and the sloped and narrow nature of the watershed. With ARRA support, the dam will be brought up to current safety standards. Once restored, the dam will protect homes, agricultural land, and public works from flooding and prevent dam failure. The area protected by the project is characterized by high poverty rates and includes a significant Cherokee Tribal population. The project also protects Interstate 40, a major economic catalyst for the region. The project reservoir behind the dam will provide water for 20,000 people, including the community of Stilwell, Oklahoma. The messages for this event are public safety and the importance of maintaining reliable supplies of water for communities, including low income populations. Benefits from the rehabilitation of the dam will increase public safety and provide $20.7 million in flood-reduction benefits over the dam’s 100-year life. The lake created by the dam provides 3,000 acre-feet of municipal water storage for the Stilwell Area Development Authority

Manufacturing Facility Expansion
Headquartered in Washington State, Itron, Inc is a manufacturing and information integration company and a leading technology provider to energy and water industries throughout the world. One of its two US manufacturing facilities is located in Oconee County, West Union, South Carolina. The plant manufactures component circuit boards and AMI meters. This facility was recently expanded to accommodate increasing order for smart grid related components, and is expected to increase man hours and hire more workers to accommodate new orders as a direct result of DOE’s selections for Smart Grid Demo and Investment Grants. Expected deals include CenterPoint in Huston TX, Detroit Edison, Southern Edison, and San Diego—all very large projects supported by ARRA Smart Grid Investment Awards. The $5.2 million Recovery Act 48C Tax credit will help them re-equip their West Union, SC facility to help with an increase in demand for their OpenWay CENTRON. This meter is a fully interoperable, solid-state smart meter with a built-in, two-way communications path and integrated remote on/off switch. The CENTRON meter is the first advanced meter for the residential market providing open-standards architecture, modular design for communications flexibility, and extensive functionality to support smart grid infrastructure. The reequipping of the facility in this project will allow an annual production capacity of 4 million meters. Itron estimates that one year's production of the meters will be able to reduce electricity use by approximately 1.7 million MWh per year.

Automotive Industrial Park Expansion
The Economic Development Administration (EDA) is expanding an automotive industrial park expansion in Hamilton County, Tennessee. Bridge Deck Replacements

Richmond Bridge Rehabiliation

Manassas Railroad Crossing Replacement
Manassas officials have long wanted to replace the railroad crossing at Va. 28 and Wellington Road. With the help of Recovery Act funding, the repairs will finally be completed. A new bridge will be built over the tracks at that intersection at a cost of roughly $46 million. Of the total, $24.9 million will come from Recovery Act funds. Senator Colgan said that the project is "probably the most important transportation project for the City of Manassas."

FHWA/TIGER GRANT- Mercer Corridor
A $190.5 million project, using a $30 million Recovery Act TIGER grant, will finally clean up the “Mercer Mess” bottleneck in Seattle. The project will transform Mercer Street into a two-way boulevard that links South Lake Union and the Seattle Center to the rest of the Puget Sound region. The project provides significant bicycle, pedestrian and freight improvements, including 30 blocks of sidewalks, and will relieve severe traffic congestion for the 80,000 vehicles that use it every day. The City of Seattle estimates 1200 direct construction jobs will be created. Ground breaking is tentatively scheduled for August 2010 and the project should be completed in Summer 2012.

Morgantown Expressway Project
The Expressway project in Morgantown, West Virginia will connect the newly constructed section of Expressway to the completed Pennsylvania portion of the Expressway. The Recovery Act funded portion of the project involves the construction of a four-lane Expressway, an Interstate-68 ramp to access it, box culvert construction, and the construction of a bridge. In addition to creating construction jobs, this project will have a large impact on Morgantown, West Virginia, Southwestern Pennsylvania and adjacent areas. It will allow for business growth, improved travel for local residents, travelers and tourists and the potential expansion of Morgantown and adjacent areas.

Widening I-94
Thanks to $94 million in ARRA funding, the Wisconsin Department of Transportation will widen -- from six to eight lanes -- a 35-mile section of I-94 that runs from the Mitchell Interchange in Milwaukee to the Illinois state line and that is one of the busiest north-south freeway corridors in Wisconsin. In addition to congestion relief, the project will also improve safety by eliminating 13 dangerous left-hand exits along I-94 with all right-hand exits. The port represents a regional transportation and distribution center with markets that include Wisconsin, northern and western Illinois and Minnesota. This Recovery Act project is creating construction jobs for America right now, and creating vital infrastructure improvements that will lay the foundation for job growth for years to come.

Aspen Creek Apartments
Aspen Creek Apartments, a 25 unit Multi-Family project in Jackson, will utilize the Tax Credit Assistance Program (TCAP), Rural Development Financing, and Project Based Rental Assistance. The property was originally developed in 1985 and was purchased by Gary Machacek in February 2010 with the help of TCAP money for the purpose of rehabilitation, entrance into the LIHTC affordable housing program and extension of the RD project based rental assistance.
